A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING A TWO-
YEAR RENEWAL OF THE AGREEMENT WITH WITT
O'BRIEN'S, LLC, PURSUANT TO REQUEST FOR
PROPOSAL (RFP) NUMBER 15-16-038, FOR DISASTER
DEBRIS MONITORING SERVICES; AUTHORIZING THE
CITY MANAGER TO ISSUE PURCHASE ORDERS ON AN
AS-NEEDED BASIS; PROVIDING FOR THE ADOPTION
OF REPRESENTATIONS; PROVIDING AN EFFECTIVE
DATE.
WHEREAS, Federal Emergency Management Agency (FEMA) guidelines and
policies require disaster debris removal and disposal after an emergency, and
WHEREAS, on June 16, 2016, the City of Miami Gardens issued RFP Number
15-16-038 seeking a company, on an as needed basis, to perform debris monitoring
services, associated management and accounting services and processing of the debris
removal contractors' invoices following an emergency event, and
WHEREAS, two (2) proposals were received and publicly read and the
Evaluation Committee deemed Witt O'Brien's, LLC as the most responsive and
responsible bidder, and
WHEREAS, on July 27, 2016, City Council approved the award of bid to Witt
O'Brien's, LLC and an Agreement with an initial term of three (3) years and an option to
renew for one (1) two (2) year period, and
WHEREAS, Staff recommends that the City Council approve the renewal of the
Agreement with Witt O'Brien's, LLC for Disaster Debris Monitoring Services and
authorize the City Manager to issue purchase orders on an as needed basis

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
Section 1 . ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2. AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes a two-year renewal of the Agreement with Witt O'Brien's, LLC,
pursuant to RFP Number 15-16-038, for Disaster Debris Monitoring Services and
authorizes the City Manager to issue purchase orders on an as-needed basis.
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON JULY 24, 2019.
