HomeMy WebLinkAbout04.09.2014 CITY COUNCIL MINUTES, APRIL 9, 2014 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES APRIL 9, 2014 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, April 9, 2014, beginning at 7:00 p.m., in the City Council Chambers, 1515 NW 167`x' Street, Building 5, Suite 200. The following members of the City Council were present: Mayor Oliver Gilbert and Vice Mayor Lisa C. Davis and council members: Lillie Q. Odom, Rodney Harris, Erhabor Ighodaro and David D. Williams Jr. Councilwoman Felicia Robinson arrived at 7:04 p.m. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES Regular City Council Minutes—March 26, 2014 Motion offered by Councilman Ighodaro, seconded by Councilman Williams to approve the minutes, with necessary corrections, if any. This motion passed and carried by a unanimous vote of the members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) Items K-1; K-5 were pulled from the Consent Agenda. Items N-1 and N-2 were removed from agenda, due to advertisement requirement. Mayor Gilbert added an item to presentations to be heard as Item F-1. Motion offered by Councilman Williams, seconded by Councilman Ighodaro and Councilwoman Odom to approve the official agenda with the changes. This motion passed and carried by a unanimous vote of the members present. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Mayor Gilbert presented a proclamation to Interim Chief Paul Miller on the occasion of his retirement. Regular City Council Minutes April 9, 2014 Page 1 CITY COUNCIL MINUTES, APRIL 9, 2014 F-2) Councilman Ighodaro -Proclamation—Financial Literacy Day Councilman Ighodaro presented a proclamation to the Commission For Women Advisory Committee members acknowledging their Financial Literacy event scheduled for Saturday, April 12,2014 at the Betty T. Ferguson Recreational Complex. F 2) Couneilman David Williams jr-. Elderly Aff-air-s Advisefy Commi F-3) Cameron Benson, City Manager - Special Presentations by Mrs. Maxwell to Public Works Department Ms. Maxwell and family appeared before the City Council to express sincere appreciation to employees of the public works department for their shown of compassion. She shared that her son paid the ultimate price for his country. He was killed in Afghanistan. She shared the story of how the old oak tree was always decorated. After her son's death employees from the public works department have ensured that tradition continued. F-4) Cameron Benson, City Manager—Jazz in the Gardens Charity Raffle Drawing Vernita Nelson, Assistant City Manager briefly stated that Jazz in the Gardens was a huge success. The charity raffle was a part of the activities held at the Jazz in the Gardens event. People bought raffle tickets in support of the Florida Breast Cancer Initiative, which is a local program that provides screening and mammograms for local residents. The winning ticket was sold to Tiffany Hannah out of West Palm Beach Florida. Ms. Hannah would be notified accordingly. Mayor Gilbert acknowledged that the city was losing another one of its wonderful employees. Tiffany Britton, our police legal advisor it is moving on. He said you would not normally see Ms. Britton because she is one of the many people who work really hard behind- the-scenes to make the city work. He thanked Ms. Britton for her service to the City and its residents and wished her well with her future endeavors. (G) PUBLIC COMMENTS None (H) ORDINANCES) FOR FIRST READING: None (I) ORDINANCE(S) FOR SECOND READING/PUBLIC HEARING(S) None (1) RESOLUTION(S)/PUBLIC HEARING(S) Regular City Council Minutes April 9, 2014 Page 2 CITY COUNCIL MINUTES, APRIL 9, 2014 RESOLUTION NO. 2014-62-2040 J-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING OPTION "A" FOR THE CITY OF MIAMI GARDENS BUS CIRCULATOR PROGRAM; AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST, RESPECTIVELY THAT CERTAIN INTERLOCAL AGREEMENT WITH MIAMI- DADE COUNTY FOR THIS PURPOSE, A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT "B"; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER) Mayor Gilbert opened the floor for this public hearing. After there were no interested parties to speak on this item,the public hearing closed. Manager Benson said this item is calling for the Council to make a decision between Option A and Option B, which provides for a$25.00 service charge. Osdel Larrea, Assistant Public Works Director appeared before the Council to further expound on the interlocal agreement requirement. I He explained this is a requirement of Miami-Dade County whenever municipalities operate a circulator transportation service. It will take approximately 90 to 100 days for Miami-Dade County to approve the Interlocal Agreement. Motion offered by Councilman Williams, seconded by Vice Mayor Davis to adopt this item. Councilwoman Robinson conveyed her preference for Option A. Vice Mayor Davis asked if Option A was selected (free), and later on the Council decided to change to Option B, was that possible. Mr. Larrea is response to Vice Mayor Davis inquiry replied, "Yes." Motion offered by Mayor Gilbert, seconded by Councilwoman Robinson to approve Option A. There being no further discussion, the motion to approve Option A passed and carried by a unanimous voice vote. There being no further discussion on this item, the motion to adopt passed and carried by a unanimous voice vote of the members present. (L) RESOLUTION(S): K-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, URGING THE FLORIDA Regular City Council Minutes April 9, 2014 Page 4 CITY COUNCIL MINUTES, APRIL 9, 2014 LEGISLATURE TO CODESIGNATE STATE ROAD 7/U.S. 441/N.W. 2ND AVENUE FROM NW 183RD TO COUNTYLINE ROAD AS "NELSON MANDELA BOULEVARD"; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY VICE MAYOR LISA C. DAVIS) Councilman Williams said he did not have an issue with naming a street after Nelson Mandela. He said this issue came about before when a proposal was made to name this street after President Obama. He said he had the same issue then as he has now, and if he voted against that first proposal he is going to vote against this proposal. He reiterated his concern is that this particular street already has three names associated with it. Mayor Gilbert said this street does not have a local designation at all. He said this is a state road and the legislature can designate without the Council's approval. Councilman Ighodaro shared that he had sponsored the initial proposal and conveyed understanding of Councilman Williams' concerns. Mayor Gilbert said he was in support of this item however,the vote has to be unanimous. Vice Mayor Davis said even if this Council does not approve this item, it can still be approved by the state legislature. Mayor Gilbert affirmed Vice Mayor Davis' statement and shared this is a part of a state bill. There being no further discussion,the motion to approve failed by a 5-2 vote. Patricia Varney explained the timing is very tight with this particular process therefore the City piggybacked with an RFQ from another municipality. Motion offered by Vice Mayor Davis, seconded by Councilman Harris and Councilwoman Robinson. There being no further discussion, the motion passed and carried by a unanimous vote of the Council. QUASI-JUDICIAL ZONING HEARINGS: (M) ORDINANCES ON FOR FIRST READING/PUBLIC HEARING): None (N) ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) None (0) RESOLUTION(S)/PUBLIC HEARING(S) None (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK No report (Q) REPORTS OF MAYOR AND COUNCIL MEMBER Councilwoman Robinson reminded everyone of her Meet Me on Monday Meeting scheduled for Monday April 14, 2014, starting at 6:00 p.m., at Miami Carol City Park. She further shared that she along with Mayor Gilbert will again sponsor an Easter Egg Hunt, Saturday, April 19th at Rolling Oaks Park. This is a free event, open to the public. Councilman Harris announced that Saturday, April 12th from 9:00 a.m. — 1:00 p.m., he along with the Department of Juvenile Justice will be co-sponsoring a beautification project at Golden Glades Elementary School. The Miami Gardens Police Explorers will be a part of this event. Regular City Council Minutes April 9, 2014 Page 6 CITY COUNCIL MINUTES, APRIL 9, 2014 Councilman Ighodaro announced that on Friday, April 11`h and Saturday, April 12`x' he along with State Senator Braynon is co-hosting the Youth Invitational Basketball Tournament at Betty T. Ferguson Recreational Complex. He acknowledged the Miami Gardens Kiwanis for their support. This event does not cost the taxpayers. Vice Mayor Davis announced that Ms. Pierre would be holding her monthly crime watch meeting at Sierra Norwood Church. She invited everyone to come out.
