REGULAR CITY COUNCIL MINUTES
NOVEMBER 8, 2017
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, November 8, 2017, beginning at 7:00 PM, in the City Council Chambers, 18605
NW 27 h Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor Erhabor Ighodaro
and Council members: Lillie Q. Odom, Lisa C. Davis, Rodney Harris, Felicia Robinson. and
David Williams Jr.. Mayor Oliver Gilbert was not present.
Motion offered by Vice Mayor Ighodaro, seconded by Councilwoman Robinson to
excuse Mayor Gilbert's absence.
There being no discussion the motion to excuse Mayor Gilbert's absence passed and
carried by a unanimous vote of the Council members present.
Also in attendance were: Assistant City Manager Vernita Nelson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Motion offered by Councilman Williams, seconded by Councilwoman Davis to approve
the minutes,with the necessary corrections if any.
There being no discussion the motion to adopt the minutes passed and carried by a
unanimous vote of the Council members present.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
The following items were added to the consent agenda as item K-13:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS,
FLORIDA, ALLOCATING THE SUM OF ONE THOUSAND DOLLARS ($1,000.00)

A replacement Item for K-12 was provided due to a typographical error.
After there being no other changes to the Official Agenda, a motion was offered by
Councilman Williams, seconded by Councilman Harris to approve the official agenda with the
necessary changes.
This motion passed and carried by a unanimous vote of the City Council members
present.

PROVIDING FOR INCLUSION IN CODE, PROVIDING AN

Councilwoman Odom provided explanation to the importance of addressing the issues
related to the Veterans in the Miami Gardens Community.
Councilwoman Robinson expressed concerned about the details related to the committee.
Councilwomen Odom responded to Councilwoman Robinson's concerns explaining the
committee's configuration
Councilman Williams inquired about the timeline for council's appointment on the
committee.
City Attorney Dickens responded to Councilman Williams' inquiry explaining the
ordinance does not dictate a timeframe for Council's appointment.
Motion offered by Councilman Williams, seconded by Councilwoman Davis, to adopt
this item on first reading.

THE CODE OF ORDINANCES "REGISTRATION OF
ABANDONED PROPERTIES"; PROVIDING FOR ADOPTION
OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN
CONFLICT; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING FOR INCLUSION IN CODE; PROVIDING AN
EFFECTIVE DATE. (SPONSORED BY MAYOR OLIVER
GILBERT)
City Attorney Dickens explained this is an update on an existing ordinance addressing the
City's issues with abandoned properties. The ordinance along with Consent Items K-1 and K-2
allow the City to contract with a third party company to manage the process of registration and
fines for abandoned properties.
Councilman Williams inquired as to whether the ordinance will include commercial
properties.
Councilwoman Odom inquired as to whether the third party vendor would be responsible
for maintaining the property owner names.
City Attorney Dickens responded to both inquiries stating the contract will include both
residential and commercial properties as well as maintain property owner's information.
Motion offered by Councilwoman Robinson, seconded by Councilwoman Harris, to
adopt this item on first reading.

City Attorney, Sonja Dickens explained the ordinance is part of the settlement with the
Stadium and a second part of the process of rezoning.

Planning and Zoning Director, Nakeischea Smith explained the request is for rezoning to

a residential zone with additional density.
The applicant's attorney, Jerry B. Proctor appeared before Council and explained they are
seeking a rezoning with the aspiration of developing Senior Housing.
Kerry-Ann Royes, CEO of YWCA, provided a brief description of the YWCA
development plans for the senior residential campus. Ms. Royes waived Quasi-Judicial.
Motion offered by Councilwoman Robinson, seconded by Councilwoman Davis to adopt
this item.
Councilman Williams requested clarification reference the low income and affordable
housing information listed on the documentation. In addition, he inquired about the possibility
of the project becoming section 8 funded.
Attorney Jerry B. Proctor responded to Councilman Williams clarification stating the
property deed has clear restrictions for senior housing.
Lindsey Lecour, Atlantic Pacific Community, YWCA Developer Partner, also provided
explanation to Councilman Williams explaining the project allows for low income tax credit
program, which means all residents would make approximately $36,000 a year for a two-person
household. In addition, she explained the project developers are not bringing in section eight
vouchers and they will not discriminate against voucher holders.
Councilwoman Odom inquired about whether a study was conducted to verify the need
for an additional senior facility in the area.
Assistant City Manager, Vernita Nelson, responded to Councilwoman Odom stating the
City did not conduct any survey.
Kerry-Ann Royes also responded stating the City of Miami Gardens and the Miami Dade
County recommended the best use of the land to be for senior housing to accommodate the aging
population.
Attorney Sanford Freeman also responded shared his experience from a thirty-year tenure
as a Miami Gardens developer that this community has an aging population, which needs
housing.
Councilwoman Davis inquired about the possible conflict, if any, with the City of Miami
Gardens Senior Center.
City Manager Cameron Benson responded to Councilwoman Davis stating the project
will probably increase activity in the senior center.

City Manager Cameron Benson introduced and welcomed the new Procurement Director,
Peter Parkin.

Councilwoman Davis reminded everyone of the upcoming Food and Wine Festival on
Saturday,November 11, 2017.
Councilwoman Odom announced the upcominVeterans Day Luncheon on Saturday,
November 11,2017 at Betty T Ferguson, 3000 NW 199 St from l2pm—2pm.
Councilman Harris wished everyone Happy Thanksgiving and reminded everyone of the
upcoming Thanksgiving Community Dinner scheduled for November 18, 2017 at Love
Fellowship Ministries.
