FEBRUARY 13, 2013
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, February 13, 2013, beginning at 7:03 p.m., in the City Council Chambers, 1515 NW
167'hStreet, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Lisa C. Davis, and council members Lillie Q. Odom, Rodney Harris, Erhabor Ighodaro,
and David Williams Jr. Felicia Robinson arrived at 7:06 p.m.
(B) INVOCATION
Councilman Harris delivered the Invocation.

(D) APPROVAL OF MINUTES
Regular City Council Minutes—January 23, 2013
Motion offered by Councilman Williams, seconded by Councilwoman Odom, to approve
the minutes, with necessary corrections, if any. This motion passed and carried by a unanimous
vote of the members present.

THE PURCHASE OF EIGHT (8) 2013 CHEVROLET TAHOE
VEHICLES IN THE AMOUNT OF TWO HUNDRED NINE
THOUSAND, EIGHT HUNDRED TWENTY-FIVE DOLLARS
($209,825.92), IN ACCORDANCE WITH FLORIDA SHERIFF'S
ASSOCIATION CONTRACT NUMBER 12-20-0905; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING AN
EFFECTIVE DATE.
Item K-19 was pulled from the Consent Agenda by Vice Mayor Davis.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Vice Mayor Davis—Good Government Initiative
Katy Sorenson appeared before the Council to present Vice Mayor Davis with a
Certificate for her participation in the Good Government Initiative. Ms. Sorenson further
acknowledged that Councilwoman Robinson had also participated in a previous Initiative.
F-2) Vice Mayor Davis—Presentation
Vice Mayor Davis invited the members of the Council to assist with the Valentine's Day
give-away. Door prizes included: Gift Baskets and Gourmet Candies. Roses and cupcakes
were also handed out to the audience.
F-3) Councilman Williams—Science Awards
Councilman Williams honored those teachers involved with the Science and Engineering
Fair event. A drawing was also held, with the prize being tickets to the 2013 Jazz in the
Gardens Festival.

F-4) City Manager-Dade County Federal Credit Union
Daniel Rosemond, Assistant City Manager for the City of Miami Gardens appeared
before the City Council to expound on the Dade County Federal Credit Union initiative. The
Dade County Federal Credit Union has awarded the city with a grant in the amount of 1.5 million
dollars, which will be incorporated into the city's existing rehab program. This is very
significant for the city, and will help a lot of homeowners.
Ana Wilkinson, a representative of the Dade County Federal Credit Union appeared
before the City Council to provide background information on the credit union. The credit union
provides a strong commitment to the community, and through that commitment is proud to
partner with the City of Miami Gardens with assisting the residents. Through the funds
provided by the Dade County Federal Credit Union, it is this organization's hope that
homeowners will make their homes more energy efficient, also hurricane ready.
(G) PUBLIC COMMENTS
Cheryl Waterman, 20340 NW 29th Avenue, Miami Gardens, Florida, appeared before the
City Council to express concern with the gate being erected around the Betty T. Ferguson
Recreational Complex, and the possible restricted access to the track.
Mayor Gilbert shared that he had spoken with staff about the possible restricted access to
the track, and was told residents would not be restricted.
Ms. Waterman further expressed concern with residents not knowing what programs are
being offered. She suggested providing notification of events and programs through an
announcement board, to be located at the track. She asked that the residents are informed so that
they can share their views.
David Grant, 17740 NW 14th Court, Miami Gardens, Florida, appeared before the City
Council to applaud the Council and staff for doing an excellent job moving the City forward. He
said he was not here to criticize anyone, but he was concerned with the crime. He suggested the
implementation of Community Policing to combat crime before it happens.
Mayor Gilbert thanked Mr. Grant for his comments. He asked that the Chief or Deputy
Chief speak with Mr. Grant about the City's Community Policing efforts.

Daniel Rosemond,Assistant City Manager appeared before the Council and related this is
essentially a cleanup item. The Council delegated authority to the City Manager for purchases
under the NSP 1 Grant. However authority was not provided for the NSP 3 Grant.

FOR A DAY PROGRAM; DIRECTING THE CITY MANAGER TO
TAKE ANY AND ALL STEPS NECESSARY TO IMPLEMENT
SUCH PROGRAM; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.

Vice Mayor Davis shared that she had pulled this item to get additional information.
Ron McKenzie, Chief Information Officer for the City of Miami Gardens appeared
before the City Council to expound on this concept, which is similar to the Principal of the Day
School program. Both high school principals in Miami Gardens are one hundred percent in
support of this initiative. One of component of the initiative is a 500-700 word essay on "Two
things I would implement to make the city a better place to live." This would yield a first,
second and third place winner. The city's Junior Council would also be invited to participate.
The winners would be mentored by Mayor Gilbert.
Mayor Gilbert shared that many of the youth he has spoken with have really good ideas
about how the city should do things. He said this is an excellent idea and hope that it would be
successful.

(M) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
Attorney Dickens congratulated and wished Assistant City Manager Daniel Rosemond
well with his future endeavors.
(N) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Ighodaro thanked the residents for coming out in support of the 2nd Annual
Black History Program. He further thanked the City Clerk, Councilwoman Robinson and
honoree Councilwoman Odom for their participation.
Councilman Williams thanked the police department for getting involved with the
Community Coalition event held earlier today. He further shared that an initiative is underway,
which would put parents through the science fair process so that they get to experience what it is
their children go through when preparing for the event.
Councilwoman Odom expound on a crime prevention initiative taking place in the
various neighborhoods in Miami Gardens. This is a multi-agency task force, which includes:
The City of Miami Gardens Police Department; North Dade Youth and Family Coalition;
Miami-Dade Research Center; South Florida Workforce. She said there are lots of things being
done in this community to combat crime.
Councilman Harris thanked Daniel Rosemond for making his transition a pleasant one.
He wished Mr. Rosemond well with his future endeavors. He further announced that he is
hosting a Town Hall meeting, Tuesday, February 19, 2013, from 6-8 p.m., at Mt. Zion AME
Church. He encouraged everyone to come out.
Vice Mayor Davis and members of the City Council presented Assistant City Manager
Daniel Rosemond with a plaque for doing an excellent job during his tenure as Community
Development Director and Assistant City Manager for the City of Miami Gardens.
Mayor Gilbert thanked Vice Mayor Davis and Councilwomen Odom and Robinson for
putting together the nice valentine presentation for the residents. He further shared there is going
to be a referendum put to the voters on whether to modernize the stadium (Sun Life). This will
affect Miami Gardens probably more so than other community,just in basic numbers. From an
education standpoint, if you put 400 million dollars into the renovations, it raises the value of the
property, which is taxable. It also helps to shift what people think about Miami Gardens, these
renovations will bring more activity to the stadium (concerts, sporting events). This would
invite the development of restaurants and hotels. He said do not get caught up in what they say,
but how it will affect Miami Gardens. He announced that Jazz in the Gardens is coming up, if

Mayor Gilbert further wished Daniel Rosemond well with his new position in the City of
