A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MIAMI GARDENS, FLORIDA, RELATING
TO THE COST OF TRANSITION SERVICES EXCEPT
FOR LOCAL AND SPECIALIZED POLICE
SERVICES; PROVIDING FOR INCLUSION IN THE
INTERLOCAL AGREEMENT BETWEEN THE CITY
OF MIAMI GARDENS AND MIAMI-DADE COUNTY;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens will be receiving transition services from
Miami-Dade County; and
WHEREAS, the City has a desire to protect the citizens of Miami Gardens, while
ensuring that the fiscal resources of the City are able to cover the cost of transition
services; and
WHEREAS, the County and the City have agreed that the cost associated with
transition services during the Interim period, based on a month to month analysis, is more
than the proposed transitional services cost that the city will contract for; and
WHEREAS, The City passed Resolution 2003-32, which requested that localize
police services be performed at the negotiated level of services effective October 1, 2003,
and
WHEREAS, it is in the best interest of the City and the County to utilize
transitional services at the level and the cost that were negotiated in the proposed 2003-
2004 budget associated with the 2003-2004 fiscal year.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
Section 1. Incorporation of Recitals. The foregoing recitals are incorporated
by reference herein.
Section 2. Transitional Services. As of November 1, 2003 Code
Enforcement, Public Works and Building/Zoning/Planning shall be provided by Miami-
Dade County at a level of service that reflects the amount allocated in the 2003-2004
fiscal budget of the City of Miami Gardens. Parks and Recreation shall continue at the
current level of service until January 1, 2004.

Section 3. Cost for Transitional Services. The cost of services, as of November
1, 2003, will be a direct derivative of the negotiated annual cost of transitional services
that is reflected in the 2003-2004 fiscal budget for the City of Miami Gardens. The cost
may be reduced due to actual costs associated with the period; however, the cost cannot
exceed the cost allocated for in the 2003-2004 fiscal budget for the City of Miami
Gardens.
Section 4. Providing for Inclusion In the Interlocal Agreement. It is the
intention of the City Council, and it is hereby ordained that the provisions of this
Resolution shall become and made part of the Interlocal Agreement between the City of
Miami Gardens and Miami-Dade County for transition services.
Section 5. Effective Date. This Resolution shall be effective upon adoption.

Subject: Effective Date for Services,
excluding Police
The attached Resolution was prepared to recommend that the Council approve the date of
November 1, 2003, as the effective date for the delivery of services (excluding Police)
provided by the County for the transition period relating to the "Master Interlocal
Agreement." The specific costs associated with each department will be delineated in the
Agreement.
