(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, May 14, 2014, beginning at 7:00 p.m., in the City Council Chambers, 1515 NW
167'' Street, Building 5, Suite 200, Miami Gardens, Florida.
The following members were present: Mayor Oliver Gilbert, Vice Mayor Lisa C. Davis,
and Council members Lillie Q. Odom, Felicia Robinson, Rodney Harris, David Williams Jr., and
Erhabor Ighodaro.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Regular City Council Minutes—April 23,2014
Due to technical difficulties related to the move to the new city hall complex the City
Clerk asked for a deferral on the approval of the minutes.
Motion offered by Councilman Ighodaro, seconded by Vice Mayor Davis to defer
approval until the next regular City Council meeting.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
The Agenda was amended to include the following item as Item K-12 "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, SUPPORTING
MOTHER'S DAY AND FATHER'S DAY LUNCHEON FOR MEMBERS OF THE
GOLDEN GARDENS SENIOR CLUB; AUTHORIZING A SPONSORSHIP FOR
THESE EVENTS, IN THE AMOUNT OF TWO THOUSAND DOLLARS ($2000.00);
PROVIDING FOR NUNC PRO TUNC EFFECT; PROVIDING FOR THE ADOPTION

Vice Mayor Davis pulled Item K-9 from the Consent agenda.
Motion offered by Councilman Williams, seconded by Councilman Ighodaro to approve
the official agenda, with the necessary additions/deletions. There being no discussion, this
motion passed and carried by a unanimous vote.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Vice Mayor Lisa C. Davis—Mother's Day Presentation
Vice Mayor Davis bestowed Mother's Day honors upon: Flora Johnson, Hortense
McGillevery, Pastor Mary McCoy, Rita Pierre and Margaret Hall. Gift baskets as well as gift
cards were also given as door prizes,to the audience.
(G) PUBLIC COMMENTS
Amy Coleman, 2841 NW 212 Street, Miami Gardens, Florida, and shared that she is a
former graduate of the Miami Gardens Citizens Academy. She stated that she is representing the
North County Citizens Civic Association and has several questions for the Council relating to the
60 Million Dollar Bond:
Mayor Gilbert invited Ms. Coleman to read the questions and afterwards to provide to the
City Manager for answers at a later date.
Ms. Coleman asked: 1) When will the oversight committee be established; 2) how will
the committee members be selected; 3) will the community have any say in who sits on the
committee; 4) when will the Council publish the guidelines; 5) will the committee really have
any power to get answers so that there is transparency as to how the $60 million is being spent;
6) if you are not able to answer these questions now at least tell me how can I get each one of
these questions answered.
Harold Lawton, 1860 NW 170`h Street, Miami Gardens, Florida, appeared before the
City Council to commend the administration for not doing a national recruitment to secure a new
police chief.
Ilia Ferrah, 3001 NW. 167 Terrace, Miami Gardens, Florida, appeared before the Council
to ask for consideration in the co-designation of 167`h Street, from 29th Ave. to 32"d Avenue
after her church. She stated the church was founded 39 years ago our pastor been pastoring this
charge for 39 years. The church provides many services to the community including substance
abuse as well as the homeless.
Ms. Wilson appeared before the Council on behalf of Ms. Cassandra Jiles, 16485 NW
42"d Avenue, Miami Gardens, Florida. She shared that she is a parishioner at St. Monica
Catholic Church and wanted to speak before the Council about crime in our area. She stated that
her mother is 83 years old and lives alone. She said she is very concerned right now about

community relates between police department and the community.
Mayor Gilbert invited Ms. Morris to speak with Chief Johnson about her concerns.
H. ORDINANCE(S) FOR FIRST READING:
H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER
34 SECTION 34-312 OF THE LAND DEVELOPMENT
REGULATIONS TO ADD SECTION 13 RELATING TO
MOBILE CAR WASH/WAX SERVICE; REPEALING ALL
ORDINANCES IN CONFLICT; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION
IN CODE; PROVIDING AN EFFECTIVE DATE.
(SPONSORED BY MAYOR OLIVER GILBERT)
Before explaining his rational for sponsoring this item, Mayor Gilbert passed the gavel to
Vice Mayor Davis. The item would permit mobile carwash/was service providers to operate
within the City. This ordinance is being proposed in order to comply with Miami-Dade County
and City of Miami Gardens regulations relating to stormwater protections. No property owner
may permit mobile carwash vendors to operate on their property for no longer than four hours
per day,or operate on site more than two times per week.
Motion offered by Mayor Gilbert, seconded by Councilman Ighodaro.
Councilman Williams asked do we have something in place so that we can police that
time to prevent people from going over that time. He further asked whether research was done to
see how other municipalities regulate this activity.
Mayor Gilbert in response to Councilman Williams' concern indicated that the police
department as well as code enforcement would be monitoring this activity.
There being no discussion, the motion to adopt on first reading passed and carried by a 7-
0 vote.

Vice Mayor Davis explained she pulled the item to get clarification.
Osdel Lara, Assistant Public Works Director appeared before the Council to clarify this
Interlocal Agreement is an understanding that the City will be responsible for maintaining the
roads.

Mayor Gilbert opened the floor for this public hearing.
Mr. Eddie Dean, Chairman of Unek Developers, Inc., appeared before the Council to
expound on this application. The application is to rezone property from NC (Neighborhood
Commercial) to R1 (Single Family). Each tract shall be subdivided into 6 lots for a total of 12
lots with a minimum of 5,600 square foot per lot. He explained that 12 homes will be built on
this site.
There being no other interested parties to speak on this item, the public hearing closed.
Motion offered by Councilman Ighodaro, seconded by Vice Mayor Davis to adopt this
item on first reading.
Councilman Williams expressed concern with the lot size for each home.
There being no further discussion, the motion to adopt on first reading passed and carried
by a 5-2 vote.

Manager Benson introduced the new Assistant City Manager Craig Clay.
Assistant City Manager Craig Clay was afforded an opportunity for comments.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilwoman Robinson reminded everyone of her monthly Meet Me on Monday
Meeting held every second Monday of the Month at Carol City Park.
Mayor Gilbert announced the State of the City Address is scheduled for Tuesday, June 3,
2014, at the New City Hall Complex. The official grand opening of the new facility is also
scheduled for that evening.

Mayor Gilbert invited Ms. Coleman to read the questions and afterwards to provide to the
City Manager for answers at a later date.
Ms. Coleman asked: 1) When will the oversight committee be established; 2) how will
the committee members be selected; 3) will the community have any say in who sits on the
committee; 4) when will the Council publish the guidelines; 5) will the committee really have
any power to get answers so that there is transparency as to how the $60 million is being spent;
6) if you are not able to answer these questions now at least tell me how can I get each one of
these questions answered.
Harold Lawton, 1860 NW 170th Street, Miami Gardens, Florida, appeared before the
City Council to commend the administration for not doing a national recruitment to secure a new
police chief.
Ilia Ferrah, 3001 NW. 167 Terrace, Miami Gardens, Florida, appeared before the Council
to ask for consideration in the co-designation of 167th Street, from 29th Ave. to 32"d Avenue
after her church. She stated the church was founded 39 years ago our pastor been pastoring this
charge for 39 years. The church provides many services to the community including substance
abuse as well as the homeless.
Ms. Wilson appeared before the Council on behalf of Ms. Cassandra Jiles, 16485 NW
42nd Avenue, Miami Gardens, Florida. She shared that she is a parishioner at St. Monica
Catholic Church and wanted to speak before the Council about crime in our area. She stated that
her mother is 83 years old and lives alone. She said she is very concerned right now about

community relates between police department and the community.
Mayor Gilbert invited Ms. Morris to speak with Chief Johnson about her concerns.

Before explaining his rational for sponsoring this item, Mayor Gilbert passed the gavel to
Vice Mayor Davis. The item would permit mobile carwash/was service providers to operate
within the City. This ordinance is being proposed in order to comply with Miami-Dade County
and City of Miami Gardens regulations relating to stormwater protections. No property owner
may permit mobile carwash vendors to operate on their property for no longer than four hours
per day, or operate on site more than two times per week.
Motion offered by Mayor Gilbert, seconded by Councilman Ighodaro.
Councilman Williams asked do we have something in place so that we can police that
time to prevent people from going over that time. He further asked whether research was done to
see how other municipalities regulate this activity.
Mayor Gilbert in response to Councilman Williams' concern indicated that the police
department as well as code enforcement would be monitoring this activity.

Mayor Gilbert opened the floor for this public hearing.
Mr. Eddie Dean, Chairman of Unek Developers, Inc., appeared before the Council to
expound on this application. The application is to rezone property from NC (Neighborhood
Commercial) to R1 (Single Family). Each tract shall be subdivided into 6 lots for a total of 12
lots with a minimum of 5,600 square foot per lot. He explained that 12 homes will be built on
this site.
There being no other interested parties to speak on this item, the public hearing closed.

Councilman Williams expressed concern with the lot size for each home.
