REGULAR CITY COUNCIL MINUTES
OCTOBER 9, 2013
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, October 9, 20123, beginning at 7:05 p.m., in the City Council Chambers, 1515 NW
167th Street, Building 5, Suite 200, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor Lisa C. Davis,
and Council members: Lillie Q. Odom, Rodney Harris, Felicia Robinson, David Williams, Jr.,
and Erhabor Ighodaro. Mayor Gilbert was not present due to prescheduled trip to Israel.
Motion offered by Councilman Williams, seconded by Councilwoman Robinson to
excuse Mayor Gilbert's absence.
There being no discussion, the motion to excuse Mayor Gilbert's absence passed and
carried by a unanimous voice vote of the members present.
Also in attendance were: Interim City Manager Cameron Benson, City Attorney Sonja
Knighton Dickens,and City Clerk Ronetta Taylor.

Motion offered by Councilman Williams, seconded by Councilwoman Odom to approve
the minutes,with necessary corrections, if any.
There being no discussion,the motion to approve passed and carried by a unanimous vote
of the members present.

Motion offered by Councilwoman Odom, seconded by Councilman Williams to approve
the official agenda.

F-1) City Manager—Media and Events Award
Tamilla Mullings,Events Coordinator for the City of Miami Gardens appeared before the
City Council to highlight the event leading up to the City's Award for its Jazz in the Gardens
event.
F-2) Councilman Williams Presentation
Councilman Williams presented Patricia Wright with a plaque for her outstanding
contributions while serving on the Commission For Women,April 2008-April 2013.

(H) ORDINANCE(S) FOR FIRST READING:
H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AMENDING ARTICLE V,
SECTION 2-476 ENTITLED "CAMPAIGN CONTRIBUTIONS" OF
THE CITY'S CODE OF ORDINANCES; PROVIDING FOR
ADOPTION OF REPRESENTATIONS; REPEALING ALL
ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING
AN EFFECTIVE DATE. (SPONSORED BY THE CITY CLERK)
Clerk Taylor explained the State Legislature at its 2012-2013 Session amended the States
Campaign Contribution to provide that effective November 1, 2013 the amount an individual can
give to a candidate per election is increased from $500.00 to $1,000. The City of Miami Gardens
follows State Law therefore an amendment is required.
Motion offered by Councilman Williams, seconded by Councilman Harris to adopt this
item on first reading. There being no discussion, the motion to adopt on first reading passed and
carried by a 6-0 vote.

Cyril Saiphoo,Zoning Administrator recommended deferral of the item until the October
9, 2013 City Council Meeting. This would provide additional time for the applicant to work with
staff to address pending matters.
Motion offered by Councilwoman Odom, seconded by Councilman Ighodaro to defer this
item.
There being no discussion,the motion to defer passed and carried by a unanimous voice
vote of the members present.

(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilwoman Robinson thanked everyone for their support and participation in the Pink
Week festivities supporting Breast Cancer Awareness. More events will be taking place
including a Pink Tea and Happy Hour. The public was invited and encouraged to attend.
Vice Mayor Davis announced that Mayor Gilbert and Councilman Williams have
graciously agreed to be auctioned off at the charity event being sponsored by the Miami Dade
Charmettes, Saturday, October 19, 2013, at the BTFRC, starting at 7:00 p.m. This is a fund
raising event in support of Breast Cancer Awareness.
