REGULAR CITY COUNCIL MINUTES
OCTOBER 25, 2017
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, October 25, 2017, beginning at 7:03 PM, in the City Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Erhabor Ighodaro and Council members: Lillie Q. Odom, Lisa C. Davis, Rodney Harris,
and Felicia Robinson. Councilman David Williams Jr., arrived at 7:04 PM.
Also in attendance were: Assistant City Manager Vernita Nelson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Motion offered by Vice Mayor Ighodaro, seconded by Councilman Harris to adopt the
minutes, with the necessary corrections if any.
There being no discussion the motion to adopt the minutes passed and carried by a
unanimous vote of the Council members present.

Item K10 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, WAIVE THE RENTAL FEE FOR THE
CITY'S SHOWMOBILE FOR THE AFRICAN CHILDREN CHOIR CONCERT
SCHEDULED FOR NOVEMBER 19TH 2017; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE
DATE. (SPONSORED BY MAYOR OLIVER GILBERT)
After there being no other changes to the Official Agenda, a motion was offered by Vice
Mayor Ighodaro, seconded by Councilman Davis to approve the official agenda with the
necessary changes.
This motion passed and carried by a unanimous vote of the City Council members
present.
(F) SPECIAL PRESENTATIONS (5 minutes each)
Councilman Williams presented Ms. Donna Newry with an Exceptional Citizenry Award
for being the first African American Fire Department Sargent, Captain, and Chief. He also
presented Live Healthy Miami Gardens Program Director, Thamara Labrousse with a Certificate
of Special Recognition for her exceptional participation in the Science and Engineering Initiative
as well as spearheading an outstanding Live Healthy initiative in the City of Miami Gardens.

(G) PUBLIC COMMENTS (2 minutes each)
Dorothy Smith, 20484 NW 14th Avenue, Miami Gardens, Florida, appeared before City
Council to commend the City of Miami Gardens police officers who attended the Coconut Cay
Community Meeting as well as Code Enforcement Officer Garcia for his attentiveness to the
community.
Angelo Garcia, 16330 NW 45th Avenue, Miami Gardens, FL, appeared before City
Council to request additional police coverage in the area of NW 167th Street and NW 42nd
Avenue by the UGAS to avoid a fatality.
Mayor Gilbert directed Mr. Garcia to speak to Assistant Chief Patterson to address his
concerns.
Marjorie Cross, 1425 NW 191" Terrace, Miami Gardens, FL, appeared before City
Council to request information about the completion date for the Bunche Park Pool. She further
expressed concern with down traffic/Street signage at NW 193`d Street and NW 1311, Court
Mayor Gilbert directed Ms. Cross to speak to Assistant City Manager Craig Clay to
address her concerns.
Abraham Thompson, 17320 NW 17th Avenue, Miami Gardens, FL, appeared before City
Council to provide a gift in the form of an anthem(City Song).

Councilman Williams announced a conflict due to his involvement with North Dade
Youth&Family Coalition. After making this announcement he left the room.
RESOLUTION NO.2017-151-3256

2017-2018 COMMUNITY DEVELOPMENT BLOCK GRANT
("CDBG") PUBLIC SERVICE FUNDS; AUTHORIZING THE CITY
MANAGER AND THE CITY CLERK TO EXECUTE AND
ATTEST, SUBRECIPIENT AGREEMENTS FOR THIS PURPOSE
IN SUBSTANTIAL FORM AS THAT AGREEMENT, ATTACHED

Assistant City Manager Clay provided recommendations for Community Development
Block Grant (CDBG) awards for the mandated fifteen (15) percent of the entitlement for
social/public services. He further explained the application process and provided the Council
with the list of qualified applicants.
Mayor Gilbert opened the floor for this public hearing. After there were no interested
parties to speak on this item,the Public hearing closed.
Motion offered by Councilwoman Robinson, seconded by Councilman Harris, to adopt
this item.
Councilwoman Odom questioned whether staffing cost was included in the awards.
Assistant City Manager Clay in response to Councilwoman Odom's inquiry explained
the CDBG program requires annual reports for the reimbursement of funds, which requires the
agency to provide the monthly documentation prior to receiving the funds.
There being no further discussion,the motion to adopt passed and carried by a 6-0 vote.

RESOLUTION NO.2017-162-3267
L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
PROPOSAL NUMBER 16-17-042, STEP TWO FOR CLOVERLEAF
PARK IMPROVEMENTS TO KIMLEY HORN; AND
AUTHORIZING THE CITY MANAGER TO PROCEED WITH
NEGOTIATIONS; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.

Assistant City Manager Nelson explained there were two construction companies, which
completed the RFP process under consideration for the Cloverleaf Park Improvements; West
Construction and Kimley Horn.
Motion offered by Councilman Williams, seconded by Councilwomen Odom and Davis,
to adopt this item.
Mayor Gilbert asked Project Manager Helen Gray about the possibility of having the
basketball courts covered. He further asked for clarity as to whether any of the courts will be
covered on future projects.
Project Manager Helen Gray appeared before the City Council in response to Mayor
Gilbert's inquiry and stated after researching this issue it was determined that it would be cost
prohibitive to have covering over the basketball courts for Group 1 and Group 2 projects.
Assistant City Manager Clay also responded explaining the request for qualifications has
not begun for the Group 3 projects, which includes Carol City and Andover basketball courts.
He also explained that consideration for covering the basketball courts in Group 3 projects
could be discussed.
Councilwoman Odom questioned whether any of the basketball courts would be covered
including Buccaneer Park.
Assistant City Manager Clay explained the consideration to have the basketball courts
covered was completed, however, a determination was made it would be cost prohibitive. In
addition, he explained the City had to select an option on whether to have lights or to have the
basketball courts covered.

Mayor Gilbert explained the lights might be contradictive as the City parks close at
sundown.
Councilman Williams questioned whether there was consideration for a multi-level
facility.
Project Manager Gray in response to Councilman Williams' inquiry explained there was
no consideration for a multi-story building at Cloverleaf because it requires an elevator, which
was also cost prohibitive.
Councilwoman Robinson questioned how making a recommendation on a firm now
might affect the discussion of adding basketball courts covering.
Assistant City Manager Clay in response to Councilwoman Robinson's comment stated,
the recommendation on a firm will allow the City Manager to initiate negotiations for a contract
with the selected firm,which will include design decisions.
Mayor Gilbert explained the important issue is to ensure that there are covered basketball
courts in the City.
Councilwoman Davis requested a final rendering in the Kimley Horn presentation.
Project Manager Gray explained the final design concept will not available because of the
design changes during negotiations.
Mayor Gilbert and Councilwoman Robinson stated they preferred the entrance of the
park facing NW 191St Street.
At the conclusion of this discussion, motion offered by Councilwomen Robinson,
seconded by Councilman Harris, to select the firm of Kimley Horn.
There being no further discussion, the motion to adopt with the amendment of adding
Kimley Horn passed and carried by a 4-3 vote.

(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilwoman Robinson reminded everyone about Breast Cancer Awareness Month and
all the events related to Painting the City Pink. She announced the upcoming Pink Tea Event
will take place on October 29, 2017. In addition, she reminded everyone about the Live Healthy
Miami Gardens,which promotes healthy living.
Councilman Harris announced the Halloween Festival on October 31, 2017, will take
place at Rollins Oaks Park starting at 6:00 PM.
Councilwoman Odom thanked the Council for the approval of the Veterans' Luncheon
Resolution and announced the First Veteran Luncheon, will be held on November 11, 2017, from
12:00-2:00 PM.
Councilwoman Davis announced the upcoming Food and Wine Festival on Saturday,
November 11 a'. She further recognized her Mother on the occasion of her birthday.
Councilman Williams presented a donation check in the amount of $18,760.00, from
Rolling Crest Lakes Homeowners Association for the upcoming 2017 Science Fair, which will
be held in December. He also announced the upcoming science workshops for parents to assist
in the creation of award winning science projects. He asked that everyone encourage elementary
students to participate in the event. In addition, he announced the ribbon cutting and dedication
of two (2)pink benches at the Botanical Garden, on Sunday, October 29, 2017.
Mayor Gilbert requested Council be on alert for the month of December for a possible
Special City Council Meeting to discuss of the replacement for the City Clerk. He explained the
Parks transformation is part of easing the burden on current buildings and providing amenities
that did not exist before. He also reminded everyone to honor the life of Sergeant La David
Johnson for his dedicated service and sacrifice.
