REGULAR CITY COUNCIL MINUTES
MARCH 8, 2017
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, March 8, 2017, beginning at 7:00 PM, in the City Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Erhabor Ighodaro, and Council Members Lillie Q. Odom, Lisa C. Davis, Felicia
Robinson and David Williams Jr. Councilman Rodney Harris was not present.
Motion offered by Mayor Gilbert, seconded by Vice Mayor Ighodaro to excuse the
absence of Councilman Harris.
There being no discussion, the motion to excuse the absence of Councilman Harris
passed and carried by a unanimous vote of the Council members present.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

D-1) Regular City Council Minutes —February 22, 2017
Motion offered by Vice Mayor Ighodaro, seconded by Councilwoman Davis to adopt the
minutes, with necessary corrections, if any.
There being no discussion, the motion to adopt the minutes passed and carried by a
unanimous vote of the Council members present.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Councilman Williams removed Item F-1 from the Official Agenda.
A presentation was added to the Official Agenda by Vice Mayor Ighodaro as Item F-1)
Vice Mayor Ighodaro also pulled Item K-17 from the Consent Agenda.
Manager Benson removed Item K-6 thru K-15 from the Official Agenda.

Councilwoman Davis added an item to the Official as Item K-18) A RESOLUTION OF

GARDENS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
Motion offered by Councilman Williams, seconded by Vice Mayor Ighodaro to adopt the
Official Agenda with the necessary changes.
There being no discussion the motion to adopt the official agenda passed and carried by a
unanimous vote of the members present.

WORK AGREEMENT NO. 2 WITH KEITH & SCHNARS, P.A.
FOR CRA SERVICES IN AN AMOUNT NOT TO EXCEED
EIGHTY-NINE THOUSAND, FOUR HUNDRED EIGHTY-FIVE
DOLLARS (89,485.00); AUTHORIZING THE CITY MANAGER
TO ISSUE PURCHASE ORDERS ON AN AS NEEDED BASIS;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY THE

Vice Mayor Ighodaro shared that he pulled this item in order to use it as a way to further
discuss the CRA and to commend the Mayor, City Manager and the Council for "their
leadership in terms of moving forward with the CRA". He then directed his comments to the
City Manager and/or the Mayor to express his desire to have the museum idea included in the
CRA. He asked how the taxes will be collected and whom they will be going to; he stated that
the tax issue is a conversation that needs to happen but that his primary focus is having the
museum included in the conversations about the CRA.
Mayor Gilbert responded to Vice Mayor Ighodaro by stating that the CRA the City is
trying to obtain is limited and will be used to build and operate a performing arts center. He
explained what the acronym CRA (Community Redevelopment Agency) means, how it works
and advised and that it does not raise taxes for the residents. He stated that he has no problem
with the museum idea but that if it were to hinder the performing arts center project in any way
he would be opposed to it.
Mayor Gilbert shared that residents have approached him about the CRA as well;
requesting that it be used to build affordable housing. He stated that he does not support that
because the city needs businesses; because businesses create more business activities, which
bring more people and create circulation; because those things create jobs and are also taxed at a
higher rate. This in turn allows the city to provide services to residents to live in homes at a
lower tax rate; he noted that the city currently has 3600 businesses and approximately 36,000
residents, which proves that the city definitely needs more businesses. He reiterated that he's
open to the idea of the museum but that if it makes it difficult to achieve the CRA when he's
negotiating with Miami -Dade County he will not support it. He reiterated that the more items
requested in the CRA, the harder it will be to get approved by the county.
Vice Mayor Ighodaro thanked the Mayor and stated that he believes the Mayor will do
what's best for the city.
Motion offered by Vice Mayor Ighodaro, seconded by Councilwomen Davis and
Robinson to adopt this item.
There being no further discussion the motion to adopt passed and carried by a
unanimous vote of the members present.

P-1) MGPD Monthly Report — January 2017
City Manager Cameron Benson congratulated Councilwoman Davis and Assistant City
Manager Vemita Nelson for their part in the "Vessels of Substance" exhibit, presented by
Miami -Dade County.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams commended the Miami Gardens Police Department and the City
Manager for their efforts in assisting the senior residents in the area of 28th Court and 160th
Street. The seniors complained about being harassed by teenagers. He further stated that
misinformation about crime in the City of Miami Gardens is being put out into the community
by P.A.C.T. (People Acting for Community Together).
Mayor Gilbert in response to Councilman Williams' concern shared that he asked Vice
Mayor Ighodaro to attend the PACT meeting in his absence to address their concerns.
Councilman Williams asked whether the City's Public Affairs Department addresses the
misinformation that is spread in the community by groups of this nature.
Mayor Gilbert in response to Councilman Williams' question responded, "Yes".
Councilman Williams inquired about the additional assistants for Council.
City Manager Benson in response to Councilman Williams' inquiry advised that the item
would be brought back before Council in April, which is mid -year.
Councilwoman Davis spoke about the "Vessels of Substance" exhibit and the positivity
surrounding it.
Vice Mayor Ighodaro commended the ladies that participated in the "Vessels of
Substance" exhibit. He shared the experience of his trip to Nigeria with 18 local business
owners, 8 of which were from Miami Gardens. He stated that he would be asking for updates on

Bunche Park Pool monthly; he then asked for an update.
City Manager Benson in response to Vice Mayor Ighodaro said, "The project is
scheduled to be completed in November 2017".
Mayor Gilbert stated that Bunche Park Pool is actually ahead of schedule. He then
addressed the negativity that is constantly being spread across the community and shared that the
positive is not being seen nor heard because people are too consumed with the negative. He
spoke about addressing the lighting in the city, which will assist with the city's safety issues. He
advised parents to check their children's social media accounts in order to know what they are
doing. He encouraged everyone to come out to Jazz in the Gardens, the Arts Conference and the
National Poetry Contest events.
