Home My WebLink About2017-154-3259 - Redevelopment of the Enrico Farm HouseRESOLUTION NO. 2017-154-3259 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE REDEVELOPMENT OF THE ENRICO FARM HOUSE IN ACCORDANCE WITH ALL APPROPRIATE DEVELOPMENT PROCEDURES FOR HISTORICALLY DESIGNATED BUILDINGS IN FLORIDA; AUTHORIZING THE CITY MANAGER TO PURSUE GRANTS AND ALL OTHER AVAILABLE FUNDING SOURCES FOR THE REDEVELOPMENT OF THE ENRICO FARM HOUSE; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Enrico Farmhouse is located along N.W. 12th Avenue just north of Miami Gardens Drive, and WHEREAS, the Farmhouse is the City of Miami Gardens' oldest home and was founded by Savino "Sam" Enrico founded his dairy in 1911, and WHEREAS, in 1975, the DePaoli's donated the property to the Catholic Archdiocese of Miami who owned it for 34 years until the City of Miami Gardens purchased the property from the Catholic Archdiocese of Miami in 2009, and WHEREAS, on May 23, 2012, the Miami-Dade County Historic Preservation Board officially designated the Enrico Dairy Farmhouse as Miami Gardens' second historic structure, and WHEREAS, the City has plans to renovate the building that will provide ADA/Handicapped Accessibility and Building/Life Safety Improvements necessary so that it can be utilized for storing historic materials and hosting City events, and WHEREAS, the City currently has $114,816 available for renovations which are surplus proceeds from the original purchase, however, this is not adequate to complete any relevant renovations to the facility, and WHEREAS, the City will be pursuing additional funding such as Historical Preservation and State of Florida Cultural Grants to complete the renovations in support of this project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby authorizes the redevelopment of the Enrico Farm House in accordance with all appropriate development procedures for historically designated buildings in Florida; The City Council further authorizes the City Manager to pursue grants and all other available funding sources for the redevelopment of the Enrico Farm House. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage. Staff Summary: Agenda Item K-3 Development of the Enrico Farm House 18605 NW 27th Avenue Miami Gardens, Florida 33056 Background: Located along N.W. 12th Avenue just north of Miami Gardens Drive, the Farmhouse represents the City of Miami Gardens’ oldest home. Italian immigrant Savino “Sam” Enrico founded his dairy in 1911. Mr. Enrico brought the first milk cow to the Everglades in 1914. He also grew the first black Spanish grapes for the people of Miami. Jack DePaoli, another Italian, was a dairyman for Savino “Sam” Enrico at the Dairy. He married into the family and the DePaoli’s inherited the 14-acre property. In 1975 the DePaoli’s donated the property to the Catholic Archdiocese of Miami who owned it for 34 years until the City of Miami Gardens bought it. The City of Miami Gardens purchased the property from the Catholic Archdiocese of Miami in 2009. The two story residence was the original “farmhouse” and was built in 1925. The upstairs was the original residence of the farmhouse, while the lower level was a working garage for the Dairy Farm. The upstairs still has the original pine wood floors. The roof has tie-downs on all four (4) corners to keep the roof stabilized. The original roof blew off during the Great Miami Hurricane of 1926. The bottom floor garage was converted into a living room and a kitchen. A forth (4th) bedroom and a third (3rd) bathroom were added since the residence was built. The two story residence represents the oldest structure in the City of Miami Gardens. Current Situation: On May 23, 2012, the Miami-Dade County Historic Preservation Board officially designated the Enrico Dairy Farmhouse as Miami Gardens’ second historic structure. The Sunshine State Arch or Arch of Industry was the first designated historic structure in the City. The City has plans to renovate the building that will provide ADA/Handicapped Accessibility and Building/Life Safety Improvements necessary so that it can be utilized for storing historic materials and hosting City events. The City currently has $114,816 available for renovations which are surplus proceeds from the original purchase. This is not adequate to complete any relevant renovations to the facility.
