REGULAR CITY COUNCIL MINUTES
OCTOBER 12, 2011
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, October 12, 2011, beginning at 7:06 p.m., in the City Council Chambers, 1515 NW
167`h Street, Building 5, Suite 200, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Shirley Gibson, Vice
Mayor Aaron Campbell Jr., and Council members Lisa C. Davis, Felicia Robinson, David
Williams Jr., and Oliver G. Gilbert III. Councilman Andre Williams was no present due to
conflict in scheduling. Motion offered by Councilman Gilbert, seconded by Councilwoman
Robinson to excuse Councilman Andre Williams' absence. This motion passed and carried by a
unanimous vote,
Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K.
Dickens and Deputy City Clerk Mario Bataille, sitting in for City Clerk Ronetta Taylor who was
not present due to illness.

Special City Council Minutes—September 28,2011
Motion offered by Councilman David Williams Jr., seconded by Councilwoman Davis to
approve the minutes, with necessary corrections, if any. This motion passed and carried by a
unanimous voice vote.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Motion offered by Councilman Gilbert, seconded by Councilwoman Davis to approve the
official agenda. This motion passed and carried by a unanimous vote.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Mike Gambino, Floodplain Administrator—FEMA Award
Mr. Gambino appeared before the City Council to expound on the FEMA Award
received by the City of Miami Gardens. This award also provide for residents in flood zones to
receive a twenty percent discount on their flood insurance. For those residents in an x-zone ten
percent discount is offered.

Councilman Gilbert and Mayor Gibson suggested providing this information to the City's
Media and Events Division so that it can be broadcast to the public via media blast and
community newspaper.

F-4) City Clerk—Institute for Elected Officials
Deputy City Clerk Bataille presented Councilman David Williams Jr., with a Certificate
of Completion from the Institute of Government for Elected Officials.
(G) PUBLIC COMMENTS
Erhabor Ighodora, 17200 NW 20th Avenue, Miami Gardens, Florida, appeared before the
City Council to thank the Council and the City of Miami Gardens for its support during the
Nigerian Independence Day Celebration. He thanked Mayor Gibson for the Greeting Letter sent.
He acknowledged and thanked the city manager's office, building and public works departments
as well as the police department for their exemplary efforts.
Carlos Augusto Pereira, 4211 Roosevelt Street, Hollywood, Florida, appeared before the
City Council to expound on Item K-2. He said he was looking forward to working with the city
on this worthwhile endeavor.

H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AMENDING SECTION 28-125 OF
THE CITY'S CODE OF ORDINANCES TO ESTABLISH A
PERMIT AMNESTY PROGRAM; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; REPEALING ALL
ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING
FOR AN EFFECTIVE DATE. (SPONSORED BY THE CITY
MANAGER)
Shellie Ransom, Building Official for the City of Miami Gardens appeared before the
City Council and explained this ordinance establishes procedures to bring additions or repairs
that have not received permits or certificates of occupancy/completion into compliance with the
Florida Building Code. Essentially this is a mechanism to assist the residents.
Motion offered by Councilman Gilbert, seconded by Councilwoman Davis to adopt this
item on first reading.
There being no discussion on this item, the motion to adopt on first reading passed and
carried by a 6-0 vote.

I-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, RELATING TO ELECTIONS,
CALLING THE 2012 SPECIAL ELECTION FOR SEAT 5 OF THE
CITY COUNCIL; SCHEDULING THE DATE, PLACE AND TIME
OF THE ELECTION; PROVIDING FOR RUNOFF ELECTION, IF
NECESSARY; PROVIDING FOR QUALIFICATION OF
CANDIDATES; PROVIDING FOR CLOSE OF ELECTION
BOOKS; APPROVING THE OFFICIAL BALLOT FORM;
PROVIDING FOR NOTIFICATION; PROVIDING FOR

Mayor Gibson opened the floor for the public hearing. After there were no interested
parties to speak on this item,the public hearing closed.
Motion offered by Vice Mayor Campbell, seconded by Councilman Gilbert to adopt this
item.
Deputy City Clerk Bataille explained the Florida Elections Committee did meet and set
the Presidential Primary Election for January 31, 2012. Therefore the ordinance needed to be
amended accordingly.
Motion offered by Councilman Gilbert, seconded by Councilwoman Robinson to amend
the ordinance to delete the following language: page 2 line 6-8, line 16-17 the language unless
the Presidential Preference Primary is amended by the Election Committee; page 3, lines 2 and 3,
change qualifying dates from October 24`h - October 31 st to October 31 to November 7th, line 5,
delete the language in the event....through line 9.
There being no discussion on the amendment the motion to amend passed and carried by
a unanimous voice vote.

(M) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
M-1)Flood Plain Report. Copies of this report are available at the back of the room for
public review.
Attorney Dickens reported all constructions contracts for city hall have been executed.
Mayor Gibson asked about the completion date for the city hall project.
Manager Crew in response to Mayor Gibson said that construction completion is set for
December 2012.
(N) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilwoman Davis reminded everyone that October is National Anti-Bullying Month.
She further shared letters have been sent out to the local schools as well as churches encouraging
their participation. Miami Norland Elementary School will be participating in an Anti-Bullying
event, Wednesday, October 18`h beginning at 9:00 a.m. She invited the Council members to
come out for this event.
Mayor Gibson asked about the Annual Breast Cancer Awareness event held by the City
of Miami Gardens.
Attorney Dickens outlined the events that would be taking place for the entire week
starting October 17th. The walk will take place October 20, starting at City Hall.
Mayor Gibson announced the annual ribs cook-off will take place November 5th at Calder
Race Track, beginning as 12 noon and ending at 8:00 p.m. Ticket price for this event is $15.00.
The sponsor of this year's event has partnered with the Miami Gardens Council of Excellence,
and will be donating $4.00 from each ticket sold to this entity.
