A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
NO. 16-17-033 FOR ASPHALT ROADWAY RESURFACING TO
H&J ASPHALT, INC.; AUTHORIZING THE CITY MANAGER TO
ISSUE PURCHASE ORDERS, ON AN AS NEEDED BASIS, NOT
TO EXCEED THE ALLOCATED BUDGET AMOUNT; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, in 2002, Miami-Dade County voters approved the People's
Transportation Plan (PTP), and
WHEREAS, during Fiscal Year 2012-2013, the City of Miami Gardens received
its first allocation of revenues from the half-penny surtax, and
WHEREAS, the City continues to receive funding from the Citizen's Independent
Transportation Trust (CITT) for the current Fiscal Year for the development and
construction of new transportation projects throughout the City, and
WHEREAS, it is a requirement that CITT funds be used for transportation
improvements, and
WHEREAS, on June 5, 2017, Invitation to Bid (ITB) Number 16-17-033, Asphalt
Roadway Resurfacing Annual Contract, was solicited via BidSync, and
WHEREAS, the ITB closed on July 12, 2017, and
WHEREAS, five (5) bids were received and were publicly read; and
WHEREAS, bids were received from the following; DP Development of the
Treasure Coast, LLC; General Asphalt Co., Inc.; H&J Asphalt, Inc.; MM Asphalt
Maintenance, Inc., DBA All County Paving; and Weekley Asphalt Paving, Inc., and
WHEREAS, City staff evaluated the bids for compliance with the specifications, and
WHEREAS, all vendors were deemed responsible and responsive to the
requirements of the ITB, and

WHEREAS, H&J Asphalt, Inc., submitted the lowest total bid price of Nine
Hundred Sixty-Eight Thousand One Hundred and Twenty Dollars ($968,120.00), during
the initial contract period, and
WHEREAS, the initial term of the contract is for two (2) years, and
WHEREAS, the City reserves the right to exercise the option to renew annually,
not to exceed a maximum of three (3) one (1) year periods, and
WHEREAS, City Staff recommends the City Council award ITB No. 16-17-033 for
Asphalt Roadway Resurfacing Annual Contract to H&J Asphalt, Inc., and
WHEREAS, Staff also recommends Council authorize the City Manager to issue
purchase orders, on an as needed basis, not to exceed the allocated budget for Asphalt
Roadway Resurfacing, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Invitation to Bid No. 16-17-033 for Asphalt Roadway Resurfacing Annual
Contract to H&J Asphalt, Inc.; and further authorizes the City Manager to issue
purchase orders, on an as needed basis, not to exceed the allocated budget for Asphalt
Roadway Resurfacing.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

Staff Summary:
BACKGROUND
Miami-Dade County voters approved the People’s Transportation Plan (PTP) in 2002. The City
of Miami Gardens incorporated in 2003; however, the City received its first allocation of
revenues from the half-penny surtax during Fiscal Year 2012-13.
The City continues to receive funding from the Citizen’s Independent Transportation Trust
(CITT) for the current Fiscal Year for the development and construction of new transportation
projects throughout the City.

It is a requirement that CITT funds be used for transportation improvements (trolley, sidewalks,
asphalt management, etc.). Therefore, this bid will be to complete the asphalt-resurfacing part of
the yearly CITT Capital Projects and any other grant asphalt project as needed.
CURRENT SITUATION
On June 5, 2017, Invitation to Bid (ITB) Number 16-17-033, Asphalt Roadway Resurfacing
Annual Contract, was solicited via BidSync. The Invitation to Bid (ITB) closed on July 12, 2017.
Five (5) bids were received. Bid submittals from DP Development of the Treasure Coast, LLC,
General Asphalt Co., Inc., H&J Asphalt, Inc., MM Asphalt Maintenance, Inc. DBA All County
Paving and Weekley Asphalt Paving, Inc., were received and publicly read.
The City staff evaluated the bids for compliance with the specifications. All vendors were
deemed responsible and responsive to the requirements of the Invitation to Bid (ITB). Award of
this contract will be made to the lowest qualified, responsive, responsible bidder based upon the
lowest total bid price. H&J Asphalt, Inc. submitted the lowest total bid price of not to exceed nine
hundred sixty-eight thousand, one hundred twenty dollars ($968,120) during the initial contract
period.
The initial term of the contract is for two (2) years. The City reserves the right to exercise the
option to renew annually (subject to the appropriation of funds), not to exceed a maximum of
three (3) one (1) year periods.
A copy of the proposal document and submittals are available at the Assistants to the Mayor
and Council’s Office for review.

FISCAL IMPACT
Staff will ensure the costs will be within the budget allocation for the fiscal year.
Proposed Action:
It is recommended that the City Council approve the City staff’s Recommendation For Award of
Invitation to Bid (ITB) No. 16-17-033 Asphalt Roadway Resurfacing Annual Contract to H&J
Asphalt, Inc., authorizing the City Manager to issue purchase orders on an as needed basis not
to exceed the allocated budget for Asphalt Roadway Resurfacing.
