HomeMy WebLinkAbout03.22.2017 City Council Minutes CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES MARCH 22, 2017 (A) CALL TO ORDER/ROLL CALL: The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, March 22, 2017, beginning at 7:00 PM, in the City Council Chambers, 18605 NW 2r Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Erhabor Ighodaro and Council Members: Lillie Q. Odom, Rodney Harris, Felicia Robinson and David Williams Jr. Councilwoman Lisa C. Davis arrived at 7:04 PM. Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION: Delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE: Recite in unison (D) APPROVAL OF MINUTES: D-1) Regular City Council Minutes—March 8,2017 Motion offered by Councilman Harris, seconded by Councilman Williams to approve the minutes with necessary changes if any. There being no discussion the motion to adopt passed and carried by a unanimous vote. (E) ORDER OF BUSINESS: (Items to be pulled from Consent Agenda at this time) Motion offered by Councilwoman Robinson, seconded by Councilman Harris to approve the Official Agenda. There being no discussion, the motion to approve the Official agenda passed and carried by a unanimous vote of the City Council members present. (F) SPECIAL PRESENTATIONS: (5 minutes each) F-1) Councilman David Williams Jr., - Science and Engineering Fair Acknowledgements Councilman Williams recognized Shannon Ighodaro and Althea Coleman for their exemplary contributions and presented them both with Certificates of Special Recognition. . March 22, 2017, City Council Minutes Page 1 (G) PUBLIC COMMENTS: (2 minutes each) Sonja Flowers, and members of the Scott Lake Crime Watch appeared before the City Council to present a plaque to Councilman Harris as a token of appreciation. Tashika Lynn, 2610 NW 166 Street, Miami Gardens, Florida, appeared before the City Council to voice concern for the lack of the beautification in Miami Gardens. She stated that there is road damage in front of her home due to vehicles being test-driven on her street. In addition three boats were placed in front of her home, which blocked her driveway. She shared that she has pictures of her car being blocked in as well as the damage to the newly paved roads. Mayor Gilbert in response advised Ms. Lynn to call the police department in any instance where her driveway is blocked. He further asked someone from Code Enforcement to speak with Ms. Lynn in the back of the room. Oswald Sands, 1371 NW 173`d Terrace, Miami Gardens, Florida, appeared before the City Council to voice opposition to the project that is taking place on 12th Avenue and 168th Street(no further details were given). (I� ORDINANCE(S) FOR FIRST READING: H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER 28, ARTICLE VI, SECTION 28-295 (STANDARDS FOR MAINTENANCE OF VACANT STRUCTURES) OF THE CODE OF ORDINANCES; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. (SPONSORED BY COUNCILMAN DAVID WILLIAMS JR.) Motion offered by Councilwoman Robinson, seconded by Councilwoman Davis to adopt this item on first reading. Councilwoman Odom questioned if the owners of the vacant properties will be notified before any actions are taken. Mayor Gilbert advised that it is required by law that the owners be notified. Councilman Harris inquired as to who would incur the costs of the fences going up around the vacant properties. Mayor Gilbert advised that the owners would incur the costs. At the conclusion of this discussion, the motion to adopt on first reading passed and carried by a 7-0 vote. Mayor Gilbert allotted one minute for Ms. Sonia Flowers to come back to the podium to do another presentation. Ms. Flowers appeared before the Council and presented an Award of Appreciation to Vice Mayor Ighodaro on behalf of the Trade Mission Group of South Florida. (L) RESOLUTION(S) None QUASI-JUDICIAL ZONING HEARINGSMENNINGS DISCLOSURE: Nakeischae Smith, Planning and Zoning Director appeared before the City Council to explain the Quasi-Judicial Hearing. Ronetta Taylor, City Clerk swore in all parties participating in this Quasi-Judicial Process. Mayor Gilbert stated that as it relates to the Jennings Disclosure, he had met with members of the community regarding the Quasi-Judicial, and can be fair and objective. City Manager Benson advised that there were no changes from the I' reading to the 2°d reading of this item. Adopting the ordinance would allow Pace High School to move forward with planned developments for their school over the next several years. Nakeischae Smith, Planning and Zoning Director advised that the date certain that the applicant would like to defer to is April 26th. Mayor Gilbert advised that he has no problem with the date however he wanted to state for the record that he will be in D.C. on April 26th. Motion offered by Councilman Harris, seconded by Councilman Williams and Councilwoman Odom to defer this item. There being no further discussion,the motion to defer, passed and carried by a 7-0 vote. (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK P-1) City Manager's Quarterly Report City Manager Benson commended Vernita Nelson for her efforts in making 2017 Jazz in the Gardens and FMAC a success. P-2) Miami-Dade Fire Rescue Report (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Williams asked whether the Council Members had received and acknowledged the Educational Compact workshop date request sent to them. He asked that they please look at their calendars and respond as to whether or not they would be attending. The new date and time is Wednesday, April 19th at 5:00 PM. He further shared that quite often he is questioned about the City's future plans and really does not have a response; he inquired as to whether or not the City has a document that details the City's economic plans for the future. City Manager Benson advised that the City has several documents that discuss economic development, development, and redevelopment; he stated that he could get those to him within the week. Councilman Williams stated that Ms. Nelson was supposed to be sending him some documents on this topic as well, and did not want to be looking through several pieces of information to come to a conclusion. City Manager Benson in response to Councilman Williams' concern said he would provide the documentation necessary. Councilwoman Davis spoke about March being Women's History Month, she encouraged everyone to support the "Vessels: Women of Substance" exhibit at the Government Center in Downtown Miami. She further spoke about the conference that took place during the Jazz in the Gardens festivities and how it motivated her. March 22, 2017, City Council Minutes Page 8 Councilwoman Odom announced the Elderly Affairs Advisory Committee's upcoming trip to the Senior's Day event in Tallahassee, Florida. Councilwoman Robinson announced the upcoming Community Yard Sale on April 9t' at Miami Carol City Park. She also reminded everyone about her "Meet Me Monday" meetings held every second Monday of the month at Miami Carol City Park. Vice Mayor Ighodaro stated that the month of May is nationally recognized as Elderly Month. In recognition of this important honor he will be hosting a dinner and Senior Prom on May 20a' for 350 seniors at Grace United Center. He thanked Ed Anakar and Doug from Miami Gardens Square One for the check they presented to him in support of the senior prom. He further congratulated Councilwoman Davis and Assistant City Manager Vernita Nelson for their part in the"Vessels: Women of Substance" exhibit. Mayor Gilbert spoke about the success of Jazz in the Gardens' FMAC, the National Poetry Contest and Jazz in the Gardens. He stated that he, along with Darian Martin and the City Manager visited Channel 10 to share with them the events all of the Council Members have hosted over the past few years. This was done so that they (Media) would know and understand that not only negative things happen in Miami Gardens. He conveyed his hopes that they (Media) will advertise the positivity that is going on in the City. He ended his comments with a quote, "Whether it being business, politics, public service or on the streets, black people shouldn't have to survive black people".
