REGULAR CITY COUNCIL MINUTES
JUNE 279 2012
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, June 27, 2012, beginning at 7:10 p.m., in the City Council Chambers, 1515 NW
167th Street, Building 5, suite 200, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Shirley Gibson, Vice
Mayor Oliver G. Gilbert and Council members Aaron Campbell Jr., Andre Williams, Felicia
Robinson and David Williams Jr. Councilwoman Lisa C. Davis was not present.
Motion offered by Vice Mayor Gilbert, seconded by Councilman David Williams Jr., to
excuse Davis' absence. This motion passed and carried by a unanimous voice vote.
Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

(D) APPROVAL OF MINUTES
Regular City Council Meeting—June 13,2012
Motion offered by Councilman David Williams Jr., seconded by Vice Mayor Gilbert to
approve the minutes, with necessary corrections, if any. This motion passed and carried by a
unanimous vote.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Motion offered by Vice Mayor Gilbert, seconded by Councilwoman Robinson to approve
the official agenda, as presented. This motion passed and carried by a unanimous voice vote.

F-1) Danny O. Crew, City Manager—Employee Recognitions
Manager Crew presented Five Year Service Pins to the following employees: Vanessa
Saint-Ristil, Recreation Aide with the Parks and Recreation Department; Evelyn Heisley-
Sanchez, Executive Secretary with Building Services; Rafael Suarez, Police Captain III with the

Chief Matthew Boyd appeared before the City Council to present Officer Solonie James
with the distinguished recognition as Officer of the Month for June 2012.
F-2) Proclamation—July as Parks and Recreation Month
Vice Mayor Gilbert read the proclamation proclaiming the month of July as Parks and
Recreation Month.
F-3) Proclamation—Caribbean Heritage Month
Vice Mayor Gilbert read the proclamation proclaiming the month of June as
Caribbean Heritage Month.
F-4) Proclamation—Elderly Abuse Awareness
Vice Mayor Gilbert read the proclamation bringing awareness to Elderly Abuse.
(G) PUBLIC COMMENTS
Dannie McMillon, Chairperson for Miami Gardens Commission For Women appeared
before the Council to provide a brief report of the activities spearheaded by the Commission For
Women: National Rose Month was celebrated June 8, 2012; July 21, 2012 the second annual
Girls and Women's Summit will take place at the Betty T. Ferguson Recreational Complex.
Patricia Lightfoot, 2750 NW 172nd Terrace, Miami Gardens, Florida, appeared before the
Council to express concern with the cost associated with the summer camp program as it related
to two or more family member participants. She opined that there should be some sort of cost
concession made when more than one family member is in the program. She shared that she has
three grandchildren in the program at a cost of $65.00 per child, per week. She asked the
Council to look at discount for more than one child. She shared that this is an excellent program
and her grandchildren are truly enjoying it.
Sharon Frazier Stephens, 145 NE 19P Street, Miami, Florida, appeared before the City
Council to share that the Foster Mother that won Councilwoman Davis Mother Day Contest back
in May also won the State Foster Parent of the Year.
Councilman David Williams Jr., asked whether staff was going to look into the fee
structure for the summer youth program.
Mayor Gibson said to keep in mind that the budget for Parks and Recreation has already
been done for this fiscal year. She said there is a process, which is more involved than just
changing fees. She opined the request is a valid one.

Motion offered by Vice Mayor Gilbert, seconded by Councilman David Williams Jr., to
adopt the Consent Agenda. There being no discussion,the motion to adopt passed and carried by
a unanimous voice vote.
Mayor Gibson referenced Item K-6, and explained this particular item involves some
construction of the Vista Verde drainage infrastructure and roadway improvements project rehab
in Residential Area Seat -1. She said this project has taken the city five years to initiate. She
commended staff for staying focus with this project and spearheading some much needed
improvements in this private development.

Manager Crew reported the City was only one of five or six cities in the State of Florida
to get awarded ten(10)more policemen under the Federal Cops Grant Program for the new fiscal
year. This program will only pay for half the cost. The main criteria requirement is that the
officers have to be veterans,post 9/11.
Mayor Gibson explained for the benefit of the residents that the city manager will have to
adjust FY 2012-13 budget to allow for the half million dollar cost for the ten(10)police officers.
She said that most times when the city receives grant funding there is a certain monetary match
required. He said this will be a three year grant. After that the city has to commit to keeping
those officers for an additional year.
Vice Mayor Gilbert said we heard about the need for more police officers, however you
must always remember we have to pay for those additional officers. Even free money is not
free.
Councilman Campbell asked whether the city will be hiring certified officers or would
applicants be put through the academy.
Manager Crew said in this particular cast, the applicant has to be a veteran. There are
many cases where these individuals have been military police but they are not sworn officers.
The consensus of the Council was to recruit Miami Gardens' residents for the police
officer positions.
Manager Crew reminded everyone to mark their calendar for Thursday, July 12, 2012 for
the City Hall Ground breaking ceremony. The event is scheduled for 10:00 a.m.
Mayor Gibson said she noticed the number of people in the lobby waiting for passport
services and asked the City Clerk to give a report on the passport processing activity.
Clerk Taylor shared two weeks ago, approximately $43,000 in revenue had been
generated this fiscal year from the passport services. There is always a rush just before the
summer vacation months. In addition, the word is spreading that Miami Gardens is a passport
acceptance facility therefore more people are coming to here.
Mayor Gibson opined the fact that individuals can come to city hall and have their
passport process in privacy rather than standing in line at the post office is also a factor for the
increase.
Vice Mayor Gilbert asked whether a camera to take the passport picture can be
purchased. He shared that he has been present many times when applicants have been instructed
to go to CVS or Walgreens for passport pictures. He said it would be cost effective for the city
to provide passport photo service, as well.
Manager Crew further shared that Miami Gardens is the only facility that does not take

appointments, which makes it very convenient for people needing to have their passport
application processed.
Councilman Campbell shared the word is out about Miami Gardens' passport processing.
He said he has heard nothing but positive responses from people who have had their passport
application processed here.
(N) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman David Williams Jr., commended the Miami Gardens Police Department and
the Kiwanis Club. He shared that he'd hosted a Jesse Trice Fundraising event, and the Miami
Gardens/Kiwanis Club's presence was there. He said several individuals approached him to share
their great respect for the city's police department. Those individuals were able to put a human
face on the police department.
Vice Mayor Gilbert recognized two members of the Job Corp Student Government
present in the audience. These individuals are also residents of Miami Gardens. He further
wished everyone a happy and safe 4h of July.
Councilman Campbell said residents in his area have concerns with the three drive-by
shootings that have occurred in his neighborhood during the last several months. He said he
would like to hear from the police department about what it is doing to put people at ease.
Chief Boyd said the misconception people have is that there are a lot of gangs in Miami
Gardens. He stated that is not the case. There are a lot of bad kids out there that group themselves
together, hang out together and they do things together. He stated he keeps saying this but
nobody is listening. We have some bad parenting skills. Parents are not putting time in with
these kids. When Norland or Carol City wins a Championship they are recognized for athletic
achievement. However, there are kids out there with 4.5 GPA's that are not recognized. He
stressed the importance of pushing the academics. He further shared that a lot of the people
getting shot are not innocent. He reiterated the importance of encouraging kids to get an
education and make something of themselves rather than circumventing them through athletic
activities. He said we have to start putting the heat on the parents. If not, we have not seen
anything yet. He further shared that he had spoken with a business owner about hiring students
and creating a work program. This business owner said he did not have a problem with this but
the student had to be sharp and able to do the job because no mistakes can be made. He stressed
again the importance of pushing academic excellence, and instilling in these kids that an
education is required to make something of their future.
Councilman Campbell expounded on the drive by shooting victims and said you have to
look at their life styles and associations. He further shared his suspicion that a lot of the drive by
shooting incidents started in other jurisdictions.
Councilwoman Robinson said there are some conversations that we as a community need
to start having, that we don't have. Until we start having these conversations things are not going

to change. She opined parents now do not have any parenting skills. Most of the parents that we
have now are kids themselves. She reiterated, we as a community has to stop ignoring, or turning
our heads. She opined the community is afraid to say something to our kids, and from personal
experience because she works with them the kids want someone to say something to them. They
respect you when you say something to do. She opined this cannot be on the police or the
parents; it is going to have to be a collective effort on all of us. The shootings are not random acts
they are shooting at a particular person. The only way this is going to stop is that people need to
tell. We keeping adding police officers and spending more money, the bottom line is each and
every one of us is going to have to do something about it, if we really want it to stop.
Vice Mayor Gilbert shared that people express concern about the police department not
being present to prevent crimes. That does not happen in real life. The way that you prevent
crimes is that you enforce every other law, every traffic law, etc. You make it appear that the
police is everywhere, and as such people will not want to get caught, so they do not commit the
crime. You prevent murders by creating an environment that is unacceptable and you do that by
enforcing every law. Therefore,the message should be simply"obey the law."
N-1) Mayor Gibson—Legislation regarding the naming of city streets.
Mayor Gibson said over the years there have been request to co-designate streets. The
City does not have a policy in place for this purpose. We need to determine what would be the
criteria for co-designating a street in Miami Gardens. She said she had spoken with the City
Attorney about this issue and she suggested that in order to give her some direction that it be
discussed at the Council meeting.
Vice Mayor Gilbert recommended as one of the criteria that the item be sponsored by a
Council member.
Mayor Gibson agreed with Vice Mayor Gilbert's recommendation. She further stated
that as a criteria Miami Gardens Drive will not be renamed.
Vice Mayor Gilbert said that issue has already been addressed.
Councilman Campbell said another discussion that took place previously that the street
would be renamed after a deceased person. He further shared concern with naming streets after
ministers due to the number of churches in the city.
Attorney Dickens asked if Councilman Campbell was asking that the criteria should
included that streets should only be named after deceased individuals. If that is the case that
would determine which applications would be accepted.
Mayor Gibson emphasized the importance of establishing the criteria.
Attorney Dickens said she would address this in the body of the document. Council has
approved criteria in some of the awards it has already adopted.

Manager Crew shared the city does not control street signs therefore someone will have
to pay for the sign.
Councilman Campbell asked if staff could also look at what other cities are doing. He
said he did not have a position on the matter at all and just wanted to provide some history as to
why this was not done in the past. He said if the majority of the Council wanted to move forward
to support the renaming or co-designation of streets he would support the majority of the
Council.
Councilman David Williams Jr., said he was not in agreement with limiting the co-
designation or street naming to individuals that are deceased.
Vice Mayor Gilbert opined a criteria is good, but maybe the vote just ought to be an
unanimous vote of this Body. He shared that he has been approached by two individuals about
naming a street after them(Dr. Lester Brown and Pastor G. David Horton).
Mayor Gibson recounted there have been instances where individuals have gone to the
state or the county to get a street named after someone. She said that street naming does not
happen unless this Council approves. She opined that the process needs to be cleared so that
people understands that there are state and county roads in the city. However,just because those
roads are in the City of Miami Gardens does not mean that the request put through the state of
the county would be approved. The City of Miami Gardens City Council makes the final
decision as to whether a street will be named after anyone when those street run through the
city's boundaries. She emphasized the importance of setting criteria for giving out awards
because if not, they would be devalued. These awards are given out because they should mean
something.
