REGULAR CITY COUNCIL MINUTES
OCTOBER 11, 2017
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, October 11, 2017, beginning at 7:00 PM, in the City Council Chambers, 18605 NW
27'hAvenue, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor Erhabor Ighodaro
and Council members: Lillie Q. Odom Lisa C. Davis, Rodney Harris, Felicia Robinson and
Councilman David Williams Jr. Mayor Oliver Gilbert arrived at 7:07 PM.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Motion offered by Councilman Williams, seconded by Councilwoman Davis to adopt the
minutes,with the necessary corrections if any.
There being no discussion the motion to adopt the minutes passed and carried by a
unanimous vote of the Council members present.

AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE

Councilwomen Odom pulled Item K-1 from the consent agenda.
After there being no other changes to the Official Agenda, motion offered by
Councilwoman Davis, seconded by Councilman Williams to approve the official agenda with the
necessary changes.
This motion passed and carried by a unanimous vote of the members present.
(F) SPECIAL PRESENTATIONS (5 minutes each)
Vice Mayor Ighodaro and Councilwoman Robinson presented Administrative Assistant
Shantelle Smith with a recognition plaque for her outstanding and selfless dedication to the

residents and city during her tenure with the City of Miami Gardens.
(G) PUBLIC COMMENTS (2 minutes each)
Dorothy Smith, 20484 NW 14'h Avenue, Miami Gardens, Florida, appeared before City
Council to congratulate Mayor Gilbert on his nuptials and a successful the State of the City
Address. In addition, Ms. Smith recommended hurricane debris pickup be completed by
individuals with no jobs. She also requested an appreciation dinner for city volunteers.
Francis Ragoo, 889 NW 14th Street, Unit 102, Miami Gardens, FL, appeared before City
Council to announce there will be a job fair for construction jobs involving the 1.8 Million
Dollar Hospital Improvement of Jackson North.

Mayor Gilbert opened the floor for this public hearing. There being no interested parties
to speak during public comments,the Public hearing closed.
City Manager Benson said there are no changes to this ordinance from the first reading.

RESOLUTION NO.2017-144-3249
K-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER AND CITY ATTORNEY TO ACCEPT A DEED OF
DEDICATION FROM CONTINENTAL EQUITIES, INC.,
RELATING TO "THE ARCH OF INDUSTRY" LOCATED ON
NORTHWEST 167TH STREET AND NORTHWEST 13TH
AVENUE; PROVIDING FOR DIRECTIONS TO THE CITY
ATTORNEY AND CITY MANAGER; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE. (SPONSORED BY MAYOR OLIVER

Councilwoman Odom expressed concerns about the annual maintenance fee for the arch
and if there is a possibility for revenues from advertisement fees.
City Attorney Dickens responded to Councilwoman Odom's concern by stating the cost
of maintenance is not known at this time, however this item will allow the Manager to conduct
further research.
Mayor Gilbert in response to Councilwoman Odom's inquiry said the Arch was donated
to the City;there is no advertisement fee at this time.
Councilwoman Robinson commented that the business use of the arch will only further
advertise the City popularity.

At the conclusion of this discussion, motion offered by Mayor Gilbert, seconded by
Councilwoman Robinson,to adopt this item.

RESOLUTION NO.2017-149-3254
L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPROVING THE CITY OF
MIAMI GARDENS HURRICANE RESTORATION PLAN
ATTACHED HERETO AS "EXHIBIT 1"; AUTHORIZING THE
EXPENDITURE OF UP TO ONE MILLION DOLLARS
($1,000,000.00) IN RESERVE FUNDS FOR THIS PURPOSE;

Councilman Williams requested clarification on the hurricane restoration process. He
questioned if there was Federal Emergency Management Agency(FEMA)reimbursement for the
cost associated with debris pick up. He also inquired as to whether there was an open bid for this
contract.
Manager Benson explained FEMA will reimburse the city at seventy five percent and
will potentially increase the reimbursement to ninety percent. As to the bidding process,
Manager Benson explained the bidding process was completed and Ashbritt was selected as the
contractor who will provide the services. In addition, Manager Benson indicated in the future he
wants the city to conduct hurricane restoration cleanup through city vendors and not through
Miami-Dade County.
Mayor Gilbert added the City is only responsible for half of the difference between
FEMA reimbursement and balance as the State pays for the other half.

Councilman Williams indicated page two stated the premium jumped excessively from
thousands to millions. In addition, Councilman Williams questioned the amount listed as a claim
on the document and the twenty-five percent increase in worker's compensation.
Manager Benson explained there was a misprint on the document. The document should
say 1.9M not thousands.
Linda Bass, Risk Manager for the City of Miami Gardens appeared before Council and
explained there was a claim the City lost and the twenty-five percent listed was due to an
increase in payroll.
Motion offered by Councilman Williams, seconded by Councilwoman Davis to adopt this
item.

(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Vice Mayor Ighodaro commended Mayor Gilbert on a successful State of the City
Address and invited everyone for farewell cake after the meeting for Shantelle Smith..
Councilwomen Robinson reminded everyone about Breast Cancer Month and all the
events related to Painting the City Pink. She announced the upcoming Healthy Happy Hour on
October 12, 2017, the Survivor Retreat on October 22, 2017 and the Pink Tea Event on October
29,2017.
Councilman Harris congratulated Administrative Assistant Shantelle Smith.
Councilwomen Odom congratulated Administrative Assistant Shantelle Smith and
welcome back to the audience Reverend Netti Davis.
Councilwoman Davis congratulated Mayor Gilbert on recent nuptials and a successful
State of the City Address. She also congratulated Administrative Assistant Shantelle Smith. She
announced the upcoming Food and Wine Festival and the Food Network participation live
during the event.
Councilman Williams congratulated Mayor Gilbert on recent nuptials and commended
Public Works Director Tom Ruiz for his staff support during debris pick up along with the
replanting of trees in the City's Garden.
Mayor Gilbert congratulated Administrative Assistant Shantelle Smith on her new
endeavor and expressed gratefulness for her tenure with the City. In addition, Mayor Gilbert
thanked former employee Petula Burks for her service and her participation in all city events.
Mayor Gilbert also announced the retirement of the City's first employee, City Clerk
Ronetta Taylor. He emphasized on the importance of her institutional knowledge as the City's
first and only City Clerk. He asked everyone to be an ambassador for the City of Miami Gardens
to promote a positive image of the city's growth.
