A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER AND THE CITY ATTORNEY TO NEGOTIATE AND
EXECUTE A MEMORANDUM OF UNDERSTANDING (MOU)
WITH OIC OF SOUTH FLORIDA (OIC); PROVIDING FOR
INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on July 18, 2019, staff met with OIC of South Florida (OIC) a
community-based leader in providing quality self-help skills, employment opportunities
for disadvantaged and underemployed residents, thus, assisting them to become self-
sufficient and productive members of society, and
WHEREAS, its work is accomplished through three divisions: Workforce
Development, Youth and Families, and OIC Strategic Integration (Social Enterprise
Cooperation), and
WHEREAS, during this meeting OIC provided staff with information regarding
Project LIFT, a workforce product funded by a grant awarded by the U.S. Department of
Labors' Employment and Training Administration, and
WHEREAS, the program was created to provide free vocational training in the
areas of Information Technology and Advanced Manufacturing for low and medium
skilled custodial parents living in both Dade and Broward Counties who meet the
minimum program eligibility requirements, and
WHEREAS, pursuant to the proposed Memorandum of Understanding, OIC will
provide all training and supportive services at no cost to the residents, and
WHEREAS, in-turn, the City of Miami Gardens will provide adequate space to
ensure that these services are offered, and
WHEREAS, City Staff recommends that the City Council authorizes the City
Manager to execute the MOU with OIC,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager and the City Attorney to negotiate and execute a
Memorandum of Understanding (MOU) with OIC of South Florida.
Section 3: INSTRUCTIONS TO THE CITY CLERK: The City Clerk is hereby
directed to obtain two (2) fully executed copies of the subject Memorandum of
Understanding with one to be maintained by the City and with one to be delivered to the
OIC.
Section 4: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON SEPTEMBER 25, 2019.

On September 25, 2019, Miami Gardens City Council approved
Reggie Leon Resolution No. 2019-203-3332 authorizing the City manager and the
C'onneil .Weinber City Attorney to negotiate and execute a Memorandum of
Understanding (MOU) with OIC to provide all training and supportive
services at no cost to the residents of Miami Gardens through Project

MEMORANDUM OF UNDERSTANDING;
this Memorandum of Understanding(MOU)is entered in between the City of Miami Gardens and OiC OF South Florida.hereinafter
referred to as()1C,whose intent is to provide Workforce Development Training and Job Placement for residents of Miami Gardens.

i he C itN of Miami Gardens shall:
• Assign an Agency Liaison(Diree:tor of the Community Development Department 1 to share information on participant;
that will be referred to OiC.
• Refer candidate(s)for Case Manager Position in Miami Gardens.
• Provide opportunities for staff collahoration and follow-up on referrals.
• Provide adequate space and access to the location agreed upon to ensure services are provided.
• Maintain and provide updated list of new businesses in Toning area to identify skills needed and stipulate commitment to
hire participants trained by OIC.
• Assist in the ertoagement and sharing of the OIC LiFT opportunities throughout the public of City of Miami Gardens.
• Provide feedback to foster collaboration and review of efforts on a monthly basis.

• Provide access to business service rexiurces to assist with coordinating employment services and training opportunities
for all residents.
• Accept referrals according to program guideline,-s,which are as follows:
Participant must he 17 years or older

Aust be able to pass the TABS at I()°i grade level(unless participant has AA or higher)
Must he a custodial parent legal guardian or foster parent with:
• Al least one child that is 13 years or younger or
• At least one child with a disability or developmental delay(may exceed 13 years of age)

Phase I -Participant enrolls,completes course work and attains an lndustr) Recosmized certification that
includes either courses in Information 1 echnology or Advanced Manufacturing.
Phase 2-OiC will provide Employability Skills Training(EST):EST training is a required part of the program.
This training teaches a range ofskills and tools including soli skills that gives participant an advantage over
