JULY 24, 2013
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, July 24, 2013, beginning at 7:03 p.m., in the City Council Chambers, 1515 NW
167t1i Street, Building 5, Suite 200, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Lisa C. Davis and Council members Lillie Q. Odom, Rodney Harris, Felicia Robinson,
David Williams Jr,and Erhabor Ighodaro.
Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Regular City Council Minutes—July 10, 2013
Motion offered by Councilman Williams, seconded by Vice Mayor Davis to approve the
minutes, with necessary corrections, if any.
There being no discussion, the motion to approve the minutes passed and carried by a
unanimous voice vote.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Motion offered by Councilman Williams, seconded by Councilwoman Odom to approve
the official agenda. There being no discussion, this motion passed and carried by a unanimous
voice vote.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) City Manager-Employee Recognition
Manager Crew presented Five Year Service Pins to deserving employees.
F-2) Police Chief Mathew Boyd—Officer of the Month
Deputy Chief Paul Miller presented the distinguished recognition as Office of the Month
to Detective Onassis Perdomo and shared his latest achievement with the Miami Gardens Police
Department.

F-3) City Manager—Florida Department of Transportation
Ms Bao-Ying Wang, Project Manager for the Florida Department of Transportation,
provided a summary on the NW 47`h Avenue Project Development and Environmental Study.
Additionally she shared there will be a Public Alternative Workshop on October 9, 2013
concerning the project at Florida Memorial University.
Bill Evans, Stanley Consultants, provided a briefing on the project status along with the
types of improvement they expect the project to bring to the 47`h Avenue roadway.
F-4) Skanska—City Hall Update
Nicole Heran, Project Manager for Skanska, provide a summary regarding the current
progress of the New City Hall Construction Project. Additionally, she shared information on
community projects and outreach Skanska will be involved in.
(G) PUBLIC COMMENTS
Sharon Frazier-Stephens, 145 NE 193`a Street, Miami, Florida, appeared before the City
Council to report on School Board and PTSA issues.
Rita Pierre, 1000 NW 197`h Terrace, Miami Gardens, Florida, appeared before the City
Council to report on the activities of Norwood Crime Prevention. She said this group is in recess
for the summer. The next meeting will take place, Monday, September 9, 2013, at Norwood
Sierra Church. Lastly she gave condolences to the family of Janet Anderson.
Elvis Caines, 20172 NW 38s' Avenue, Miami Gardens, Florida, appeared before the City
Council to solicit support or monetary contributions for the Youths of Runners Express Track
Club.
Jennifer Nijbove, 1731 NW 2Wh Street, Miami Gardens, Florida, appeared before the
City Council on behalf of the Citizens Academy Graduation Class of 2013, to thank Mayor
Gilbert, as well as the staff and volunteers for their support. Each were given a token of
appreciation.
Tanya James, Chair of the Elderly Affairs Advisory Committee, 18721 NW 11`h Place,
Miami Gardens, Florida, appeared before the Council to solicit permission to move forward with
fund raising initiatives for the committee.
By unanimous consent of the Council,permission was granted.

RESOLUTION NO. 2013-191-1987
L-1) A RESOLUTION OF THE CITY OF MIAMI GARDENS,
FLORIDA, ESTABLISHING THE PROPOSED MILLAGE RATE
FOR FISCAL YEAR 2013-2014 AT A RATE OF 6.9363; SETTING
THE DATE, TIME AND PLACE OF PUBLIC HEARINGS TO
CONSIDER THE PROPOSED MILLAGE RATE AND
TENTATIVE BUDGET; PROVIDING FOR DIRECTIONS TO

Manager Crew stated this item is the tentative millage rate to be established for next
year's budget. The proposed millage rate is the maximum millage the Council can levy. During
the upcoming September budget meetings the Council can decide to lower the millage rate;
nonetheless this is the maximum millage rate he is proposing to the Council which will include
the funds for adding 10 new police officers to the City's police force.
Motion offered by Councilwoman Robinson, seconded by Vice Mayor Davis to adopt
this resolution.
At the conclusion of this discussion, the motion to adopt passed and carred by a
unanimous voice vote.
QUASI-JUDICIAL ZONING HEARINGS:
Cyril Saiphoo, Zoning Administrator for the City of Miami Gardens appeared before the
City Council to state for the record the process used for this Quasi-Judicial Proceeding.
Clerk Taylor swore in all parties participating in the Quasi-Judicial Hearing.

(Mayor Gilbert passed the gavel to Vice Mayor Davis)
Mayor Gilbert stated this item essentially creates the ability to allow for bars and lounges
within the City. Currently the code does not allow for these types of entertainment venues for
our residents to enjoy within the City. This item will allow for us to grow as a City, and provide
these types of establishments for our residents to spend their money in our City.
Vice Mayor Davis opened the floor for this public hearing. After there were no interested
parties to speak on this item,the public hearing closed.
Motion offered by Mayor Gilbert, seconded by Councilman Williams to adopt this item
on first reading.
Councilwoman Odom questioned whether bars and lounges would be able to open
exclusively from 11:00 am to 2:00 am.
Mayor Gilbert responded they can be, and provided the explanation on the item.
Additionally this item will reduce the current time allowed in our code under "Nightclub Use"
from 3:00 am to 2:00 am.
Vice Mayor Davis asked would there be a restriction on the days.
Cyril Saiphoo, Zoning Administrator, responded there will be no restriction on the days,

just the hours of operations.
Mayor Gilbert added businesses under this Ordinance would have to work with staff to
obtain certain allowances and he is fairly confident that everything would accord itself in a way
that is suitable to our residents.
Cyril Saiphoo made it be known that this Ordinance does not include and will not
approve night club uses.

Cyril Saiphoo, Zoning Administrator, stated this application is for an expansion of a self-
storage facility, which is Safe Guard located just east of 12`h Avenue within the Business Park
Center. This application requires a special exception approval from the Council in order for the
applicant to have a self-storage business within a commercial district.

Mr. Saiphoo added the remainder of the Resolution will release the covenants which are
encumbrance with the proposed property from previous plans approved by the county many
years ago. Nonetheless the property will be developed in accordance to the City's Zoning Code.
Councilwoman Robinson asked will this be a standard self-storage facility.
Alan Krischer, an attorney with Holland & Knight LLP representing the applicant,
appeared before the Council in response to Councilwoman Robinson's inquiry and replied,
"Yes".
There being no discussion, the motion to adopt on passed and carried by a unanimous
vote.

(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Mayor Gilbert reported an organization would like to renovate Sharp Towers. They will
be receiving tax credits to renovate Sharp Towers however it will involve a public hearing and
consent from the City Council. This will require a Special Meeting of the Council in August in
order to meet the deadlines.
It was the consent of the Council to have a Special Meeting on August 12, 2013 at
I 0:00am.
Mayor Gilbert reported the 40 acre property owned by the City located along the 27`h
Avenue Corridor has be release by the county from the DRI.
Mayor Gilbert acknowledged Parks Director John Rebar for his efforts within the parks
department and wished him well as he leaves the City to become the parks director for the City
of Miami Beach.
Councilman Ighodaro thanks Parks Director John Rebar and wished him well on his
future endeavor.
Councilman Ighodaro announced he will be traveling with students from the school
district to West Africa as part of the student exchange program. He thanked staff, City Council,
and County Commissioner Jordan's office for their continued support for this program.
Councilwoman Robinson reported CBT College will have a "Back Pack Giveaway" on
August 9, 2013 from 10:00 am to 2:00 pm. She further announced "Meet me Mondays"

meetings continue to take place on the 2"d Monday of every month at Carol City Park from 6:00
pm to 8:00 pm.
Councilwoman Odom announced she will host a Town Hall Meeting on Monday, August
12, 2013 from 5:00 pm to 7:00 pm. This meeting will cover the general obligation bond,
development/redevelopment of the western corridor, construction projects across the City, and
the City's budget.
Councilman Harris thanked John Rebar, Parks and Recreations Director, and the Police
Department for their continued efforts serving the residents of the City.
Vice Mayor Davis announced the Lake Lucerne have a back to school giveaway event,
Saturday, August 17,2013 from I0:00am to 4:00pm., at Bennett Lifter Park.
Mayor Gilbert shared an encouraging email he received from a City staff member.
Mayor Gilbert added the City will stay the course. We know who we are and we know what we
deserve; therefore we will stay the course from the Digital Gardens, to the CRA, to the Housing
Authority, to Building City Hall, to trying to develop the 40 acres, to Hiring more Police
Officers; we are going to stay the course not because we want to but because we deserve it.
