REGULAR CITY COUNCIL MINUTES
JULY 139 2016
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday July 13, 2016, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Felicia Robinson, and Council members: Lisa C. Davis, Lillie O. Odom, David
Williams Jr., and Dr. Erhabor Ighodaro. Councilman Rodney Harris was not present. Motion
offered by Mayor Gilbert, seconded by Vice Mayor Robinson excusing the absence of
Councilman Harris. There being no further discussion the motion to excuse Councilman Harris'
absence passed and carried by a unanimous vote of the Council members present.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

D-1) Regular City Council Minutes —June 22, 2016
Motion offered by Councilman Williams, seconded by Councilwoman Odom to approve
the minutes, with necessary corrections, if any.
There being no discussion the motion to approve passed and carried by a unanimous vote
of the members.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Mayor Gilbert added a presentation by County Commissioner Barbara Jordan.
Councilman Williams pulled items: K-1, 5 and 7 from the Consent Agenda.
Manager Benson deferred Item J-1, to the first City Council meeting in September 2016.
Councilwoman Odom added the following resolution to the official agenda as item K-8.

Motion offered by Councilman Williams, seconded by Councilwoman Davis to approve
the official agenda with the necessary additions/deletions/changes.
There being no further discussion the motion to approve the official agenda passed and
carried by a unanimous voice vote of the members present.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-0) Miami -Dade County Commissioner Barbara Jordan
Commissioner Jordan appeared before the City Council to first thank the community and
shared that she will be automatically re-elected because no one file to run against her.
Commissioner Jordan then presented the City of Miami Gardens with a check in the amount of
$3,000.00, to assist with the city's youth swim program at Betty T. Ferguson Recreation Center.
F-1) Councilwoman Lillie Q. Odom — KAPOW
John Casbarro, a representative from the KAPOW Program appeared before the City Council to
thank Councilwoman Odom and members of the City Council for their continued support.
Approximately 140 students from the City of Miami Gardens participated. Forty -Five students
from North Glades Elementary School visited the City of Miami Gardens City Hall.
Councilwoman Odom acknowledged the participation of HR Director Melissa Negron;
City Clerk Ronetta Taylor; Assistant Chief Cynthia Machanic and Parks and Recreation
Director Parvin Neloms during the site visit. Certificates of Appreciation were presented to the
Mayor and Council Members as well as the City Manager.
F-2) Councilman David Williams Jr. — Commendation
Councilman David Williams Jr., presented a Commendation to Pastor Gregory Williams.
Councilman Williams also presented Certificates of Appreciation from New Beginning
Church to Mayor Gilbert, Councilman Harris and Chief Brooklen.
F-3) Councilman Erhabor Ighodaro — SEE Foundation
Councilman Ighodaro acknowledged the five individuals that received VIP tickets to the
IMFEST, scheduled for July 23rd. He explained the five individuals received the VIP tickets
because they were the first to arrive at tonight's City Council meeting. He further recognized
the participants of the SEE Foundation in the Special Olympics Athletics event.
(G) PUBLIC COMMENTS
Dorothy Smith, 20484 NW 14th Place, Miami Gardens, Florida, appeared before the City
Council to announce that a political forum is being hosted for Thursday, July 14th at the North
Dade Regional Library. The event will start at 5:30 PM. She encouraged everyone to vote.
Betty Ferguson, 1625 NW 188th Terrace, Miami Gardens, Florida, appeared before the

City Council representing Rolling Crest Lakes, Inc., to present a check $88,000.00, for parking
lot lighting replacement and an entrance monument sign. She also presented a check in the
amount of $28,815.00, and stated this is an additional amount for the Summer Youth Jobs
Program. She broached the subject of the CDBG item and the foreclosures in the City of Miami
Gardens and shared people are losing their homes. She said it is important to help people stay
in their homes.
Reverend Nettie B. Davis, 17530 NW 27th Court, Miami Gardens, Florida appeared
before the City Council to announce that on September 22, 2016, an HIV/AIDS Awareness
event to inform the seniors is scheduled at the Betty T. Ferguson Recreation Center. She
further commended Parks and Recreation Director Neloms and the parks staff for their
continued support of the seniors at Cloverleaf Park.
Vanessa Wilcox, 2000 NW 186" Street, Miami Gardens, Florida, appeared before the
City Council to inquire about the status of the future City of Miami Gardens Performing Arts
Center.
Mayor Gilbert informed Ms. Wilcox that questions and answers are not entertained
during public comments. He said that Darian Martin, Assistant to the City Manager will be
answering Ms. Wilcox's questions.
Ms. Wilcox emphasized the importance of Council members visiting the residents to
update them about city projects, and not just during election time. She shared that she is a
senior citizen but was not aware of the pending projects for seniors because she has not received
anything through the mail, nor has she been contacted either in person or by telephone.
Anthony M. Butler, 19201 NW 11th Avenue, appeared before the City Council and
shared that he worked for a not-for-profit organization, which focuses on the community and
issues of communication with local officials land the police department.
Mathew Pigath, appeared before the City Council to thank the Council as well as staff
from the Parks and Recreation Department for their assistance and participation during last
Saturday's event.
Francis Ragoo, 889 NW 214th Street, Apt. 102, Miami Gardens, Florida, appeared before
the City Council to ask about a contingency plan for the next peace walk.
Danny P. Felton, 610 NW 183`d Street, Miami Gardens, Florida, appeared before the City
Council emphasized the importance of addressing housing as part of the CDBG process. He
said currently from his research there over 3,000 homes in Miami Gardens going through the
foreclosure process.

Manager Benson said this item is before the Council for consideration as a result of a
workshop previously held on the street -renaming processes in the City of Miami Gardens.
Motion offered by Vice Mayor Robinson, seconded by Councilwoman Odom to adopt
this item on first reading.
At the conclusion of this discussion the motion to adopt on first reading passed and
carried by a 5-1 vote.

Councilman Williams asked whether the "Committee" was in place. He further asked
how much money was involved and whether this was new money.
Lauren Yoder, Community Development Division Director appeared before the City
Council in response to Councilman Williams' inquiry. She said this item approves the
Consolidated Plan, which is done every five years. The "Committee", which was mentioned in
the published advertisement, is the Affordable Housing Committee, which is not before the
Council.

this item.

Councilman Williams asked how big is the Outside Counsel Pool.

Attorney Dickens in response to Councilman Williams' inquiry said there are probably
between 4-5 firms on the Outside Counsel list.

Manager Benson stated that staff is recommending deferring this item to the September
13, 2016, City Council meeting.

(P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
Manager Benson informed the Council that the city has been contacted by the Miami
Dade County Supervisor of Election to consider City Hall Community Room, as a temporary
polling site/precinct for the upcoming elections. Apparently the Fire Station where this activity
usually occurs is under renovations.
Mayor Gilbert said he did not have a problem with this request but questions whether the
Community Room had adequate space, and met the fire code.
Manager Benson said he would follow-up with the Supervisor of Elections. He further
thanked the Council members for their support this past weekend.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams thanked the City Manager's Office and the Parks and Recreation
Department for their support during the Blue Jeans Event.
Councilwoman Davis acknowledged and thanked Ms. Sonia Flowers for assisting Ms.
Rita Pierre during her hospitalization and follow-up visits to the doctor.
Councilwoman Odom thanked Reverend Davis for bringing forth the information about
the HIV/AIDS Awareness event. She further announced that back by popular demand is another
Immigration Seminar, Saturday, July 23, 2016, at Antioch Missionary Baptist Church, 21311
NW 34th Avenue, Miami Gardens. Florida.
Mayor Gilbert thanked everyone for organizing the Historic Black Colleges and
Universities event. He said this was really a great event. He acknowledged Mr. Danny Felton
for the great work he is doing in the community trying to get people to buy homes in Miami
Gardens. He emphasized the importance of supporting efforts and programs that help people to
become home owners. He further shared that the Youth Summer Job Program hiring has been
initiated.
Mayor Gilbert acknowledged the Miami Gardens Police Department for its community
outreach efforts. He further commended the police department for hiring young people who live
in the City of Miami Gardens to actually be officers. He referenced the policing situation
nationally as well as the protests and marches. He said there needs to be a legislative arm to this.
The City has great lobbyists working for the City but there is no Social Justice component on the
legislative agenda. He said if the Council is okay with it, we are going to look to expanding the
legislative agenda to include a Social Justice Program.
There were no objections from the Council members.
Mayor Gilbert placed emphases on the importance of showcasing our youth and the

positive contributions they make to this community. He said people are quick to post about a
shooting, but not about a kid that has won several awards. He said we have to do a better job of
celebrating our children.
