(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, May 28, 2014, beginning at 7:12 p.m., in the City Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Lisa C. Davis and members Lillie Q. Odom, Rodney Harris, Felicia Robinson, David
Williams Jr., and Erhabor Ighodaro.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.
(B) INVOCATION
A moment of silence was observed in honor of Dr. Maya Angelo before Mayor Gilbert
delivered the Invocation.
(C) PLEDGE OF ALLEGIANCE

(D) APPROVAL OF MINUTES
D-1) Regular City Council Minutes—April 23,2014
Motion offered by Councilman Williams, seconded by Vice Mayor Davis to approve the
minutes, with necessary corrections, if any.
There being no discussion, motion to approve passed and carried by a unanimous voice
vote.
D-2) Regular City Council Minutes—May 14,2014
Motion offered by Councilman Williams, seconded by Vice Mayor Davis to approve the
minutes, with necessary corrections, if any.
There being no discussion the motion to approve passed and carried by a unanimous
voice vote.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Items K-1 and K-2 were pulled from the Consent Agenda by Councilwoman Odom.
The Agenda was amended to include as Item F-.5) Florida Legislative Update and F-4)
Report on recent Youth Job Fair.

The following item was added to the Agenda as Item J-1: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, SUPPORTING THE
APPLICATION OF THE MIAMI DOLPHINS FRANCHISE FOR STATE FUNDING TO
MAKE CAPITAL IMPROVEMENTS TO SUN LIFE STADIUM IN ACCORDANCE WITH
SECTION 288.11625, FLORIDA STATUTES; DECLARING THAT SUCH PROPOSED
CAPITAL IMPROVEMENTS SERVE A PUBLIC PURPOSE; PROVIDING FOR
DIRECTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF

The following item was added to the Consent Agenda as Item K-5: "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, DIRECTING
THAT THE CITY MANAGER. TAKING IN ALL STEPS NECESSARY IN ORDER TO
ENGAGE THE SERVICES OF TOASTMASTERS INTERNATIONAL TO ASSIST THE
CITY IN PROVIDING COMMUNICATION AND LEADERSHIP DEVELOPMENT TO CITY
EMPLOYEES; ALLOCATING ONE THOUSAND TWO HUNDRED FORTY FIVE
DOLLARS ($1245.00) FROM THE WORKING CAPITAL RESERVE FOR THIS PURPOSE;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE. (SPONSORED BY MAYOR OLIVER GILBERT)
Motion offered by Councilman Williams, seconded by Councilwoman Robinson to
approve the official agenda with the additions/deletions.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-.5) Legislative Update
State Senator Oscar Braynon appeared before the Council and shared that he came to be a
part of the first official City Council meeting to take place at the new municipal complex. He
stated this is a historical moment. He shared the session was very successful however as of yet,
the Governor has not signed the budget. He stated that he had worked very diligently with the
City's lobbyist as well as Mayor Gilbert and members of the Council to fund the City's Crime
Prevention Technology system. He thanked the chair of the Appropriations Committee for his
support. He said this year Miami Gardens was fortunate enough to get most of what it asked for
as it relates to its water projects.
State Representative Barbara Watson appeared before the Council to provide an overview
and results of the Legislative Session and allocation of funding for Miami-Dade County and City
of Miami Gardens' projects. She said the City of Miami Gardens received much of what it asked
for. Over 2.46 billion dollars was allocated to fund Miami-Dade County Schools. Florida
Memorial University received 3.9 million dollars in grants and aide. FAMU received 14.8
million dollars in grants and aide. Miami Gardens' water projects received $360,000.00, in
allocation. Miami Gardens Citizens Crime Watch received $500,000.00. A majority of the
items mentioned have come through District 107, which encompasses areas east of the turnpike
to Biscayne Boulevard;North on County Line Road, south to NW 125th Street.
Mayor Gilbert shared that the City's representatives in Tallahassee worked really hard

this year. He acknowledge Yolanda Cash Jackson, the city's lobbyist for all of hard work and
due diligence.
Yolanda Cash Jackson the City's lobbyist appeared before the City Council thanked the
City for the opportunity to represent the City in Tallahassee.
Councilman Williams asked when will the process for the next budget cycle start.
Ms. Cash Jackson said preparations are now underway for the next fiscal year.
F-2) Councilwoman Lillie Q. Odom—Sunshine For All,Inc.
Councilwoman Odom shared that Sunshine For All, Inc., is one of the agencies that
provides hot meals for the elderly residing in Miami Gardens. She invited the director to come
forward for the presentation.
Jose Antonio Minino-Bogaert, Director of Sunshine For All, Inc., appeared before the
Council and to acknowledge the city council members for their continued support.
F-3) Councilwoman Felicia Robinson—Outstanding Graduates of 2014
Councilwoman Robinson recognized two Miami Gardens' residents: Niagara Saunders
and Alaisha Alexander as Outstanding Graduates for 2014.
F-4) Cameron Benson,City Manager—Public Works Week
Mayor Gilbert presented a Proclamation to the Miami Gardens Public Works Department
in honor of National Public Works Week.
F-5) Vice Mayor Davis—Youth Job Fair
Marva Scott appeared before the City Council to provide a status report on the youth
summer job fair held during the month of May.
(G) PUBLIC COMMENTS
Patricia Wright appeared before the City Council to express concern with Item K-2
relating to Councilman Ighodaro's contribution to Mt. Hermon AME Church supporting a Golf
Tournament to provide scholarships for graduating seniors. She asked whether this contribution
could have been allocated from Councilman Ighodaro's monthly stipend. She further asked
whether allocating funding from the Capital Reserve Fund was setting precedence.
Francis Ragoo appeared before the City Council to further expound on the newsletter
eblasted by a certain city council member. He opined the newsletter was clearly campaign
material. He further questioned the various activities Councilman Ighodaro has been sponsoring
through the utilization of the Capital Reserve Fund. He opined those sponsorships gives the
appearance that the City is turning a blind eye while a certain Council members utilizes city
dollars to fund a campaign. He said that he was pleased to see that one of the items were pulled
from the Consent Agenda.

Mayor Gilbert informed Mr. Ragoo that the City Council meeting is not the preferred
forum to address possible campaign issues. He said if you are aware of campaign violations
there are entities to report those violations to (e.g. Miami-Dade County Ethics and Public Trust
as well as the State of Florida Elections Commission). He said from his perspective it would be
better suited to take any arguments to those entities.
Ms. Dorothy Smith appeared before the City Council to thank Chief Johnson and his staff
for visiting her neighborhood (Coconut Cay). She also thanked Tom Ruiz, Public Works
Director for his attentiveness.
Pastor Greg Williams appeared before the City Council to thank Vice Mayor Davis, and
Councilmen Harris and Ighodaro for their support of the church's Easter Event. He encouraged
the Council to keep up the good work.

SECTION 34-312 OF THE LAND DEVELOPMENT
REGULATIONS TO ADD SECTION 13 RELATING TO MOBILE
CAR WASH/WAX SERVICE; REPEALING ALL ORDINANCES
IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING FOR INCLUSION IN CODE; PROVIDING AN

Vice Mayor Davis opened the floor for this public hearing. After there were no
interested parties to speak on this item,the public hearing closed.
Mayor Gilbert passed the gavel to Vice Mayor Davis before expounding on this item.
He explained previously the city did not allow mobile car washes on commercial property. This
ordinance would allow car wash/wax service.

this item.

Manager Benson explained this is the next step in the process. The ordinance provides
for the borrowing of the $60 Million Dollar bond.

Darwin Wood, appeared before the City Council to indicated that he did not find this item
listed on the agenda.
Mayor Gilbert in response to Mr. Wood comments said the item was added to the agenda.

Mayor Gilbert explained this resolution allows the Dolphins to take advantage of a new
bill that passed in Tallahassee, which relates to sales tax rebates. This has nothing to do with the
Dolphin's proposal to stop paying property taxes. Supporting this item will not cost the city any
money.

Councilwoman Odom asked whether guidelines were ever established for the Working
Capital Reserve Fund.
Mayor Gilbert said no additional guidelines were established. The guidelines already
established for expenditure of public funds is that the expenditure must be for a public purpose.
Generally speaking a lot of people sponsor golf tournaments as a way to raise scholarship money
for students. He said half of the organizations this council supports are all doing fund raisers to
raise money for scholarships for kids in this community.
Councilwoman Odom rephrased the question and asked whether the Council indicated
that it would establish certain guidelines for the Working Capital Reserve Fund.
Mayor Gilbert said it was the public purpose guidelines on how money is spent,
generally.
Attorney Dickens said there was no discussion about specific guidelines when spending
funds from the Capital Reserve Fund.
Motion offered by Vice Mayor Davis, seconded by Councilwoman Robinson to adopt
this item. There being no further discussion the motion to adopt passed and carried by a
unanimous voice vote.
RESOLUTION NO. 2014-91-2069
K-2) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

EARLY START READING PROGRAM (MESRP);
ESTABLISHING A PARTNERSHIP WITH CHAMPION

Councilwoman Odom said the resolution indicates there is no fiscal impact. She asked
where will the funds come from for this summer program.
Mayor Gilbert said the program is free. There is no cost to the city and no cost to the
parents who enroll their children.
Councilman Williams shared that a lot of these programs get their funding from entities
like the Children's Trust.
Mayor Gilbert stated that Champion Learning will be provided free reading services to
our kids who might be starting school at a deficit.
Councilwoman Robinson said it is crucial that our kids learn to read. She shared some
students have problems with math because they cannot comprehend the word problems.
Motion offered by Councilman Ighodaro, seconded by Councilwoman Odom to adopt
this item.
There being no further discussion,the motion to adopt passed and carried by a unanimous
voice vote.
Vice Mayor Davis relinquished the gavel to Mayor Gilbert.

P-1) City Manager Monthly Report
Attorney Dickens introduced Nicole Dickson Scott, Legal Advisor for the City of Miami
Gardens Police Department.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Ighodaro provided the Council with a pamphlet, which is an outgrowth of
the Youth Non-Violence Summit he co-sponsored with Councilman Harris. This report will be
made available to local schools and city parks. He acknowledged former Deputy Chief Miller

and Major Chapman for their support and the police department's participation.
Councilman Williams thanked the Public Works and Parks and Recreation Departments
for their continued support.
Councilwoman Robinson reminded everyone of her Meet Me on Monday Meetings, held
every second Monday from 6-8 p.m., at Miami Carol City Park.
Vice Mayor Davis congratulated the Mayor/Council and staff for a beautiful new city
hall. We are no longer renting, we are buying.
Mayor Gilbert thanked the Parks and Recreation Department as well as Council members
Robinson and Harris and the Mayor's for their participation during the laptop computer give-a-
way presentation to deserving high school students. He said more computers were given away
than ever before. All the funds utilized the purchase were raised.
Mayor Gilbert announced the State of the City Address is scheduled for Tuesday, June 3,
2014. At that time a ribbon cutting ceremony will also take place.
