REGULAR CITY COUNCIL MINUTES
MAY 25. 2011
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session on
Wednesday, May 25, 2011, beginning at 7:09 p.m., in the City Council Chambers, 1515 NW
167"' Street, Building 5, Suite 200, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Shirley Gibson, Vice
Mayor Aaron Campbell Jr., and Council members Lisa C. Davis, Andre Williams, Felicia
Robinson, David Williams Jr., and Oliver G. Gilbert III.
Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Vice Mayor Campbell delivered the Invocation.

(D) APPROVAL OF MINUTES
Regular City Council Minutes—May 11, 2011
Motion offered by Councilman Gilbert, seconded by Councilwoman Robinson to approve
the minutes, with necessary corrections, if any. This motion passed and carried by a 7-0 voice
vote.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Motion offered by Councilman Gilbert, seconded by Councilwoman Davis to add the
following item to the official agenda as Item K-10. This motion passed and carried by a 7-0
voice vote: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING AN EXEMPTION FROM SECTION 255.20,
FLORIDA STATUTES FOR PRECONSTRUCTION SERVICES RELATING TO THE
CONSTRUCTION OF THE CITY HALL PROJECT AND AUTHORIZING THE CITY
MANAGER TO ENTER INTO AGREEMENTS WITH COSTAL CONSTRUCTION/HA
CONTRACTORS AND DELLA PORTA WARD & ASSOCIATES TO COMPLETE THE
PRECONSTRUCTION SERVICES AS OUTLINED IN THE DEVELOPMENT SERVICES

Motion offered by Councilman Andre Williams, seconded by Councilman David
Williams Jr., to pull Item K-10 from the Consent Agenda. This motion passed and carried by a

Motion offered by Councilman Andre Williams, seconded by Councilman Gilbert to
approve the official agenda with the necessary changes. This motion passed and carried by a 7-0
voice vote.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Councilwoman Davis—Spelling Bee Contest Winners
Councilwoman Lisa Davis along with members of the City Council presented trophies to
the 2011 Spelling Bee Champions: Chernelle Elliard, Brentwood Elementary; Rizae Fitz-
Charles, Bunche Park Elementary; Desiree Jaboin, Crestview Elementary; Moses Avin, Myrtle
Grove Elementary; Grace Blatch, Norland Elementary; Na'tasia Frederick, North County
Elementary; Angela Munoz, North Dade Center for Modern Language; Alice Royer, Norland
Elementary; Robyn Wilson, Parkview Elementary; Kimberly Aspi, Scott Lake Elementary;
Brianna Tobias, Skyway Elementary; and Sierra Perry, Parkway Middle School.
F-2) Councilman David Williams Jr.—2011-2014 Red Ribbon Certified Schools

b. Miami Carol City Senior High School
Councilman David Williams Jr., stated the 2011-2014 Red Ribbon Certified School,
which is a nationally recognized honor, has been announced. Two of those schools were from
the City of Miami Gardens(Carol City Middle School and Carol City High School).
Councilman Andre Williams said the criteria for being recognized as a Red Ribbon
Certified School involves: Recognition highlights the schools commitment towards keeping
students drugs and alcohol free; keeping academic performance and keeping parents and the
community engaged. Red Ribbon Certified Schools is a preventive delivery system under which
underage drinking prevention strategies are implemented in schools. The objective is to target at
least 31 elementary, middle and high schools for the mentored certification process within
Miami-Dade and Orange Counties from 2009-2012. Two schools from Miami Gardens were
awarded this certification.
At this time, Mayor Gibson presented representatives from Miami Carol City Senior
High School, and Carol City Middle School with a Commendation in recognition of this
outstanding achievement.
F-3) Councilman David Williams Jr.—Holly Zwerling,President of So. FL.
Fatherhood Task Force
Councilman David Williams asked Philip Tavernier to come forward to talk about the
Fatherhood Task Force and its goals. He further shared there is a big fatherhood celebration that
will be taking place June 2011.
J. Philip Tavernier, 2750 NW 172"d Terrace, Miami Gardens, Florida, appeared before
the City Council to expound on the Fatherhood celebration taking place June 21, 2011. The

Fatherhood Task Force of South Florida is celebrating its first year anniversary. One of the
components of this organization is the Fatherhood Reading Squad, which is designed to give
fathers an opportunity to come into the schools and read to their children. This organization is
partially funded by the Children's Trust, the Early Childhood Initiative and is fortunately to have
the support of individuals like Councilman David Williams Jr. The organization's website is:

F-5) Dr. Danny O. Crew, City Manager—Employee Recognition
City Manager Crew presented five year service pins to: Isa Lou Walls, School Crossing
Guard; and Ida Ruth Renard, School Crossing Guard.
F-6) Renee Crichton, Deputy City Manager—T.R.I.P. Day of Service Presentation
Renee Crichton, Deputy City Manager appeared before the City Council to provide a
report of the success of the T.R.I.P Day of Service. The project, which transformed an
abandoned lot into a butterfly and plant park took place in the Vista Verde neighborhood. The
city's public works, code enforcement and parks and recreation departments were recognized for
all their hard work. Tsahai Codner, Keep Miami Gardens Beautiful Director and staff were also
acknowledged for doing an amazing job of coordinating all of the moving parts associated with
this project. She further acknowledged the landscape architect Calvin Giodorino; some before
and after pictures were presented in a slide show.
Councilman David Williams Jr., commended staff for doing an outstanding job. He
further questioned why there was no media coverage for this event.
Councilman Gilbert thanked Deputy City Manager Renee Crichton for her efforts as well.
Mayor Gibson commended the City of Miami Gardens' staff from the Executive staff on
down for always going above and beyond their duties and responsibilities when assigned to work
on city projects.
(G) PUBLIC COMMENTS
Flora Johnson, Chair of the Elderly Affairs Advisory Committee, with a residential
address at 1910 NW 16P Street, Miami Gardens, Florida, appeared before the City Council to
invite everyone to the 2nd Annual Intergenerational Affairs Fashion Show scheduled for Sunday,
June 5, 2011, at the Betty T. Ferguson Recreational Center, 3000 NW 191s' Street, Miami
Gardens, Florida.
Ryan Hawkins, 2767 NW 167th Street, Miami Gardens, Florida, appeared before the City
Council representing County Commissioner Barbara Jordan. He announced that Commissioner
Jordan will be hosting a District 1 Foreclosure and Buyer Assistance event on June 4, 2011 at
Florida Memorial University, 15800 NW 42nd Avenue, from 9:00 a.m.— 1:00 p.m.
Dr. Lester Brown, 18801 NW 29" Court, Miami Gardens, Florida, appeared before the
City Council to commend the City Council and staff for the wonderful things going on within the

City. He further commended the Council for its civility.
Issac Larrier, 3801 NW 187 ' Street, Miami Gardens, Florida, appeared before the City
Council to expound on The Greater Miami Service Corps and the great opportunities this
organization provides for its participants. The program provides a second chance for individuals
who have been in trouble through internships. It also has a G.E.D. Program. He said there are
currently two locations for this program: Allapattah and Leisure City, but nothing in the City of
Miami Gardens. He asked the Council to look at bringing this program to the Miami Gardens
area.
Sharon Frazier-Stephens, 145 NE 193`d Street, Miami, Florida, appeared before the City
Council to expound on the foster care event (2nd Annual walk-a-thon) scheduled for May 28,
2011, at Scott Park.
Audrey Hyman, 725 NW 199h Street, Miami Gardens, Florida, appeared before the City
Council to congratulate the City of Miami Gardens Police Department for the recent article in the
Miami Herald,which stated a decrease in crime.

Councilman Andre Williams made reference to language in the accompany memorandum
that states MGTC Group was not going to agree to sign over the contract without getting paid for
certain preconstruction services not contemplated in the preconstruction agreement.
Attorney Dickens in response to Councilman Andre Williams' inquiry explained at the
last Council meeting the City Council directed staff to initiate certain actions. Staff sent a letter
to that effect. MGTC said there were certain things they need to get paid for. The City has
already agreed to pay for the preconstruction services as provided by contract. Because the City
does not owe MGTC the money it is requesting, it is not going to pay the money. Therefore, this
process is the way to not have to go through that. She shared that legally the city is protected by
Chapter 255 of the Florida Statutes (255.20(1)(c)(7) and (8), which provides for an exemption.
She said this in the abundance of caution.
Motion offered by Councilman Andre Williams, seconded by Councilman David
Williams Jr., to adopt this item.
There being no further discussion on this item, the motion to adopt passed and carried by
a 6-1 voice vote. Councilman Andre Williams cast the dissenting vote.
(M) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
Attorney Dickens thanked everyone for supporting the Taste in the Gardens Event
sponsored by the Kiwanis Club of Miami Gardens. She further shared the Kiwanis Club of
Miami Gardens gave out$6,000 in scholarships to deserving seniors in Miami Gardens.
(1) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Gilbert commended Mayor Gibson for delivering an excellent State of the
City Address. He further announced that on June 14, 2011 during the Seniors' Program he
would be hosting an event in honor of Father's Day.
Councilman David Williams Jr., asked whether Mayor Gibson would allow Ms. Holly
Zwerling a few minutes for comments.
Holly Zwerling, President of South Florida Fatherhood Task Force appeared before the
City Council to expound on the organization's goals and objectives. She further asked that the
City Council consider proclaiming the month of June as Father's Month, and that this
proclamation be presented at the next City Council meeting.\

Mayor Gibson approved the issuance of the proclamation at the June 8h City Council.
Mayor Gibson announced the Memorial Day Breakfast is scheduled for Monday, May
30th from 8:30 a.m. to 10:30 a.m. at the Betty T. Ferguson Recreational Complex.
Motion offered by Councilman Gilbert, seconded by Vice Mayor Campbell to appoint
Councilman Gilbert as the voting delegate for the 87h Annual Florida League of Cities
Conference, August 2011. This motion passed and carried by a 7-0 voice vote.
