The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, July 27, 2016, beginning at 7:00 PM, in the City Council Chambers, 18605 NW 27h Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Felicia Robinson, and Council members Lisa C. Davis, Lillie Q. Odom, Rodney Harris, David Williams Jr., and Dr. Erhabor Ighodaro. Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES D-1) Regular City Council Minutes — July 13, 2016 Approval was deferred. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) Manager Benson stated the applicant for Item 0-2, did not adhere to the advertisement requirements therefore he was requesting a deferral of this item until the September 13, 2016, City Council meeting. Motion offered by Councilman Williams, seconded by Councilwoman Davis and Odom to approve the necessary changes to the official agenda. There being no further discussion, the motion to approve passed and carried by a unanimous voice vote. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilwoman Lillie Q. Odom- Special Presentation Councilwoman Odom acknowledged Elvis Canes, Secretary of the City of Miami Gardens Elderly Affairs Advisory Committee for his outstanding community service with the Big Brothers/Big Sisters organization. Steven Kelly shared a letter he had written about Mr. Canes. Elvis Canes and Steven Kelly were featured in a Miami Herald article. July 27, 2016 City Council Minutes Page 1 (G) PUBLIC COMMENTS Dorothy Smith, 20484 NW 14th Place, Miami Gardens, Florida, appeared before the City Council to speak about community relations and public trust. She said there were no agendas left when she arrived at tonight's meeting. She further complained about the Council's Budget Workshop, which was scheduled at 8:00 AM. She opined having a budget meeting that time of morning discourages residents from attending. She suggested adjusting the trolley service schedule to accommodate those senior citizens wanting to attend the City Council meetings. Francis Ragoo, 889 NW 214th Street, Unit 102, Miami Gardens, Florida, appeared before the City Council to address his comments to Item K-3. He recounted when this item was first presented it was at no cost to the City. Now for the 2016-2017 Budget this event is being called a Legacy Event. He opined for the City to approve a $70,000, impact to the City, the tax payers deserve input; as to what goes on in terms of individual council people sponsoring an event to leave a legacy of their own and not a legacy of the residents or the people and tax payers of the City of Miami Gardens. John Zeigler, 18501 NW 22nd Court, Miami Gardens, Florida, appeared before the City Council to speak on Item K-4, relating to Emergency Debris Monitoring Services. He pointed out that staff was recommending a company that bided $15,000, more than the low bid. (SPONSORED BY THE CITY MANAGER) Manager Benson stated that staff is recommending a millage rate for Fiscal Year 2016- 2017, of 6.9363, which is the same as last year's millage rate. Mayor Gilbert reminded the City Manager of a discussion with the body cameras and whether that would be captured in this fiscal year. Manager Benson in response to Mayor Gilbert replied, "Yes." QUASI-JUDICIAL ZONING HEARINGS: Nakeischea Smith, Assistant Director of Development Services appeared before the City Council to expound on the Quasi -Judicial Process. Clerk Taylor swore in all parties participating in this Quasi -Judicial Process. (SPONSORED BY THE CITY MANAGER) Mayor Gilbert opened the floor for this public hearing. Dorothy Smith, 20484 NW 14th Place, Miami Gardens, Florida, appeared before the City Council and stated that she would like to hear more about what amenities will be provided for the seniors. Mayor Gilbert said this item does not necessarily deal with the Senior Center. He explained the back part of the property is going to be for senior housing. That has nothing to do with the front part of the property, which is going to be the Senior Center. The Senior Center is July 27, 2016 City Council Minutes Page 6 in the bid process right now. This ordinance only allows for senior housing on the back side of the property. After there were no other interested parties to speak on this item, the public hearing closed. Motion offered by Vice Mayor Robinson, seconded by Councilman Harris to adopt this item on first reading. Councilwoman Odom asked with the change in zoning what is there to prevent any other type of housing from being built on this property. This document does not indicate that this zoning change is exclusively for senior housing. Mayor Gilbert in response to Councilwoman Odom's inquiry stated the City owns the property. Therefore in order for that to happen the Council would have to allow it. Manager Benson provided further clarification by stating the city owns the property therefore the Council would decide what would be built there. Councilwoman Davis said she wanted to make sure there would be no interruptions with the two projects being close to each other. Manager Benson in response to Councilwoman Davis' concern said this is a 15 acre site with the senior housing being located on the back part of the property, which is a good distance from the Senior Center (front part of property). Councilwoman Odom asked how closed would this senior housing project be from Rolling Oaks Park. Mayor Gilbert in response to Councilwoman Odom's inquiry said the two are separated by the turnpike. Councilman Williams inquired about the site plan. Mayor Gilbert said there will be one site plan for everything, which would not be done until after the bid award for the Senior Center. Vice Mayor Robinson clarified this matter will have to come back to Council for approval. Mayor Gilbert also stated an agreement with the Urban League would have to be approved as well. He opined we need a dedicated spot for the seniors. There being no further discussion, the motion to adopt passed and carried by a 6-1 vote. Williams of 18761 NW 391h Court, Miami Gardens, Florida was afforded an opportunity for comments even though the item was voted on for first reading. She stated that she was at tonight's meeting representing the seniors. She said initially this property was purchased for the seniors for the sole purpose of the seniors having a senior citizens center. There was no mention of senior housing being place on this property. She opined it is not fair to take any portion of that property for any reason other than for what it was initially purchased for. (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK P-1) City Manager's Report — CDBG P-2) MGPD Monthly Report — June 2016 Manager Benson shared at the September 13th City Council meeting the Council will be considering the CDBG item. He asked if the Council would like to workshop this item prior to that consideration. There were no objections from the Council members about workshopping this item. Attorney Dickens shared that she had provided the Council members with the ruling on the Wright case. (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Ighodaro thanked everyone for coming out to the IMFEST event. He further shared that he had so -sponsored a Farm Share Event earlier that morning. He thanked Mayor Gilbert and Councilman Harris for helping out with the Farm Share event. Councilman Williams thanked Councilman Ighodaro for a great event. He further announced on this coming Saturday he was partnering with County Commissioner Jordan for a Book -a -Thou event. He further shared that he is working with Carol City Senior High Silver Knight Program as it relates to Literacy. The Book-a-Thon event is being tied into the Literacy Program. This would also provide residents with an opportunity to visit the Botanical Garden and sample some of the exotic fruits. The event will take place from 11:00 AM — 2:00 PM, at July 27, 2016 City Council Minutes Page 9 the property at 18330 NW 12th Avenue, Miami Gardens. Councilwoman Davis announced that she will be hosting a Farm Share event at Walden Pond on August 27th from 10:00 AM — 1:00 PM. Volunteers are welcomed. Councilwoman Odom thanked everyone that worked the Immigration Seminar on last Saturday. There were a lot more people in attendance. Councilman Harris announced that he is partnering with Mt. Herman A.M.E. Church to have a Back to School/Health Fair at Parkway Educational Center, this coming Saturday. He further wished Mr. Bobby Cole a happy birthday. Mayor Gilbert announced the Police Department will be hosting a National Night Out, August 2" at the Betty T. Ferguson Recreation Complex from 6:00-8:00 PM. He provided a status report of the progress being made with the City's CRA, at the Miami -Dade County level. Mayor Gilbert said it is important that everyone understands the need for the Senior Center. One of the first things in the Bond proposal was the Senior Center because we need a dedicated place for our seniors. This is a 15 acre spot of land. We have other large parcels of land that the city is trying to develop for commercial and retail use on NW 27"' Avenue, as well as off of 826. The reason why senior housing is more appropriate on the back end of that property is because the Senior Center is on the front end. He said we need to be very mindful of keeping big plats of properties off the tax rolls. He reiterated this is going to be a first class facility and a venue the seniors will be proud of. The site plan will come forward. The development process will come forward. The senior housing will not affect the Senior Center. He said it is a problem with seniors transitioning from their homes and not being able to stay within the City of Miami Gardens. Mayor Gilbert emphasized the importance of supplying Miami Gardens Police Officers with body cameras. This is important for our residents and our officers. The adoption of this millage will make room for the body cameras. Mayor Gilbert announced that the City of Miami Gardens is not one of the areas where the Zika Virus has been identified to carry the virus. He encouraged everyone to use Mosquito repellant as well as making sure all containers around their properties are emptied of standing water. He wished everyone and enjoyable summer.
