HomeMy WebLinkAbout05.08.2019 CITY OF MIAMI GARDENS CITY COUNCIL MEETING MINUTES MAY 8, 2019 (A) CALL TO ORDER/ROLL CALL The City Council Members for the City of Miami Gardens, Florida, met, Wednesday, May 8, 2019, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 27v' Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Council members: Lillie Q. Odom, Katrina Wilson, Erhabor Ighodaro and David Williams Jr. Also in attendance were: City Manager Cameron Benson, Deputy City Manager Craig Clay, City Attorney Sonja K. Dickens and City Clerk Mario Bataille. Motion by Councilman Williams, seconded by Councilwoman Odom, to excuse the absences of Councilman Reggie Leon and bice Mayor Harris was approved by a unanimous vote. (B) INVOCATION Invocation was delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE Recited in unison (D) MINUTES D-1) Regular City Council Meeting Draft Minutes—April 10,2019 D-2) Regular City Council Meeting Draft Minutes—April 24,2019 City Clerk Bataille withdrew the draft minutes from the Agenda. (E) ORDER OF BUSINESS The following Item was added to the Agenda as Item L-2: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY THE MEMORANDUM OF UNDERSTANDING WITH IGNITE CONSULTING, LLC DBA IGNITE CITIES (IGNITE); ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY MAYOR OLIVER GILBERT) CITY COUNCIL MINUTES - MAY 8, 2019 Councilman Williams added a presentation to Miami Carol City Middle School. A motion was made by Councilman Williams Jr., seconded by Councilwoman Odom, to approve the Agenda as amended passed and carried by a unanimous voice vote. (F) SPECIAL PRESENTATION F-1) Special Recognition to Carol City Middle School by Councilman David Williams Jr. Councilman David Williams presented Danielle Jean of Carol City Middle School a certificate of appreciation for her outstanding contribution to the community for her assistance with the grand opening of the Butterfly Garden. F-2) Assistant Principal of the Year — Miami Carol City Senior High School by Councilman David Williams Jr. Councilman Williams recognized Miami Carol City Senior High School Assistant Principal Rhonda Gaines for her Assistant Principal of the Year Award. (G) PUBLIC COMMENTS Derrick Smith, 2600 NW 155 ' Street, Miami Gardens, FL, appeared before the City Council and thanked Community Development Director Jeanette Smith and Vice Mayor Harris for meeting with him last week to discuss opportunities available to small businesses. He also commented on curtailing the violence with our youth in the community and his willingness to assist the City. Geneva Dean, 1620 NW 28h Court, Miami Gardens, FL appeared before the City and shared her concerns on the regulations governing the placement of fences on residential properties. Raymond Carvel, Miami Gardens Neighborhood Watch President, thanked the Mayor and City Council for assisting in making their first gala successful. Shalonda Rivers, 13875 NW 22nd Avenue, Opa Locka, FL, shared concerns regarding her recent communications with code enforcement and requested the City to not be bias to low income families. (I) ORDINANCES) FOR FIRST READING: H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING ARTICLE IV, DIVISION 1, SEC. 2-377.— HOLIDAYS BY DESIGNATING EACH STATE PRIMARY DAY AND GENERAL ELECTION DAY AS AN OFFICIAL CITY HOLIDAY FOR ALL NONESSENTIAL AND NON-PUBLIC SAFETY EMPLOYEES; PROVIDING FOR THE 2 May 8,2019 City Council Meeting CITY COUNCIL MINUTES - MAY 8, 2019 ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY MAYOR OLIVER GILBERT) Mayor Gilbert provided an overview on the Item. A motion was made by Mayor Gilbert, seconded by Councilman Williams, to approve the Item on first reading. Councilman Ighodaro indicated he supports every meaningful and constructive effort to increase voting in our electoral process. Councilman Ighodaro questioned has the City done any surveys to identify patterns of our City Employees which warrant this move. Mayor Gilbert provided the intent of the Item is to give employees the opportunity take part of the electoral process. Councilman Ighodaro expressed his concerns regarding the real impact of diminished and limited level of services we would be providing to our residents and our community during those days. RESOLUTION(S) L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AUTHORIZING THE CITY MANAGER TO ENGAGE FLORIDA MEMORIAL UNIVERSITY (FMU) TO EXPLORE THE ESTABLISHMENT OF A PUBLIC- PRIVATE PARTNERSHIP BETWEEN THE CITY OF MIAMI GARDENS AND FMU IN SUPPORT OF THE DEVELOPMENT OF THE WEST MIAMI GARDENS/FMU SPORTS COMPLEX, PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY COUNCILMAN ERHABOR IGHODARO) Councilman Ighodaro commented on the Item and plans to postpone this Item until the July 10, 2019. Answering a question posed by Mayor Gilbert, City Manager Benson confirmed staff has met with Florida Memorial and do not have an interest in moving forward with agreed upon partnership. Mayor Gilbert commented on FMU's inability to match the funding indicated in the partnership agreement and reason as an alternative they would utilize other City facilities. Councilman Odom recalled at the last Council Meeting the President of FMU stated the University would not be able to match the funding as agreed upon. Answering a question posed by Councilman Williams Jr., Mayor Gilbert stated the cost of the project was based on a plan provided by the University. Mayor Gilbert questioned how the University would be able to maintain the facility if they are unable to raise the initial funding. 5 May 8, 2019 City Council Meeting CITY COUNCIL MINUTES - MAY 8, 2019 Councilman Ighodaro recalled the President of FMU stated they do have plans to build another type of facility. After further discussion, Councilman Ighodaro withdrew the Item without objection. Councilman Ighodaro question the rational as to why this Item had to be introduced as an add-on Item. Answering a question posed Councilman Ighodaro, Mayor Gilbert provided the rational as to why the Item brought before the City Council as an add-on Item. There being no further discussion the motion to approve the item passed and carried by a unanimous voice vote. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: (NI) ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S): None (N) ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) None 6 May 8, 2019 City Council Meeting CITY COUNCIL MINUTES - MAY 8, 2019 (0) RESOLUTION(S)/PUBLIC HEARING(S) None (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK (3 MINUTES EACH) City Attorney Dickens announced the joint meeting between the City of Miami Gardens and the City of North Miami Beach over the water surcharge litigation to be held on May 10, 2019 at 6:00 p.m. in the County Commission Chambers. Transportation from city hall (to and from) will be provided(on a first come/first served basis). Councilman Williams wished all mothers a happy Mother's Day as well as the fathers who are standing in that role as mothers. He also stated that the Betty Ferguson Track is open from 5:00 a.m. to 9:00 a.m. and 5:00 p.m. to 9:00 p.m. even during construction. Councilman Williams also praised Carol City Middle and Miami Carol City Senior High School for continuing to show excellence in their leadership. Councilwoman Odom thanked everyone for the birthday wishes. She reminded everyone that the City of Miami Gardens was incorporated 16 years ago and that there will be a historical celebration on Thursday May 30,2019 from 6:00 p.m. to 8:00 p.m. in the Council Chambers. Councilwoman Wilson requested that the Mayor look into what can be done to establish Ordinances in determining the level of decorum, safety, and overall sense of well-being in which elections are conducted in our City. She stated that she would like to be a part of any legwork that will be required. Mayor Gilbert wished Councilwoman Odom a very Happy Birthday as well as Happy Mother's day to all the mothers. He commended staff for the pre Mother's Day function held earlier today for the seniors. He thanked everyone who participated in the laptop giveaway. Mayor Gilbert reiterated the importance of the community showing up to the water surcharge litigation on May 10, 2019. Lastly, He stated that Juneteenth is on June 19, 2019 and that is the day that the State of the City address will be held.
