HomeMy WebLinkAbout06.28.2017 - City Council MinutesCITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES JUNE 289 2017 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, June 28, 2017, beginning at 7:00 PM, in the City Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Erhabor Ighodaro and Council members: Lillie Q. Odom Lisa C. Davis, Rodney Harris and David Williams Jr. Councilwoman Felicia Robinson was not present. Motion offered by Mayor Gilbert, seconded by Council Members Odom and Williams to excuse the absence of Councilwoman Robinson. There being no discussion, the motion to excuse Councilman Robinson's absence passed and carried by a unanimous vote of the Council members present. Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES D-1) Regular City Council Minutes —June 14, 2017 Motion offered by Vice Mayor Ighodaro, seconded by Councilman Harris to adopt the minutes, with the necessary corrections if any. There being no discussion the motion to adopt the minutes passed and carried by a unanimous vote of the Council members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) Manager Benson indicated the applicant of Item 0-1 is requesting to have that matter deferred to the September 27, 2017, City Council Agenda. Councilman Williams added a presentation to the Official Agenda as Item F-2. Motion offered by Councilman Williams, seconded by Councilwomen Odom to adopt the Official Agenda with the necessary changes. June 28, 2017, City Council Minutes Page 1 There being no discussion the motion to adopt the official agenda passed and carried by a unanimous vote of the members present. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilwoman Lisa C. Davis —Mother's Day and Father's Day Presentation and Special Recognitions Councilwoman Davis bestowed "Mother of the Year" and "Father of the Year" awards, and gift basket to Karen Clarke and Commander Gary Smith. The runner up recipients, Commander Carol Thony, Charisse Moore, Sergeant Alonzo Moncur and Detective Sean Horne, were honored with a special plaque. Councilwomen Davis presented "Special Recognition Awards" to City Attorney Sonja Dickens and Detective Eugene Williams for all the support to Councilwomen Davis' family during their bereavement. F-2) Councilman David Williams Jr. presented the City of Miami Gardens with a check from the Rolling Crest Lakes Board of Directors in the amount of $8,882.35, for the reconstruction of damaged sidewalks in the area of 19001 NW 14th Avenue Road and NW 189`h Terrace and NW 17`h Avenue Road. The Rolling Crest Lakes Board requested that $1,221.85 be used for the area of 19001 NW 14th Avenue Road, and $7,760.50 for the area of NW 189th Terrace and NW 17th Avenue Road. The check was received by City Manager Cameron Benson. (G) PUBLIC COMMENTS (2 minutes each) Ulysses Harvard, 16201 NW 22nd Ct, Miami Gardens, Florida, appeared before City Council to express concern with the condition of police vehicles being driven by Miami Gardens' police officers. Mr. Harvard requested Council review potential vehicle replacements. Dorothy Smith, 20484 NW 14th Place, Miami Gardens, Florida, appeared before City Council to congratulate the winners of the Mother's Day and Father's Day recognition. In addition, Ms. Smith invited the City Council and the community to attend the following events in representation of Miami Gardens: Coconut Cay sponsored event "Boys to Men/Men to Man" on July 24, 2017 at 6:00 PM at North Regional Library; Commissioner Jordan's meeting June 29`h, 2017 at Lakes Stephens Middle School; Miami Dade School Board meetings at Downtown Miami. Sandra McDowell, 18240 NW 41s' Place, Miami Gardens, Florida, appeared before City Council to express concern with the City of Miami Gardens' Red -Light program. She requested City Council attend the hearings to understand the public's view on the Red -Light Camera program. Amy Coleman, 2841 NW 212th Street, Miami Gardens, Florida, appeared before City Council to request information about the Water -Gen program. Ms. Coleman expressed concern about the possible health hazards and safety of the program. Mayor Gilbert in response to Ms. Coleman's concern explained the technology is responsible for ensuring there are no health hazards with the Water -Gen machine. June 28, 2017, City Council Minutes Page 2 Mayor Gilbert advised Ms. Ernestine Thurston that Item 0-1, was deferred to September 27, 2017, City Council meeting. There being no other interested parties to speak during public comments. Public comments were closed. (H) ORDINANCE(S) FOR FIRST READING/PUBLIC HEARING(S): H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER 26, ARTICLE II ("STORMWATER UTILITY"), SECTION 26-26 "FEE SCHEDULE AND PAYMENT", SECTION 26-29 "REQUEST FOR ADJUSTMENT", SECTION 26-31 "ENFORCEMENT AND PENALTIES", AND ADDING SECTION 26-32 "PROHIBITIONS GENERALLY", AND SECTION 26-32 "PERMITS, PLAN REVIEWS, INSPECTIONS, AND ADMINISTRATIVE FEES" OF THE CODE OF ORDINANCES; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE (SPONSORED BY THE CITY MANAGER) Mayor Gilbert opened the floor for this public hearing. Public Works Director Tom Ruiz explained the incentives to both residents and business owners as it related to the implementation of this ordinance. After there were no other interested parties to speak on this item, the public hearing closed. Motion offered by Councilwomen Davis, seconded by Councilman Williams, to adopt this item on first reading. 0 vote. (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK City Manager Benson commended Ms. Claudelle Joseph for receiving the "Landscape Manager of the Year" award. City Clerk Taylor introduced the new Assistant to the City Clerk Mrs. Graciela Mariot. (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Williams recognized Lana Wilcox, Councilman Harris, and the Department of Juvenile Justice for their support and supplies for the Botanical Garden. Councilman Williams also thanked the Council Members, City Manager, City Attorney, City Clerk, Parks and Recreation and anybody else that had a hand in helping with science initiative over the last few years. He opined there has been a mild storm that has occurred over Miami -Dade County, with the schools. This is the first time in history there are no "F" schools. He emphasized the importance of the Science and Engineer Fair's initiative and its vital role in Miami -Dade County Public Schools. Councilwoman Davis welcomed back Ms. Lashara Bostic from maternity leave. Councilwoman Odom announced the Elderly Affairs Advisory Committee's upcoming Medicare Workshop Series presented by Humana and scheduled for July 20, August 24, and September 21, 2017. The workshops will provide information about changes to Medicare benefits. In addition, Councilwomen Odom announced and encouraged everyone to attend the "Protecting Seniors" Symposium, to be held June 29, 2017 at LOAM -IPM, in the City Council Chambers. The symposium will offer professional financial awareness information as well. June 28, 2017, City Council Minutes Page 6 Vice Mayor Ighodaro welcomed Assistant Chief JD Patterson to the City of Miami Gardens and congratulated Chief Noel -Pratt for an excellent Coffee with a Cop event. Mayor Gilbert also welcomed Assistant Chief Patterson and indicated we have a commitment to extraordinary law enforcement through extraordinary people, who will grow the police department as part of the community of Miami Gardens. Mayor Gilbert shared the City of Miami Gardens was positively featured in the biggest newspaper in Israel regarding the Water - Gen project. Mayor Gilbert commented on the City of Miami Gardens' progress and explained that we are probably the biggest civic experiment as we manage to marshal our will, our resources and build a community, not just a city. He asked Miami Gardens' residents to recount not only negative but also positive interactions and encouraged residents to broadcast the positive interactions and growth since 2003. He reminded everyone the City never had a 4`h of July fireworks show prior to inception. He emphasized the importance of community involvement for continued growth and indicated growth will continue to occur.
