HomeMy WebLinkAbout10.24.2012 CITY COUNCIL MINUTES, OCTOBER 24, 2012 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES OCTOBER 24, 2012 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens met in regular session, Wednesday, October 24, 2012, beginning at 7:10 p.m., in the City Council Chambers, 1515 NW 167th Street, Building 5, Suite 200, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Lisa C. Davis and Council members Lillie Q. Odom, Felicia Robinson, David Williams Jr., and Erhabor Ighodaro. Councilman Andre Williams was not present. Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Mayor Gilbert delivered the invocation. (C) PLEDGE OF ALLEGIANCE Recited in unison. (D) APPROVAL OF MINUTES Special City Council Minutes—September 14,2012 Motion offered by Councilman David Williams Jr., seconded by Vice Mayor Davis to approve the minutes, with necessary corrections, if any. There being no discussion, the motion to approve passed and carried by a unanimous voice vote. Special City Council Minutes—September 26,2012 Motion offered by Councilman David Williams Jr., seconded by Councilwoman Odom to approve the minutes, with necessary corrections, if any. There being no discussion, the motion to approve passed and carried by a unanimous voice vote. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, CONFIRMING COUNCILWOMAN FELICIA ROBINSON'S APPOINTMENT OF KAREN B. LAING TO THE DR. MARTIN LUTHER KING, JR., HOLIDAY STEERING COMMITTEE; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. Item K-2 was pulled from the Consent Agenda by Councilwoman Robinson. Mayor Gilbert clarified that it was not necessary for individual council members' appointments to be confirmed by the council before an appointee can serve on a committee. All that is needed is for the Council member to send an email or letter to the City Clerk. Motion offered by Vice Mayor Davis, seconded by Councilman David Williams Jr., to approve the official agenda, with the additions. There being no discussion, the motion passed and carried by a unanimous voice vote, of the members present. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) City Manager—Employee Recognition Manager Crew presented five year service pins to Police Department Personnel. F-2) Greater Miami Gardens Chamber of Commerce James Bussey, Chair of the Miami Gardens Chamber of Commerce appeared before the City Council to recount what has transpired with the Chamber over the last twelve months. February 2011, this Council adopted a resolution establishing the Miami Gardens Chamber of Commerce. Antranette Pierre was the first director of the Chamber. However, the Chamber was not in a position at that time to provide the necessary benefits to draw members. Elbert Waters was appointed Interim Director after Ms. Pierre's departure. He took over the Business Initiative Program. Mr. Waters did a good job with that program however the membership did not grow. Ula Zucker Williams is the current Executive Director of the Miami Gardens Chamber of Commerce. Ula Zucker Williams, Executive Director of the Miami Gardens Chamber of Commerce appeared before the Council and shared prior to being hired not much had been done to keep the Chamber organized. Within the past four (4) months the Chamber taxes have been filed and other affairs of the Chamber are now in order. The process is underway to build a website for the Chamber, which should be completed by December 15, 2012. New members are very Regular City Council Minutes October 24, 2012 Page 2 CITY COUNCIL MINUTES, OCTOBER 24, 2012 receptive about being a part of the Miami Gardens Chamber. The business incentive program is still available. The Chamber will be hosting a Crime Prevention meeting in November. A holiday party is planned for December. Mayor Gilbert suggested making this information available on the city's website. F-3) Skanska-City Hall Complex monthly report Brandon DeCarlo, Director of Capital Improvement Projects for the City of Miami Gardens appeared before the City Council to update them on the progress of the City Hall Project. He indicated the information provided in the package is from September therefore, that information is four weeks behind. If you pass by the area you will notice the tremendous progress Skanska is making. Nicole Herms, Skanska representative appeared before the City Council to expound on the project. The foundations are completed for city hall and the police building. The first second and third floor slabs for city hall are complete. The first floor slab for the police department is also completed. Skansa is preparing for its second job fair. Now that more contractors are on board it is now to re-partner with Jog Corps. Skansa also partnered with Work Force One and was able to provide contractors with good labor workers. Councilman David Williams Jr., commended Skanska and its entire development team for their community partnership. The project at Miami Carol City Elementary school is unbelievable. F-4) Councilwoman Robinson—Pink Week Event. Councilwoman Robinson appeared before the City Council and shared that October is Breast Cancer Awareness Month. The City of Miami Gardens is hosting a Pink Week, in support of Breast Cancer awareness. She shared with the Council a Congressional Record document issued by Congresswoman Frederica Wilson. This Congressional Record placed emphases on Councilwoman Robinson and the important work she has been doing for many years, promoting Breast Cancer Awareness, in the community. (G) PUBLIC COMMENTS Sharon Frazier-Stephens, 145 NE 193`d Street, Miami Gardens, Florida, appeared before the City Council to comment on a much needed job fair for the residents of Miami Gardens. Marvlyn Scott, a representative of All Star HR, 17600 NW 5`h Avenue, #121, Miami Gardens, Florida, appeared before the City Council in support of Item K-4. She announced the Job Fair,November 9, 2012. The job fair is designed specifically for Miami Gardens' residents. The focus is to get people working especially for the holiday season. (I� ORDINANCE(S) FOR FIRST READING: H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER 4 OF THE Regular City Council Minutes October 24, 2012 Page 3 CITY COUNCIL MINUTES, OCTOBER 24, 2012 CITY'S CODE OF ORDINANCES TO INCLUDE SECTION 4-46 - "SPECIAL REQUIREMENTS FOR LIVE REMOTE BROADCASTS"; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. (SPONSORED BY MAYOR OLIVER GILBERT III) Mayor Gilbert passed the gavel to Vice Mayor Davis and explained this item was brought to him by staff. Shellie Ransom-Jackson, Building Official/Code Department Director appeared before the City Council to expound on this item. She explained a local radio station representative came to her asking about the City's Special Event Permit process. The concern was sometimes local businesses wanted to do advertisements. The City's permit process is quite cumbersome to have to come in and obtain a permit each time. From that concern, the following ordinance is being presented for Council's approval, which would allow for an annual Live Broadcast Permit. Any radio or television station hired by local businesses in the City of Miami Gardens will be able to obtain this permit. Motion offered by Mayor Gilbert, seconded by Councilman David Williams Jr., to adopt this item on first reading. There being no discussion,the motion to adopt passed and carried by a 6-0 vote. Mayor Gilbert explained Councilman David Williams Jr., has a conflict with this item therefore,he is recused from voting. Motion offered by Councilman Ighodaro, seconded by Vice Mayor Davis to adopt this item. There being no discussion, the motion to adopt passed and carried by a unanimous voice vote of the members present. (M) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK M-1) City Manager's Monthly Report M-2) City of Miami Gardens Monthly Police Report Manager Crew said there is only one item for the December Zoning meeting and request to have that item considered at the regular city council meeting. Mayor Gilbert in response to Manager Crew's request replied, "Absolutely." Manager Crew invited everybody to come out to the staff Halloween Costume Party. (N) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman David Williams Jr., thanked the Chief and Deputy Chief of Police for participating in the crime initiative workshop held last week. He further thanked the Council members for their support and shared he received great feedback from the community about the workshop. He said he is now ready for the second phase of this initiative. Councilwoman Robinson encouraged everyone's participation during the Pink Week events. She shared on October 31St there will be a costume party as part of the Pink Week activities. She reminded everyone that early detection is our best protection. Councilwoman Odom reported the City received a plaque from the Miami-Dade County Historic Preservation Board due to the historic designation of the Sunshine Industrial Park Arch, and the historic farm house at NW 12th Avenue and 185th Street. She further announced the Elderly Affairs Advisory Committee will be hosting an Intergenerational Fashion Show, November 10th at Miami Carol City High School, beginning at 6:00 p.m. Councilman Ighodaro announced his inaugural meeting of the Elders Council/100 Women of Virtue will take place November 8th from 6:30-8:30 p.m., at the City Hall City Council Chambers. Women 70 years and older are invited to attend. He further shared that the Miami Gardens Bunche Park Neighborhood Watch has changed its meeting date to the first Regular City Council Minutes October 24, 2012 Page 8 _ CITY COUNCIL MINUTES, OCTOBER 24, 2012 Thursday of every month. Vice Mayor Davis thanked everyone, especially the Council for coming out to her Vice Mayor's Reception. The event was very well attended. She further announced that she will be hosting a free Diabetes Awareness Event, Sunday, November 18th from 4-7 p.m., at the Betty T. Ferguson Recreational Complex. Mayor Gilbert announced a memorial service celebrating the live of Fitzroy S. Taylor, family member of City Clerk Ronetta Taylor will be held, Saturday, October 27`x', at the Greater Miami Church of God Church, 1695 Opa-locka Boulevard from 10:00 a.m. to 12 noon. Mayor Gilbert said he would like for staff to review all the committees established by the Council and whether they are active. He further asked for a centralized calendar of all the meetings held by local crime watches and community groups. He shared the Mayor sits on the Education Compact, and although he has an abiding love for education, he does not have the time to sit. He asked Councilwoman Robinson to sit on the Education Compact, on his behalf. Councilwoman Robinson agreed to sit on the Education Compact. Mayor Gilbert shared the City's tenth birthday is coming up next year (2013), and he wanted every activity sponsored by the City to mention the fact that the tenth year anniversary is coming up (MLK event, etc). He asked the City Manager to explore having a ten year commemorative pin. He said the tenth anniversary activities will also take some planning therefore he asked Councilwoman Odom and Vice Mayor Davis to serve on that planning committee. Both agreed. Mayor Gilbert further shared that one of the things that he did not realized Mayor Gibson did so many of were proclamations. He said there are a lot of worthy causes, but we give days away fairly easy. He acknowledged the Clerk's Office gets a lot of pressure to have it done. He said that is not going to be done that way anymore. He opined when you give somebody a day, it should mean something. He directed the City Clerk to develop something, a meaningful presentation that can be given to people for special occasions, which does not involve giving away the calendar.
