REGULAR CITY COUNCIL MINUTES
JANUARY 12, 2011
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session on
Wednesday, January 12, 2011, beginning at 7:05 p.m., in the City Council Chambers, 1515 NW
167`h Street, Building 5, Suite 200, Miami Gardens,Florida.
The following members of the City Council were present: Mayor Shirley Gibson, Vice
Mayor Aaron Campbell Jr., and Council members Lisa C. Davis, Andre Williams, Felicia
Robinson, and Oliver G. Gilbert. Councilwoman Sharon Pritchett arrived at 7:08 p.m.
Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Special City Council Minutes—December 1,2010
Motion offered by Councilman Gilbert, seconded by Vice Mayor Campbell to adopt the
minutes,with necessary corrections, if any. This motion passed and carried by a 6-0 voice vote.

Motion offered by Councilman Gilbert, seconded by Vice Mayor Campbell to adopt the
minutes, with necessary corrections, if any. This motion passed and carried by a 6-0 voice vote.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Item K-1 was officially removed from the Agenda by Vice Mayor Campbell.
The Agenda was amended by the City Manager to add as Item F-6, a presentation by the
Vice Chair of the Dr. Martin Luther King Jr., Holiday Steering Committee.
Motion offered by Councilman Gilbert, seconded by Councilwoman Davis to adopt the
official agenda, with the necessary changes.
Independent of the Invocation, Councilman Gilbert asked everyone to take a moment of
silence on behalf of the shooting incident in Arizona where United States Congresswoman
Gabrielle Gilford was shot, and six others lost their lives; the youngest victim only nine years

old.
Councilman Gilbert reflected that we all have our differences. Everyone might not agree
with the decisions being made by the Council, and members of the Council might not agree with
each other. However, those differences should never be defined by violence. If the public does
not agree with decisions made by the Council members, they have the option of voting that
individual out of office. He emphasized the importance of practicing civility and respect for
each other,beginning this New Year.
Mayor Gibson shared there is a new agenda cover memorandum for the agenda items.
This memorandum has been revised to include those items discussed during the Strategic
Planning Sessions, and included in the Strategic Planning document. This City's Strategic Plan
can be found on the City's website.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Councilwoman Pritchett—Norland Vikings Football Team
Councilwoman Pritchett, along with members of the City Council presented a trophy and
Certificates of Special recognition to the football team, and coaches for their recent regional
victory.
Please note, Councilwoman Pritchett left the meeting at 7:35 p.m.
F-2) Councilman Gilbert—Business Spotlight
Councilman Gilbert shared his rationale for spotlighting businesses within the City of
Miami Gardens. This month recipient of the January 2011 Business Award was the North Dade
Federal Credit Union. He then provided background information on the initiation of the North
Dade Credit Union and its Founder.
Mr. Sherwood Dubois, a member of the North Dade Federal Credit Union Board
accepted the award. He further encouraged everyone to visit and do business with the North
Dade Federal Credit Union.
F-3) Chief Boyd,Miami Gardens Police Department Monthly Report
Chief Boyd reported the Department saw an eight (8%) percent increase in targeted
crimes during the month of December 2010. Most significant is that no homicides occurred
during that month. Compared to December 2009, crime was down seven (7%) percent. As
compared to the entire year, targeted crimes were reduced by fifteen (15%) percent. On special
note, residential and commercial burglaries were down twenty-one (21) and thirty (30) percent,
respectively. The homicide rate was reduced by fifteen (15%) percent, and there were 28 fewer
robberies than in 2009. Arrests for December were even, at 61; significant increase in auto and
general theft arrests. A chop shop was discovered operating within the Miami Gardens area. He
further shared that the police department is asking its residents to assist in preventing and
detecting crime. The Police Department's "Stay Safe and Get Involved Program" will be
underway this month. He emphasized the importance of citizens' participation to reduce crime

even further.
Councilman Williams made reference to the increase in auto thefts and asked whether
there was a contributing factor.
Chief Boyd in response to Councilman Williams' inquiry said the increase in auto thefts
is a national trend, right now. He said during the months of November and December, an
increase in auto thefts can be seen.
Councilman Williams asked Chief Boyd what advice can he give the residents to ensure
they are not victims of auto theft.
Chief Boyd advised that individuals should not leave any items in their vehicles. As
long as items are not left inside the vehicles, no attention will be drawn to it.
F-4) Liz Valera,NSP Administrator—NSP Quarterly Report
Ms. Valera, NSP Administrator appeared before the City Council and recounted that the
NSP is the result of the Housing Economic Recovery Act 2008. The City received an
entitlement 6.8 Million Dollars for the purpose of purchasing the abandoned and foreclosed
homes in the City of Miami Gardens. Under the Act, the City will purchase abandoned and
foreclosed homes, refurbish and then resell them to low and medium income first time
homebuyers. So far, the City has spent $806,000.00 for this activity. There is also a rental
portion to this program. The City put out an RFQ on November 22, 2010 for non-profit agencies
or organizations within the City that would be interested in receiving these properties so that they
can manage and rent them out. Five proposals were received. A recommendation to the Council
for consideration will be forthcoming. She presented before and after pictures of properties that
have been demolished or rehabilitated, approximately 4.7 Million Dollars has been spent for
these activities. To-date eleven (11) properties have been sold. Approximately $906,000 from
the sale of these homes has come back into the program.
Ms. Valera reported on the NSP III, which is administered differently than the NSP I.
She shared that the City received approximately 1+ Million Dollars from the NSP III Program.
This program focuses more so on specific areas where the impact can be seen, significantly.
Councilman Williams referenced the NSP III requirement, and the specific area to be
targeted. He asked how will the areas be selected.
Ms. Valera in response to Councilman Williams' inquiry shared that data provided by
HUD and the Census Bureau as well as other sources with regard to the foreclosure rate will be
used to select the areas.
Councilman Williams said he would be interested in seeing that data. He shared that the
Bunche Park area has already been deemed a blighted area.
Ms. Valera said the Bunche Park area is one of the areas that meet the criteria.

Councilman Williams asked about the $906,000 received from the sale of the homes and
asked whether that money is turned back over to the federal government.
Ms. Valera said those sales proceeds are recycled back into the program. Ten percent of
the proceeds are for administrative cost therefore, ninety percent is put back into the program.
Councilman Williams asked about the rental aspect of this program and whether the
rental properties will be conveyed to the management agency.
Ms. Valera said the City will not retain title. Those homes, which the City will not be
able to sell, will be conveyed to the management agency. A restrictive covenant to ensure the
rental agency is following federal guidelines will be recorded as well.
Mayor Gibson asked whether this program would assist those individuals transitioning
out of foster care.
Ms. Valera in response to Mayor Gibson's inquiry shared in the initial beginning this
program was offered however,many of the individuals felt they were not ready.
Councilman Gilbert asked with regard to the NSP III Program that the Westside of the
City be looked at as well.
Ms. Valera shared that based on the data provided by HUD, five different areas were
identified.
F-5) City Manager Dr. Crew—Employee Recognition (5 Year Service Pin)
City Manager Crew presented Five Year Service Pins to the following employees:
Roderick D. Potter, Code Compliance Division Director — Code Enforcement; Lakisha Y.
Westberry, Licensing and Housing Enforcement Manager—Code Enforcement; Angel Martinez,
Public Service Supervisor- Public Works/Streets.
F-6) Dr. Martin Luther King,Jr., Holiday Steering Committee Report
J. Phillip Tavernier, Vice-Chair of the Dr. Martin Luther King Jr., Holiday Steering
Committee appeared before the City Council to provide a status report of the upcoming Unity in
the Community event scheduled for Monday,January 17, 2011, at Carol City Park.
Ula Zucker-Williams, Media and Events Coordinator appeared before the City Council to
announce the upcoming Health and Fitness Event scheduled for Saturday, January 15, 2011,
from 8:00 a.m. to 4:00 p.m. This is a part of First Lady Michele Obama's campaign against
childhood obesity.
Manager Crew announced that a ribbon cutting ceremony will take place at 10:30 a.m.,
on Monday,January 17, 2011, at the Miami Carol City Recreation Center.

(G) PUBLIC COMMENTS
Michelle Beachman, 2830 NW 212th Terrace, Miami Gardens, Florida, appeared before
the City Council to implore the City of Miami Gardens Police Department to not give up on
finding the individual(s) responsible for the murder of her daughter, and only child. The murder
occurred October 2010. She placed emphasis on the importance of not letting this case go cold
and conveyed belief that there is someone out there with first-hand knowledge of this crime.

Councilman Gilbert explained the motivating factor for sponsoring this item. He said
there is a way the City can analyze who we give money to. This ordinance would provide for
certain preferences, if a deficiency is found in the way the City contracts with minority
businesses.
Motion offered by Councilman Gilbert, seconded by Vice Mayor Campbell to adopt this
item, on first reading.
Mayor Gibson made reference to the Ten Percent (10%) Business Preference Ordinance
and asked staff to provide at the second reading of this item, information on that program as
well.
At the conclusion of this discussion, the motion to adopt on first reading passed and
carried by a 6-0 vote.

(L) RESOLUTION(S)

(M) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
Manager Crew shared one of the items on tonight's agenda related to the complete
reconstruction of NW 7d' Avenue from 183rd Street to 199th Street. The first phase of this
project has already started with identifying the location of electrical, water and gas utilities lines
underground; that portion of the project with tear up the road for approximately 9 months to a
year. This project is being funding by Miami-Dade County Impact Fees.
City Clerk Taylor reported in 2009 more than 400 passport applications were process. In
2010 that number increased to over 700.
Mayor Gibson suggested, to effectively spread the word out into the community
advertising on the local radio stations would be a tremendous access, money well spent because
people listen to the radio.
(N) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Gilbert announced that he is hosting a Town Hall meeting to clear up some
of the lingering questions about water issues within the City of Miami Gardens. The Town Hall
meeting is scheduled for Saturday, January 22nd, at the Betty T. Ferguson Recreation Complex
from 10:00 a.m. to 12 noon. Representatives from Miami-Dade Water and the City of North
Miami Beach will be on hand to answer any questions the residents might have.
Vice Mayor Campbell commended a long-time citizen of this community for his

courageous undertaking because of opposing factions. He commented what this individual did
was done at great risk to himself. He said because of this individual's efforts the Vista Verde
Community is now going to see some significant improvements to the roadways and common
areas within that community.
Councilman Williams recognized Mario Bataille, Deputy City Clerk and stated that he
was glad to know that he is staying with the City. He further announced the Silver Sneaker
Program and the Key Biscayne Grant Programs kick-off will take place Tuesday, January 25th
from 12 noon to 2:00 p.m., at the Betty T. Ferguson Recreation Complex. Representations from
both agencies will be in attendance to answer any questions.
Mayor Gibson welcomed everyone back from the New Year. She said every year for the
City has been a challenge and opined this year will be more challenging than others, due to fiscal
constraints. She thanked everyone for their support.
