CITY OF MIAMI GARDENS
REGULAR CITY COUNCIL MINUTES
FEBURARY 27, 2019
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday,
February 27, 2019, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 271'
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor Rodney Harris Council
members: Lillie Q. Odom, Reggie Leon, Katrina Wilson, Erhabor Ighodaro and David Williams
Jr.
Mayor Gilbert arrived at 7:04 p.m.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and
City Clerk Mario Bataille.

A motion offered by Councilwoman Odom, seconded by Councilman Williams, Jr. to
approve the consent agenda passed and carried by a unanimous voice vote.
RESOLUTION(S)
L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING RENTAL FEE WAIVERS AT
THE BETTY T. FERGUSON RECREATIONAL COMPLEX BIRDS OF
PARADISE ROOM AND THE AUDITORIUM FOR THE WOMEN'S

PLACE SATURDAYS IN MARCH; PROVIDING FOR THE ADOPTION

Councilwoman Odom inquired if the ask of the Item was only for facility usage and question
why this item is before Council.
In response, Councilwoman Wilson explained that sponsoring the events utilizing her available
facility usage would deplete her allotted park usage.
Councilwoman Wilson offered comments in support of the Item and the host organization.
Councilman Williams Jr. expressed confusion about the process of sponsors/supporting
community organizations.
In response, Mayor Gilbert clarified the process for Council sponsored event verses events
supported by the City and the purpose of certain Items being presented to Council and others not.
A motion was offered by Mayor Gilbert,seconded by Vice Mayor Harris to approve the Item.
There being no further discussion, the Item was approved by a voice vote of all members
present.
L-2) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING A RENTAL FEE WAIVER AND
COSTS ASSOCIATED AT SCOTT PARK; ON SUNDAY, MARCH 3,2019,

Councilwoman Odom commented that her question was answered during the discussion of the
previous Item.
Mayor Gilbert inquired about the fiscal impact associated with the request for Off Duty Officers.
Parks Director Murphy added that the overtime allocation for staff will come from her budget.
Mayor Gilbert indicated off duty cost are usually paid by a private entity to the Officer, this not a
cost that can be waived and is usually not absorbed by the City.
Councilman Williams Jr commented that he wasn't sure if the request had to be for off duty
officers.
Mayor Gilbert suggested to amend the Item to remove the request for Off Duty Officers.
Councilman Williams agreed to the amendment.
A motion offered by Councilman Leon, seconded by Vice Mayor Harris to amend the Item by
removing authorization for payment of costs for off duty Police Officers. The amendment
passed and carried by a unanimous voice vote.
A motion offered by Vice Mayor Harris, seconded by Councilman Williams Jr. to approve the
Item as amended passed and carried by a unanimous voice vote.

(P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
City Manager Benson shared an email received from Farmshare detailing the change in the
organizations' rules and regulations.
City Attorney Dickens suggested drafting a resolution to come before the City Council,
authorized City Councilmembers to host Farmshare events.

Additionally, City Attorney Dickens introduced Michele Samaroo as the Assistant City Attorney.
Councilman Williams Jr asked if the City could revisit an agreement with Florida Memorial
University concerning the construction of a recreational complex.
Mayor Gilbert indicated that the City could revisit the, but the University was unable to obtain
the matching funds required to facilitate the original agreement and that the City was under a
time crunch to spend the allocated funds.
Mayor Gilbert reported that the dispute resolution process was started in the lawsuit against the
City of North Miami Beach relating to the increased water surcharge. Mayor Gilbert informed
City Councilmembers of the importance of their presence at the next meeting. The tentative date
for the meeting will be scheduled during the month of April. Mayor Gilbert announced the
activities surrounding Jazz in the Gardens and encouraged the residents to come out and enjoy
themselves.
