A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA; AUTHORIZING THE EXPENDITURE IN AN AMOUNT NOT TO EXCEED FORTY TWO
THOUSAND FIVE HUNDRED DOLLARS ($42,500.00) FROM THE
STATE LAW ENFORCEMENT TRUST FUND (“LETF”) FOR CRIME PREVENTION, DRUG PREVENTION AND SAFE NEIGHBORHOOD PROGRAMS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, in accordance with Section 2-845, of the City’s Code of Ordinance,
and the Florida Contraband Forfeiture Act, if the Police Department acquires at least
$15,000.00 in the Law Enforcement Trust Fund (“LETF”) within a fiscal year, the Police
Department must expend or donate no less than 25 percent of such proceeds for the
support or operation of any drug treatment, drug abuse education, drug prevention,
crime prevention, safe neighborhood, or school resource officer program(s), and
WHEREAS, in accordance with Section 2-845, of the City’s Code of Ordinance,
and the Florida Contraband Forfeiture Act, the City is authorized to expend funds from
the Law Enforcement Trust Fund (“LETF”) and
WHEREAS, the Miami Gardens Police Department desires to utilize Forty Two
Thousand Five Hundred Dollars ($42,500.00) from the LETF, and
WHEREAS, Thirty-Two Thousand Five Hundred Dollars ($32,500.00) will be
utilized to fund the Miami Gardens Police Athletic League, Shop with a COP Program
and Miami Gardens Police Explorers, and
WHEREAS, Ten Thousand Dollars ($10,000.00) will also be utilized for
employee training on executive leadership, crime prevention, and safe neighborhoods,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the expenditure in an amount not to exceed Forty Two Thousand
Five Hundred Dollars ($42,500.00) from the Law Enforcement Trust Fund for crime
prevention, drug prevention and safe neighborhood.
Section 4: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

Staff Summary:
In accordance with Section 2-845 of the City’s Codes of Ordinances and 932.7055, Florida Statutes, the
City of Miami Gardens established a Law Enforcement Trust Fund (LETF). The City is able to expend funds
from the LETF for crime prevention, safe neighborhood, drug abuse education, and preventive programs,
or for school resource officer program(s), and in addition, will be used for the following law enforcement
related purpose(s). This request helps satisfy the provision of the Florida Contraband Forfeiture Act

drug treatment, drug abuse education, drug prevention, crime prevention, safe neighborhood, or school
resource officer program(s).
Preventing Crime in the Black Community Conference $10,000 State and Local LETF (Fund 107)
This request is for the sponsorship of 15 employees both sworn and non-sworn and members from the
Miami Gardens Police Explorers to attend the Preventing Crime in the Black Community Conference. The
overnight conference event dates are May 30, 2018-June 1, 2018, provides guidance, drug and gang
prevention for youth.
Miami Gardens Police Athletic League PAL- $15,000 State and Local LETF (Fund107)
The Miami Gardens PAL Program is apart of the National Association of Police Athletic/Activities League
and will be based in the City of Miami Gardens. This program works nationwide promoting positive
engagement to deter the prevention of juvenile crime and violence by building relationships among kids,
cops, and the community. The purpose is to develop character, help strengthen police-community
relations, and keep children off illegal drugs and committing criminal acts. Many of these programs are
focused on youth enrichment, educational, and youth leadership programs and not just sports. This
request helps fund the activities of PAL such as mentoring, tutoring, entrepreneurship and a host of
other events and mentorship.
Shop with a COP Program- $2,500.00 State and Local LETF (Fund107)
The Shop with a Cop is a program that fosters positive relationships between youth and officers. The
average age is between kindergarden through 6th grade. The kids are selected based upon their
behavior and grades. At the end of the year, during the holiday season the kids get to shop at one of the
local area stores. The purpose is to purchase a gift for members of their immediate family. Shop with A
Cop hopes to break down the barriers between the community and the police with the intent of
developing a better and more trusting relationship. Approximately 50 kids will get a $50 card to shop at
Walmart. During this experience, the children will be advised about making correct choices and be given
a brief discussion in regards to staying away from gangs and drug abuse education. The kids will be
paired with an officer that will walk with them through the department store to assist them in making
great selections for them. This is a great program to help bring joy and education to underprivileged
kids within our community.
Miami Gardens Police Explorers- $15,000 State and Local LETF (Fund107)
The Miami Gardens Police Explorers is a career-oriented program that teaches essential life and career
skills to young adults. This would consist of backgrounds through immersive career experiences and
mentorship provided by community and business leaders such as Law Enforcement. This program gives
young adults the opportunity to explore a career in law enforcement by working with local law
enforcement agencies. They are equipped with character, leadership and life skills.
The program is structured to provide law enforcement training and experience to the Explorer Cadet
through mentoring, classroom instruction, and hands-on training. Other key objectives of the program
include leadership skills, interpersonal skills, and life skills development. This request will assist with the
expense as it relates to in state and the tri-county competition, uniforms, college tours and field trips.
The result of this program provides interactive activities that help youth pursue their interests, growth,

and development. Currently, the City of Miami Gardens has established a School Resource Officer
assigned to both Miami Carol City and Miami Norland Senior High Schools that interacts with the youth
for support guidance and leadership. The Miami Gardens PAL Program is apart of the National

Fiscal Impact
As of April 02, 2018, the Law Enforcement Trust fund has a balance of $70,988.92 available for
appropriation.

Proposed Action:
It is recommended that the City Council authorize the City Manager to approve the donation of $42,500
from the Police Department’s (State) LETF account to be utilized for the following, Preventing Crime in
the Black Community Conference $10,000, The Miami Gardens PAL $15,000, Shop with a COP Program
$2,500 and the Miami Gardens Police Explorers $15,000.

RE: Law Enforcement Trust Fund (LETF) Request
PURPOSE: I respectfully request the attached appropriation be placed on the agenda for the next
City Council meeting. The request totaling $42,500.00 for expenditure from the State Law
Enforcement Trust Accounts.
BACKGROUND:
In accordance with Section 2-845 of the City's Codes of Ordinances and 932.7055, Florida
