REGULAR CITY COUNCIL MINUTES
APRIL 24, 2013
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, Aril 24, 2013, beginning at 7:02 p.m., in the City Council Chambers, at City Hall,
1515 NW 167 Street, Building 5, Suite 200, Miami Gardens, Florida.
The following members of the Council were present: Mayor Oliver Gilbert, and Council
Members: Lillie Q. Odom, Rodney Harris, Felicia Robinson, David Williams Jr., and Dr.
Erhabor Ighodaro. An announcement was made that Vice Mayor Davis would be late. A motion
was offered to excuse Vice Mayor Davis. This motion passed and carried by a unanimous vote
of the members present.
Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K.
Dickens and Deputy City Clerk Mario Bataille, sitting in for City Clerk Ronetta Taylor who was
not present due to illness.

Motion offered by Councilman Williams, seconded by Councilwoman Odom to approve
minutes, with necessary corrections, if any. \
This motion passed and carried by a unanimous voice vote of the members present.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
The following item was added to the official agenda: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING A
SIXTY (60) DAY TIME EXTENSION TO SKANSKA USA BUILDING, FOR
SUBSTANTIAL COMPLETION OF PHASE TWO (2) OF THE CONSTRUCTION OF
THE MUNICIPAL COMPLEX; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE.
Motion offered by Councilman Williams, seconded by Councilwoman Odom to approve
the official agenda with the necessary corrections/amendments. This motion passed and carried
by a unanimous voice vote of the members present.

(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Dr. Danny O. Crew,City Manager—Employee Recognition
F-2) Mayor Gilbert—Proclamation Organ Donor Month
Mayor Gilbert presented Ms. Rosetta Role-Hylton with a Proclamation proclaiming April
as National Organ Donor Month.
Ms. Role-Hylton appeared before the Council to expound on the Organ Donor/Recovery
Program at University of Miami. She further introduced three heart recipients, both individuals
had only days to live before they got their organ. She further introduced a kidney recipient. She
shared that every day eighteen (18) people die because they need an organ. She encouraged
everyone to be an organ donor, and stated organ donation is not about death; it is about life. She
further presented the City of Miami Gardens with a Certificate of Appreciation for its support.
F-3) City Hall Update—Skanska
Nicole Heran, a representative from Skanska appeared before the Council to expound on
the City Hall Project. She stated that the City Hall building has substantial completion. The
curbs, sidewalks and irrigation for NW 185th Street are nearing completion.
Yvonne Garth, a representative from Skanska appeared before the Council to further
expound on the project. She anticipates having greater local participation as the later stages of
the project continues. Skanska continues to support the local high schools. Skanska looks
forward to partnering with the Miami Gardens Police Department.
Councilman Williams conveyed his thanks to Skanska for its contributions to the
community.
F-4) Mathew Boyd,Police Chief—Officer of the Month
Chief Boyd presented Officer William Wagernmann with the distinguished recognition of
Officer of the Month for March 2013.

DOLLARS ($3,700,000) FOR THE PURCHASE OF VEHICLES
AND EQUIPMENT; PROVIDING FOR A SUPPLEMENTAL
RESOLUTION SETTING FORTH THE DETAILS OF SUCH
LEASE AGREEMENT; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN

Manager Crew explained during last fiscal year's budget presentation staff indicated that
the police cars would have to be replaced. This money will purchase approximately 70,000 new
vehicles, including the technology associated with the vehicle. This is done approximately every
two to three years. One bond issue is almost paid for.
Motion offered by Councilman Williams, seconded by Councilwoman Odom, to adopt
this item first reading.
At the end of this discussion,the motion to adopt passed and carried by a 6-0 vote.

RESOLUTION NO. 2013-126-1922
L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA AUTHORIZING THE CITY
MANAGER AND THE FINANCE DIRECTOR TO NEGOTIATE
WITH THE BANCORP BANK D/B/A MEARS MOTOR LEASING
FOR A MASTER LEASE AGREEMENT NOT TO EXCEED
THREE MILLION SEVEN HUNDRED DOLLARS ($3,700,000);
PROVIDING THAT IF AN AGREEMENT CANNOT BE
REACHED WITH THE BANCORP BANK D/B/A MEARS MOTOR
LEASING, THE CITY MANAGER AND THE CITY FINANCE
DIRECTOR ARE HEREBY AUTHORIZED TO NEGOTIATE, IN
THE ORDER OF RANKING,AN AGREEMENT WITH THE NEXT
PROPOSER UNTIL AN AGREEMENT CAN BE REACHED WITH
ONE OF THE PROPOSERS; PROVIDING FOR A
SUPPLEMENTAL RESOLUTION SETTING FORTH THE
DETAILS OF SAID MASTER LEASE AGREEMENT; PROVIDING
FOR ADOPTION OF REPRESENTATIONS; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE.
Manager Crew explained this is not a bond issue, at this time. This has been done before
for police cars.
Motion offered Councilwoman Robinson, seconded by Councilwoman Odom to adopt
this item.
There being no discussion, the motion to adopt passed and carried by a unanimous voice
vote of the members present.
RESOLUTION NO. 2013-127-1923
L-2) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY TO
ACT AS THE FISCAL AGENT FOR THE NORTH DADE YOUTH
AND FAMILY COALITION, TO ADMINISTER GRANT FUNDS
IN THE AMOUNT OF FIVE HUNDRED THOUSAND DOLLARS
($500,000.00), IN ACCORDANCE WITH THE CHILDREN'S
TRUST ITN NO. 2013-03; AUTHORIZING THE CITY MANAGER
TO EXECUTE A FISCAL AGENT AGREEMENT FOR THIS
PURPOSE, AND TO IMPLEMENT A PROCESS TO REFER
CLIENTS TO THE PARTNERSHIP; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN

Councilwoman Odom explained the Children's Trust has issued an ITN (Interest To
Negotiate). The grant will assist "At Risk" population. The City of Miami Gardens has been

asked to be the Fiscal Agent.
Councilmen Williams and Ighodaro declared a conflict and left the meeting.
Motion offered Councilwoman Odom, seconded by Councilwoman Robinson to adopt
this item.
Mayor Gilbert said he wanted a clear understanding of the City's role and responsibility
as the Fiscal Agent for this grant, and whether the city was prepared to take on that role.
Manager Crew indicated there were no issues.
There being no further discussion, the motion to adopt passed and carried by a unanimous
voice vote of the members present. Councilmen Williams and Ighodaro were not present when
this vote was taken.
QUASI-JUDICIAL ZONING HEARINGS:
Cyril Saiphoo, Zoning Administrator read into the record the process and procedure for
this Quasi-Judicial Proceeding.
Deputy City Clerk swore in all parties participating in this Quasi-Judicial Proceeding.

Ghasem Khavanin, P.E., 13220 SW 36th Court, Davie, Florida, appeared before the
Council as representative for the applicant. The intent of this re-zoning request from R-1 —
Single Family Housing to NC, Neighborhood Commercial, is the development of 6,840 square
feet for multi purposes (e.g. banquet hall, church and school).
Mayor Gilbert opened the floor for this public hearing. After there were no other
interested parties to speak on this item,the public hearing closed.

Mr. Saiphoo in response to Councilman Williams' question replied, "No."

(P) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams announced the Botanical Fruit Garden has produced its first crop
of blue berries. The first crop of peaches from the Peach Orchid is anticipated, as well. He
thanked the City Manager as well as the public works department for their support.
Councilwoman Odom reminded everyone that May 13th is the actual day that the City
was incorporated ten years ago. Mayor Gilbert will be giving his State of the City Address on
this historic date as well. That event will take place from 6-9 p.m., at Florida Memorial
University, Lou Rawls Theater of the Performing Arts. She encouraged everyone to come out in
support.
Mayor Gilbert indicated this will be his first State of the City Address, and encouraged
everyone to come out. He directed the City Manager to schedule and event for local vendors to
get qualified to do business with the city. He placed emphasis on the importance of utilizing
local vendors.
Mayor Gilbert introduced Cameron Benson, the newest addition to the City of Miami
Gardens Management Staff.
Cameron Benson, Assistant City Manager appeared before the City Council and shared
that he was extremely excited to be here and to work for the City of Miami Gardens. He thanked
the City Manager for bringing him on board. He shared that he spent many years during his
youth in the city, and still have relatives living here. He said is he looking forward to working
for a city that is on the move.
Manager Crew shared that Mr. Benson was the City Manager of Hollywood, Florida for
nine(9)years,with numerous years of planning and urban development experience prior to that.
