CITY COUNCIL MEETING MINUTES
June 12, 2019
(A) CALL TO ORDER/ROLL CALL
The City Council Members for the City of Miami Gardens, Florida, met, Wednesday,
June 12, 2019, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 27h
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Rodney Harris, Councilwoman Lillie Q. Odom, Councilwoman Katrina Wilson,
Councilman Erhabor Ighodaro, Councilman Reggie Leon, and Councilman David
Williams Jr.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Mario Bataille.

D-1) Regular City Council Meeting Draft Minutes —May 29,2019
A motion made by Councilman Williams Jr., seconded by Vice Mayor Harris, to
approve the draft minutes passed and carried by a unanimous voice vote.
(E) ORDER OF BUSINESS
The following Items was added to the consent agenda.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA URGING THE MIAMI-DADE COUNTY SCHOOL
BOARD NOT TO IMPLEMENT THE SCHOOL GUARDIAN PROGRAM
WHICH PERMITS CLASSROOM TEACHERS TO BE ARMED;

Presentation by Councilman Davis Williams Jr. to Councilwoman Wilson and
Councilman Ighodaro from Miami Carol City Senior High PTSA.

A motion made by Vice Mayor Harris, seconded by Councilman Williams Jr., to
approve the Agenda as amended passed and carried by a unanimous voice vote.
SPECIAL PRESENTATION
F-1) 2019 City of Miami Gardens Legislative Update by Yolanda C.Jackson, Esq.
State Senator Oscar Braynon provided the 2019 Legislative Update. Senator Braynon
stated that although the governor had not yet signed the budget, the following items were
in the budget:
• Canal Erosion Project for$30k
• NW 203rd Street Project for$50k
Councilwoman Odom inquired about HB: 107—Distracted Driving.
In response, Senator Braynon addressed HB: 107 - Distracted Driving in School Zones,
explaining the difference between distracted driving in school zones to include the
prohibited use of cellphones.
F-2) Special Presentation by Carol City Senior High School PTSA.
Councilman Williams Jr, introduced the Carol City Senior High School PTSA President-
Lesa Finney, who presented Certificates of Appreciation to Councilman Ighodaro and
Councilwoman Wilson for their contribution in making the spring dance a success.

(I+� PUBLIC COMMENTS:
Charles McCoy, 16200 NW 18th Place, appeared before City Council to express his
concerns about the lack of presence of Code Enforcement in the community. He states
that the only Code Enforcement he sees in his area is Miami-Dade County. He is
concerned about people that park their trucks by the canals for three or four days, as well
illegal dumping near 17th Avenue.
Rita Pierre appeared before City Council to thank Councilman Reggie Leon for the
phenomenal job he did in assisting the Crime Watch, she also wanted to thank Mayor
Gilbert for his appearance and show of support.
Mary Reeves, 1521 NW 168th Terrace, appeared before City Council to inquire about the
Educational Compact Advisory Board and how can residents become involved in that
process? She stated that her passion is education and she would like to be a part of that
process. Additional comments were made pertaining to visits to other municipalities to
see how they interact with their residents. M. Reeves wonders when the residents of
Miami Gardens who asked to be involved, will their voices will be heard and treated with
dignity and respect.
JoAnn Harris, 5020 NW 197th Street, appeared before City Council to announce the
Alliance of Musical Arts, Flippany Food Service and the Cedar Grove Management
Team will be providing a summer meals program on site at the apartment complex along
with a street style drum workshop throughout the summer. She expressed concerns about
residents in Lake Lucerne (that area of 206th Street and 17' Avenue is considered a food
dessert because the closest grocery store is 2 miles away). Residence have to walk 10
blocks to catch the public bus, the city's trolley is not easily accessible in that area. She
also expressed concerns about Formula One. She want to request that some type of
impact study be conducted to identify health related issues associated with formula one
racing and air contamination.
Sharon Frazier-Stephens, 145 NE 193rd Street, appeared before City Council to expressed
concern about Items K-1 & K-2 items that were pulled, particularly the $25k awarded for
gun violence program. She thought it was a good thing. Additional comments were
made about the Opa-Locka/Miami Gardens Citizens Advisory Committee; in which she
is the Chairwoman as well as the Opa-Locka/Miami Gardens NRSA. She felt that they
have been overlooked for years. She want to make sure that the crime watch programs
get training.
(G) ORDINANCE(S) FOR FIRST READING:
H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING CHAPTER 34 - ZONING AND LAND
DEVELOPMENT, SECTION 34-45.2. - SITE PLAN APPROVAL, OF THE
CODE OF ORDINANCES BY ESTABLISHING A REQUIREMENT FOR

NEW COMMERCIAL DEVELOPMENTS OR REDEVELOPMENTS AND
NEW MULTI-FAMILY DEVELOPMENTS OR REDEVELOPMENTS TO
PARTICIPATE IN THE CITY OF MIAMI GARDENS SAFECAM
PROGRAM; GRANTING PARTICIPANTS A TEN PERCENT (10%)
REDUCTION IN IMPACT FEES; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING FOR AN

Mayor Gilbert stated that this item is straight forward, it is reducing impact fees for
development in certain circumstances.
A motion offered by Mayor Gilbert, seconded by mice Mayor Harris, to approve the
Item on first reading passed and carried.
Councilwoman Wilson inquired about the impact fees and the implications that may later
become a strain on the police department based on the overall development of the City.
In response, Mayor Gilbert expressed his thoughts on how this Item may strength law
enforcement because it requires development and businesses to enroll in the safe cam
program.

DIVISION 1, SEC. 2-377. — HOLIDAYS BY DESIGNATING EACH
STATE PRIMARY DAY AND GENERAL ELECTION DAY AS AN
OFFICIAL CITY HOLIDAY FOR ALL NONESSENTIAL AND
NON-PUBLIC SAFETY EMPLOYEES; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; REPEALING ALL

Vice Mayor Harris closed public hearing.
Mayor Gilbert stated that this is the first major initiative out of the office of Civic
Engagement,they are making Election Day a holiday for all non-essential employees.
Councilman Williams Jr, inquired about the fiscal impact of the item.
In response, Mayor Gilbert argued that there isn't an additional fiscal impact proposed by
this item. This item is an incentive to employees.
Councilman Ighodaro commented that there is indeed a fiscal impact due to the cost
implications highlighted in the resolution.
In response, Mayor Gilbert explained that the dollar amount associated with the Item are
employees' salaries.
Additional comments were made by Councilman Ighodaro questioning the need for an
additional holiday. He also inquired about the percentage of employees that actually vote
and vote in the local elections. He went on to express his concerns that the population
that would benefit from this is not a reflection of the Miami Gardens community. He also
gave examples of alternatives to traditional voting.
In response, Mayor Gilbert pointed out that the Miami Gardens community does not have
a high voted turn-out. Mayor Gilbert went on to explain this Item Values' the employees
option to participate in the electoral process.

City Manager Benson explained that this Item was for the sale and development of the 5
acre site currently owned by the City and the proposed development is for a sports and
entertainment venue.

Councilman Ighodaro inquired about job creation and local small business owners can
participate and benefit from this development.
In response, City Manager Benson stated that job opportunities for our residents and
business owners has been at the forefront of conversations with the development team to
ensure there are opportunities for our residents and business owners are a part of this
development.
A representative from the development team appeared before City Council to answer
questions.
Councilman Ighodaro expressed his concerns for small business owners getting
development opportunities.
In response, the representative state there will be a number of open bids that go out
related to this project.

Answering a question posed by Councilman Ighodaro, Mayor Gilbert clarified this is for
the annual HBCU Picnic.
City Manager Benson indicated there was a typo in the Agenda Cover Memo and the
Resolution is correct.

Resolution passed and carried by a unanimous voice vote.

Councilman Williams inquired about the vetting process to ensure the vendor uses high
quality landscaping material.
Tom Ruiz appeared before City Council to explain the type of landscaping that will be
utilized during this beautification process.

Nakeischea Smith, Assistant Director of Development Services explained the details of
the request of this Item.
Mayor Gilbert inquired about the time in which the signs will be erected.
In response, Nakeischea stated the signs will be removed 15 days after the property is
completely leased.
Councilwoman Wilson inquired about the size/height of proposed signs.
Councilman Leon inquired if the proposed height can be reduced.
Mayor Gilbert opened public hearing on this Item.
JoAnn Harris, 5020 NW 197th Street, appeared before City Council her concern about
the proposed signage.
Mayor Gilbert closed public hearing on this Item.
Agosto Maxwell on behalf of the applicant (Ackerman, LLC) appeared before City

Council to explain the reasoning for asking for the sign variance.
Mayor Gilbert expressed his concern about the length of the time this sign can remain
and suggested an amendment.
Councilwoman Odom inquired about the proximity of the signs to the surrounding streets
and the structure of the building.
Councilwoman Wilson inquired about the height of the proposed signage and suggested a
reduction.
Mayor Gilbert asked for a motion to discuss the Item.
A motion offered by Vice Mayor Harris, seconded by Councilman Williams, to approve
this Item.
Councilwoman Odom suggested that Council get suggestions from staff about the size of
the signage as it relates to the size of the proposed site.
City Attorney Dickens recommended including "temporary" to the language of the short
of the resolution to limit the amount of time a sign can be eradicated.
Mayor Gilbert suggested the Item to come back before City Council in a year to
determine the length of time and height of the signage.
A motion offered by Mayor Gilbert, seconded by Councilman Williams Jr, that the
header of the Item be amended to reflect temporary signage, additionally the applicant
to come before City Council to determine if the signage can remain,passed and carried
by a unanimous voice vote of all members present.
Councilwoman Wilson inquired about the who will be responsible for monitoring if the
developer is in compliance with the amended made by City Council.
It was made known code compliance will monitor the property to insure compliance with
today's decision.

City Manager Benson wished all the father a Happy Father's Day!
City Attorney Dickens wished all the father a Happy Father's Day!
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES

Councilwoman Odom thanked everyone that were in attendance at the Historical Evening
that was held last week and stated that a future historical evening is coming up for all
those that missed this one.
Councilwoman Wilson announced that the Miami Carol City Band is having a camp for
students from 7h through 12'' grade. This summer camp will last for about three weeks
and will pick up again in August. It is $150 dollars. The time is from 8am to 3pm. The
Parks and Recreations Programs will be up and in full swing, this is important because
we need to have places for our children to go and to be a part of. When they are a part of
constructive, productive things, they are not in trouble. She encouraged everyone to get
the word out. The fees are affordable. She also reported on C4's wonderful meeting
(Meet Me Mondays) last week. She encourages everyone to come by to engage in real-
time conversations about our community and our area and the things that are going on.
The conversations are insightful, helpful and respectful. Kudos to Felecia Robinson for
founding Meet Me Mondays, it has continued to be a great avenue for our residents to
continue to have meaningful,viable conversations.
Councilman Ighodaro commented on the senior prom event over the past weekend. He
stated that it was very successful, he thanked the planning committee, staff and police
officers that were on duty as well as his assistant Donntay Cooper for supporting the
event. Everyone had an enjoyable time.
Vice Mayor Harris commented on the trolley that was added last month. He stated that
there was a total of 656 riders. It was a much needed add to the city. Wanted to thank the
council for supporting it. He also wished everyone Happy Father's Day.
Mayor Gilbert stated that we did not just budget $25k for the gun violence reduction
initiative, we budgeted $150K for it, and we added an additional $25k to it because we
needed to provide services adequately. He reiterated about all the activities that the city
is providing for children and that it takes a village. He encouraged everyone to attend the
State of the City next Wednesday.
