DECEMBER 13, 2017
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, December 13, 2017, beginning at 7:00 PM, in the City Council Chambers, 18605
NW 27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Erhabor Ighodaro and City Council Members: Lillie Q. Odom, Lisa C. Davis, Rodney
Harris, Felicia Robinson and David Williams Jr.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

D-1) Regular City Council Minutes—November 8, 2017
Motion offered by Councilman Williams, seconded by Councilwoman Davis to approve
the minutes,with the necessary corrections if any.
There being no discussion the motion to adopt the minutes passed and carried by a
unanimous vote of the Council members present.

Councilwoman Davis withdrew the Wine and Food add on item.
Councilwoman Odom pulled items K2, K9, K11, K12 and K14 from the Consent
Agenda.
Councilman Williams pulled item K14 from the Consent Agenda.
After there being no other changes to the Official Agenda, a motion was offered by
Councilwoman Robinson, seconded by Vice Mayor Ighodaro to approve the official agenda with
the necessary changes.
This motion passed and carried by a unanimous vote of the City Council members
present.
(F) SPECIAL PRESENTATIONS (5 minutes each)
Councilwoman Lillie Q. Odom presented photographs video presentation of the City's
First Annual Veterans Luncheon. She thanked everyone for their participation.
(G) PUBLIC COMMENTS
Deidre Anderson, 19020 NW 21"Avenue, Miami Gardens, Florida, appeared before City
Council to request status and details on the City's Senior Center.
Basil Cole, 2350 NW 187th Street, Miami Gardens, Florida, appeared before City Council
to commend Mayor, Police Department and Council for all the hard work and improvement
throughout the City.
Linda Hodges Holloway, 748 NW 204th Street, Miami Gardens, Florida, appeared before
City Council to inquire about the status on the City's Senior Center and commend the Elderly
Affairs Advisory Committee and an excellent event. She further commended and thanked
Councilwoman Davis for a very productive Turkey Drive event, and Food and Wine event.
Francis Ragoo, 889 NW 214th Street#102, Miami Gardens, Florida, appeared before City
Council to propose the City host a town hall style meeting to discuss hurricane preparedness for
the 2018 hurricane season.
Carol Lawrence, 831 NW 207th Street, Miami Gardens, Florida, appeared before City
Council to request council members appoint someone to the Commission for Women.
Dorothy Smith, 20484 NW 14th Place, Miami Gardens, Florida, appeared before City
Council to commend Vice Mayor Ighodaro for a successful Movie Night Event and to express
concern with Sunbeam land.
Vincent Mancusi, 17201 NW 42 Place, Miami Gardens, Florida, appeared before City
Council to commend the council for all their efforts and to request assistance from the Code
Enforcement and Building Department.

Mayor Gilbert referred Mr. Mancusi to the Code Enforcement, Building and Mayor's
Office for a response.

Councilman Williams stated he pulled item to request clarification on the status of funds
and completion of the project.
City Manager Benson responded by explaining the verbiage is a contingency plan in case
Florida Memorial University is unable to complete the project within the specified timeframe.
In addition, City Manager Benson explained the bond is on schedule.

Vice Mayor Ighodaro requested to amend the language on the document as it is listed that
if Florida Memorial University does not receive legislative funds the year extension is void.
Mayor Gilbert responded by explaining the agreement is not tied to the legislative caveat
and Florida Memorial University has a year to complete the project.

Vice Mayor Ighodaro requested the African Museum of Arts and Cultural Center be
included as part of the Cultural Affairs in the Legislative Agenda.

Mayor Gilbert opined the item should be discuss further as medical marijuana benefits
individuals with severe medical conditions and regulations will be in place.
Councilwoman Odom expressed concerns with the City's inability to control the number
of dispensary locations within the City.
Councilwoman Robinson asked whether the item can be voted on today and brought back
to council at a later date.
Councilwoman Odom in response to Councilwoman Robinson opined the item could be
brought back at a later date.
Mayor Gilbert asked if the City could regulate the number/locations of the dispensaries.
City Attorney Dickens in response to Mayor Gilbert comment explained the legislature
significantly limited the municipality's regulatory control. The dispensaries should be treated
like pharmacies in commercial properties.
Councilwoman Davis expressed support for the dispensaries as long as the City can
regulate the number of locations.
Councilwoman Robinson asked City Attorney Dickens who would be regulating the

dispensaries and can the item be extended until the legislative sessions.
City Attorney Dickens responded stating the moratorium expires January 8, and if
council allows if approved a revised ordinance will be presented at next Council Meeting with
extension of moratorium.
