(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, May 10, 2017, beginning at 7:00 PM, in the City Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Erhabor Ighodaro and Council members: Lisa C. Davis, Lillie Q. Odom, and Rodney
Harris. Councilman David Williams Jr., arrived at 7:07 PM.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Motion offered by Vice Mayor Ighodaro, seconded by Councilman Harris to approve the
LPA minutes, with necessary corrections if any.
There being no discussion, the motion to approve passed and carried by a majority of the
members present.

Councilwoman Robinson expressed concern with add on items. She said she's not had
an opportunity to read the item sponsored by Vice Mayor Ighodaro and requested that it be added
to the regular agenda as opposed to the Consent Agenda for discussion purposes.

FEES FOR THIS EVENT; PROVIDING FOR THE ADOPTION OF

Motion offered by Councilwoman Robinson, seconded by Councilman Harris to approve
the Official Agenda. There being no discussion the motion to approve passed and carried by a
unanimous vote of the Council members present.
Vice Mayor Ighodaro indicated he wanted to pull Item K-5, from the Consent Agenda.
Mayor Gilbert in response to Vice Mayor Ighodaro stated the official agenda had been
voted on. A motion was needed to reconsider the Consent Agenda.
Motion offered by Vice Mayor Ighodaro, seconded by Councilman Harris to reconsider
the Official Agenda.
There being no discussion, the motion to reconsider the Official Agenda passed and
carried by a majority vote of the City Council members present.
Once the vote was taken to reconsider the Official Agenda, Vice Mayor Ighodaro pulled
Item K-5 from the Consent Agenda.
Motion offered by Vice Mayor Ighodaro, seconded by Councilman Harris to approve the
Official Agenda with the necessary changes.
There being no further discussion, the motion to approve the Official Agenda passed and
carried by a unanimous vote of the members present.

(F) SPECIAL PRESENTATIONS (5 minutes each)
F -l) Councilwoman Lisa C. Davis - Denim Day "No Excuse: A promise to take
action against sexual violence"
Ms. Karen Brent, one of two Victim Advocates for the City of Miami Gardens Police
Department, appeared before the City Council to expound on the Denim Day "No Excuse: A
promise to take action against sexual violence campaign". She thanked Mayor Gilbert and City
Council members as well as the City Manager for allowing her to speak this evening. A special
acknowledgement was bestowed upon Councilwoman Lisa C. Davis, for her partnership with
this initiative. She stated that one in three girls and one in five boys will become a victim of
sexual abuse before their eighteenth (18`h) birthday. There are 32 Million survivors of child
sexual abuse living in the United States today. These victims suffer from mental illnesses,
addictions, etc. Sexual Assaults are the most unreported crimes. Ninety three (93%) percent of
juvenile sexual assault victims know their attacker (32 percent family members; 57 percent
acquaintances). Ninety-five (95%) percent of sexual abuse is preventable through education and
awareness. There are also resources available to assist victims of sexual assaults. The City of
Miami Gardens Police Department through the Attorney General's Office has a program to assist
victims of sexual assaults.
F-2) Councilwoman Lillie Q. Odom
Linda Hodges Holloway and the Miami Gardens Super Soul Steppers appeared before the
City Council to thank Councilwoman Odom for her advocacy of the seniors and to wish her a
very Happy Birthday.
(G) PUBLIC COMMENTS
Victor Moncrieffe, representing Crestview Homeowners Association, 1820 NW 186
Street, Miami Gardens, Florida, appeared before the City Council, in opposition to the
Stormwater Surcharge Increase. He asked why were residents required to pay this surcharge
when the entity that provides the water service is in another City, but has a facility in Miami
Gardens.
Mayor Gilbert informed Mr. Moncrieffe that a representative from Public Works would
be speaking with him about his concerns.
Lee Murray, 2105 NW 154`h Street, Miami Gardens, Florida, appeared before the City
Council in opposition to the Stormwater increase.
Mayor Gilbert informed Mr. Murray that a representative from Public Works would be
speaking with him about his concerns.
Francis Ragoo, 889 NW 214th Street, Miami Gardens, Florida, appeared before the City
Council to make a passionate plea to the Council to provide One Thousand Dollars ($1,000) in
funding for the local crime prevention groups.

Robert Brown, 20394 NW 14'' Place, Miami Gardens, Florida, appeared before the City
Council and stated the Coconut Cay CDC charges for stormwater, but has not made any
improvements. Now the City of Miami Gardens wants to charge an additional fee. He opined
the Coconut Cay CDC should be abolished because it is not doing anything.
Mayor Gilbert in response to Mr. Brown's concern conveyed his agreement about the
Coconut Cay CDC.
Manager Benson stated that the Coconut Cay CDC does impose charges and is not
addressing the issues in that area. He said he was not sure what avenue the Coconut Cay
residents needed to pursue to address this issue.
Mayor Gilbert opined the City did not have a legal right. This is something the residents
of Coconut Cay would have to do directly with the CDC. He informed Mr. Brown that he would
do a little research and would personally follow up with him.
Daniel Gibbs, 16000 NW 18`f' Place, Miami Gardens, Florida, appeared before the City
Council to express concern with the lack of Black History being taught in the public school
system
Mayor Gilbert informed Mr. Gibbs that the City of Miami Gardens has no control of what
is being taught in the public school system. He conveyed his agreement that Black History
should be taught because it is an important part of the American History. He said Mr. Brown
should be speaking with the Local School Board (Miami -Dade County Public Schools).
Mr. Brown shared that he has received five (5) Red Light Camera Tickets, which have
been thrown out by the Miami -Dade County court.
Mayor Gilbert shared that every year for the past six years traffic fatalities have
decreased.
Sharon Frazier Stephens, 145 NE 193`d Street, Miami, Florida, appeared before the City
Council to thank Mayor Gilbert, Councilwoman Robinson and Councilman Harris for supporting
the Miami Carol City Scholarship Banquet.
Janice Coakley, 19681 NW 33`d Avenue, Miami Gardens, Florida, appeared before the
City Council to share that a traffic study was need in the area of NW 196 Lane and 33`d Avenue.
She stated recently a vehicle went through the wall of a home in this area. She further
announced that the City of North Miami Beach Council will vote during its next meeting on
Tuesday to award a bid to privatize the City's utilities. That contract states that after two (2)
years the rates will go up for anyone being serviced by the City of North Miami Beach and living
outside the corporate boundaries of that municipality. She encouraged interested parties to
attend this meeting.
Mayor Gilbert informed Ms. Coakley that traffic control devices are under the
jurisdiction of Miami -Dade County and urged her to share this concern with County

Commissioner Barbara Jordan.
Dorothy Smith, 20484 NW 140' Place, Miami Gardens, Florida, appeared before the City
Council to speak about the Coconut Cay CDC and stormwater. She stated from the information
provided in the agenda the improvements all of the stormwater improvements will take place
outside of the Coconut Cay area. She opined that Coconut Cay should be exempt from this
stormwater increase. She stated the drainage issues in Coconut Cay have not been addressed
even though residents are paying into the Coconut Cay CDC for this purpose.
Sardebra Wright, 20062 NW 36h Court, Miami Gardens, Florida, appeared before the
City Council to bring to their attention an influx of homeless people into the community. She
shared that Camillus House recently lost some of its funding. She opined the homeless people
are being dropped off in Miami Gardens. She based this comment on the fact that these
individuals do not have the resources for public transportation in order to get here.
Keith Williams 2420 NW 155' Street, Miami Gardens, Florida, appeared before the City
Council to say thank you to the City Council.
(H) ORDINANCE(S) FOR FIRST READING:
H-1) AN ORDINANCE OF THE CITY OF MIAMI GARDENS,
FLORIDA, AMENDING THE CITY'S BUDGET FOR THE 2016-
2017 FISCAL YEAR; AUTHORIZING THE CITY MANAGER TO
TAKE CERTAIN ACTIONS; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN
CONFLICT; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING FOR INCLUSION IN CODE; PROVIDING . AN

Manager Benson explained this ordinance authorized an amendment to the City's CITT
Budget to allow for additional trolley services.
Motion offered by Mayor Gilbert, seconded by Councilman Harris and Councilwoman
Robinson to adopt this item on first reading.
Mayor Gilbert said this item is in response to the residents' request to provide service to
the Rainbow Park area.

MANAGEMENT UTILITY PROGRAM FEE SCHEDULE TO
RAISE THE ERU FEE FROM FOUR DOLLARS ($4.00) TO SIX

Manager Benson invited Mr. James Barton to provide a brief overview on the process.
Mr. Barton appeared before the City Council to explain the evaluation and assessment
process was conducted as it relates to each individual parcel.
Gregory Netto, Assistant Public Works Director appeared before the City Council and
explained the stormwater user fee would assist with the Capital Improvement Projects as it
relates to stormwater flooding. Funding would be used for the maintenance of existing
drainage. Ideally the system should be cleaned every two years. At present this maintenance is
done every four years.
Councilman Williams asked what could be done to address that gap between the two and
four year cycle.
Mr. Netto in response to Councilman Williams' inquiry said an additional crew would be
able to address this issue in a timely manner. He stated compared to other cities, Miami
Gardens is the third largest city in Miami -Dade County. He emphasized the importance of
addressing the infrastructure. The City currently has two trucks to work with.
Councilwoman Davis asked what the cost would be to add an additional truck.
Mr. Netto said that would depend on what is being purchased. This would be a truck as

well as the necessary equipment (vacuum) and could cost up to approximately $400,000.
Councilman Williams opined from an environmentalist standpoint the City could incur
some serious problems if we continue and let this get out of hand.
Mayor Gilbert opened the floor for this public hearing. After there were no other
interested parties to speak the public hearing closed.
Motion offered by Councilwoman Robinson, seconded by Councilwoman Davis to adopt
this item.
Mayor Gilbert asked if CDCs are supposed to be providing a service and they are not,
how can that be addressed.
Manager Benson said there has been discussion about some equality for those larger
users. He said before coming back in July, staff will have identified some solutions for this. He
said this will be brought back prior to final adoption by the Council. Staff is looking for other
options for these types of scenarios.
Mayor Gilbert said he would not be in agreement to waive the stormwater fees for certain
areas and commented the City would be addressing those issues the CDC should be doing. He
asked whether the City could bring action against the CDC in behalf of the residents.

Councilman Williams stated that he may have a conflict with one of the items on the
Consent Agenda. He then left the City Council Chambers until after the Consent Items were
voted on.

Vice Mayor Ighodaro shared that he had spoken with this City Manager during a briefing
and was satisfied with the answers. He said as it relates to one of his sponsored items, which
was approved by the Council at the last City Council meeting he wanted to know what
mechanism is in place to ensure community involvement, moving forward, as part of the RFP.
Manager Benson in response to Vice Mayor Ighodaro's inquiry shared there were a
number of meetings in the community regarding all of the projects. Moving from here staff has
gathered some input already, based in the actions taken by Council at the last meeting. Staff
will continue to gather from the community as well as from Council. A Plan of Action will be
put together from the input gathered, and subsequently move forward with the project.
Motion offered by Mayor Gilbert, seconded by Councilwoman Davis to adopt this item.
Mayor Gilbert shared said there is a cost associated with workshopping the projects
because the presenters have to be paid. He said there is not a lot of wiggle room with the Bond.
There being no further discussion, the motion to adopt passed and carried by a unanimous
vote of the City Council.
L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, SUPPORTING THE AFRICANDO

Vice Mayor Ighodaro said this item was self-explanatory. This is the seventeenth year of
the AfriCANDO Conference. This is a Trade Conference, which has taken place all over the
United States and South Florida.
Motion offered by Councilman Ighodaro, seconded by Councilman Harris to adopt this
item.
Mayor Gilbert asked whether the AfriCANDO conference paid for the rental at the other
facilities utilized for this event. He placed emphasized the space is not free. Therefore, if this
organization has paid for the space at other locations he needed to understand why this is a
particular hardship.
Councilwoman Robinson said her initial concern was that she did not have time to read
the item because of all the add-on. She said this item does have a fiscal impact, and the event
covers four days. She said Betty T. Ferguson Recreation Facility is already over used. She
asked how this four (4) day conference would impact the regular programming at the Center.
She said she would have normally asked these questions before but she did not have time to
review.
Mayor Gilbert pointed out that this event appears to be taking place the same time period
as the Congressional Black Caucus, and the busiest season at the Center (football season). He
opined there is no way we are going to have four thousand people there. He asked about the
insurance and said he would like to have the answers to these questions before voting on this
item.
Councilwoman Odom expressed concern with the fiscal impact associated with this four
(4) day waiver.
Vice Mayor Ighodaro said there have been waivers of rental space at this facility
previously, so the fiscal impact is nothing new. The workshops will occur during the mornings.
The community event will take place the last day of the institute.
Councilwoman Robinson asked whether this item had to be voted on tonight or could it
be deferred.
Mayor Gilbert said he wanted to know the cost involved and whether the building can
actually accommodate such a large group.
Motion offered by Vice Mayor Ighodaro, seconded by Councilwoman Davis to defer this
item.

Attorney Dickens thanked everyone for their support during the loss of her best friend.
She recounted the steps taken for the City's action against Predatory Lending Institutions. She
reported that the City receive a ruling from the Florida Supreme Court that cities can proceed
with the Predatory Lending Cases. She informed the Council that over the next year the City
will pursue action and settlement on the tax revenues the City lost and well as cost for personnel.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Vice Mayor Ighodaro wished all mothers a Happy Mother's Day. He further wished
Councilwoman Odom a very happy birthday and commended her for her outstanding community
service.
Councilman Harris asked Ms. Janice Coakley to stand. He shared on last weekend there
was an event at FIU, with the Girl Scouts. There were four (4) Girl Scouts from the City of
Miami Gardens, out of hundreds of Girl Scouts that received the Gold Award, the most
prestigious award that can be given to a Girl Scout. He commended Ms. Coakley and Ms.
Patricia Wright for their hard work.
Councilwoman Odom thanked everyone for their well wishes on the occasion of her
birthday. She reminded the 80 plus mothers that they will be honored, Friday, May 12, 2017,
from 12 noon to 2:00 PM, at Betty T. Ferguson Recreation Center.
Councilwoman Davis thanked Councilwoman Robinson for the beautiful handkerchief.
She further thanked Ms. Coakley for doing a great thing with the young ladies through Girl
Scouts. She also shared that her daughter Shemise Dents graduated on yesterday with her
Bachelor Degree.
Councilman Williams wished all the mothers a Happy Mother's Day. He shared the
reason he was late tonight was because he was at a very prestigious event prior to this meeting.

He acknowledged City Manager Benson for understanding and doing a tremendous job with
supporting science. He shared there are more people outside of this City who are aware of what
we are doing as it relates to science. He shared that he has been working with FIU to present a
Summer Science Program at Rolling Oaks Park. Doctorate Fellows from FIU will be on hand to
teach our youth about science.
Mayor Gilbert thanked the City Manager for all his efforts throughout the City. He
shared that he has high expectations and the City Manager matches those expectations. He
further announced that Miami -Dade League of Cities Annual Gala and Installation Ceremony
will take place in the City of Miami Gardens, Saturday, May 13`h. At that time he will be
installed into Office as President of the Miami -Dade League of Cities. He conveyed his
appreciation of all the comments made by residents. He emphasized the importance of
community and everyone working together for the betterment of all.
Mayor Gilbert further wished all mothers a Happy Mother's Day.
