HomeMy WebLinkAbout2017-195-3300 - Surplus Vehicle Auction FY2018RESOLUTION NO. 2017-195-3300 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO DISPOSE OF THE SURPLUS VEHICLES WHEN THE AUCTION PRICE EXCEEDS THE CITY MANAGER'S AUTHORITY: PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in accordance with Section 2-841 of the City's Code of Ordinances, the City Manager may dispose of any City-owned surplus property either by sale or donation, as the Manager deems fit, and WHEREAS, in accordance with Section 2-844 of the City's Code of Ordinances, the City Council determines the disposition of any property valued over Five Thousand Dollars ($5,000.00), and WHEREAS, the City participates in the Southeast Florida Cooperative Group RFP for Auction Services, and WHEREAS, Fisher Auction Company, Inc., located in Miami, Florida, was awarded "On-Site Auction Services," and Rene Bates Auctioneers, Inc., located in McKinney, Texas, was awarded "Internet Auction Services," and WHEREAS, City Staff will arrange to have Rene Bates Auctioneers, Inc., conduct an on-line auction of vehicles that are being taken out of service, and WHEREAS, Staff estimates that ten (10) fleet units will be taken out of service as surplus during fiscal year 2018 and sold at auction, and WHEREAS, while the average estimated sale price is One Thousand Five Hundred Dollars ($1,500.00), the possibility exists that any one given vehicle could auction for a sale price greater than the City Manager's authority of Five Thousand Dollars ($5,000.00), WHEREAS, City Staff is recommending the City Council authorize the City Manager to dispose of the surplus vehicles when the auction price exceeds Five Thousand Dollars ($5,000.00) per unit, NOW. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: DECLARATION: The City Council of Miami Gardens hereby declares the following vehicles referenced herein as surplus. Section 3: AUTHORIZATION: The City Council of the City of Miami Gardens hereby authorizes the City Manager to dispose of the surplus vehicles when the auction price exceeds the City Manager's authority, per Section 2-844 of the City's Code of Ordinances. Section 4: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage. Staff Summary: Background In accordance with City policy, the City Manager at his discretion may sell to the general public, by auction, sealed bid, or other acceptable method any City-owned surplus property. Sales or trades of surplus supplies or equipment of a value in excess of five thousand dollars ($5,000) shall be approved by the City Council. The City participates in the Southeast Florida Cooperative Group RFP for Auction Services. Fisher Auction Company, Inc. located in Miami, Florida was awarded “On-Site Auction Services” and Rene Bates Auctioneers, Inc. located in McKinney, Texas was awarded “Internet Auction Services”. City Staff will arrange to have Rene Bates Auctioneers, Inc. conduct an on-line auction of vehicles that are being taken out of service. AGENDA ITEM K-20 SURPLUS VEHICLE AUCTION FY 2018 18605 NW 27 Avenue Miami Gardens, Florida 33056 Current Situation Staff estimates that ten (10) fleet units will be taken out of service as surplus during fiscal year 2018 and sold at auction. This consist of vehicles that have collision damage and not deemed a total loss by our insurance provider, require extensive mechanical repairs, or deemed unreliable due to age or mileage. Staff is unable to predict at this time exactly which units they are because they are based upon future events and by nature sales prices by auction are not predictable. While the average estimated sale price is $1,500, the possibility exists that any one given vehicle could auction for a sale price greater than the City Manager’s authority of $5,000. Proposed Action: That the City Council authorize the City Manager dispose of surplus vehicles when the auction price exceeds $5,000 per unit.
