Special City Council Meeting - 2nd Budget Hearing Minutes
September 25, 2019
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Sep 25 2019, beginning at 6:00 p.m., in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert,
Vice Mayor/Council Member Rodney Harris, Council Member Erhabor
Ighodaro, Council Member Lillie Odom, Council Member Reggie Leon, Council
Member David Williams Jr., and Council Member Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
2. INVOCATION
Mayor Gilbert delivered the Invocation.
3. PLEDGE OF ALLEGIANCE
4. RESOLUTION(S)/PUBLIC HEARING(S)
Mayor Gilbert announced this is the second of two public hearings for the
adoption of the millage rate and budget for the City of Miami Gardens for Fiscal
Year 2019/2020.
4. 1. A RESOLUTION OF THE CITY OF MIAMI GARDENS, FLORIDA,
ADOPTING A FINAL MILLAGE RATE AT A PUBLIC HEARING TO BE
LEVIED FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2019,
THROUGH SEPTEMBER 30, 2020 FOR OPERATING PURPOSES;
ESTABLISHING THE ROLLBACK RATE; ESTABLISHING THE DEBT
MILLAGE RATE APPROVED BY THE ELECTORATE; PROVIDING
FOR DIRECTIONS TO THE FINANCE DIRECTOR THROUGH THE
CITY MANAGER; AND PROVIDING FOR AN EFFECTIVE DATE.
City Clerk Bataille read the Item into the record.
Mayor Gilbert stated the proposed millage rate for the City of Miami
Gardens for Fiscal Year 2019/2020 is 6.9363, which is 8.95% over the
roll-back rate, and the voted debt service millage rate is 0.8962. The
aggregate millage rate for fiscal year 2019/2020 is 7.8325.
Mayor Gilbert opened the floor for this public hearing.
Dorothy Smith appeared before the City Council and questioned if it was
too late for the City Council to consider lowering the millage rate and to

consider residents who are unable to attend the Council meetings.
There being no further comments, Mayor Gilbert closed the public
hearing.
A motion was made by Vice Mayor Harris, seconded by
Councilman Williams, Jr., to adopt the final millage rate and voted
debt service millage rate Resolution.
There being no further discussion on the millage rate Resolution; a
motion was made by Vice Mayor Harris, seconded by Councilman
Williams, Jr., to defer this item until after discussion on the budget.
The motion to defer this item passed and carried by a unanimous
voice vote.
After discussion on the budget Ordinance; a motion was made by
Councilman Leon, seconded by Vice Mayor Harris, to recall the
final millage rate and voted debt service millage Resolution.
The motion to recall this item passed and carried by a unanimous
voice vote.
There being no further discussion, Mayor Gilbert called the question.
A motion offered by Vice Mayor/Council Member Harris, seconded
by Council Member Williams Jr. , to adopt the final millage rate and
the voted debt service millage rate Resolution passed and carried
by a 7 to 0 roll call vote of the City Council.

5. ORDINANCES ON FOR SECOND READING/PUBLIC
HEARING(S):
5.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, APPROVING AND ADOPTING THE CITY'S
BUDGET FOR THE 2019-2020 FISCAL YEAR; PROVIDING FOR THE
EXPENDITURE OF FUNDS; AUTHORIZING THE CITY MANAGER TO
TAKE CERTAIN ACTIONS; PROVIDING FOR CARRYOVER OF
FUNDS; PROVIDING FOR INTERFUND TRANSFERS; PROVIDING

FOR AUTOMATIC AMENDMENT; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR AN
EFFECTIVE DATE.
City Clerk Bataille read the item into the record.
Mayor Gilbert opened the floor for this public hearing.
Bereatha Howard, 17311 NW 37th Avenue, Miami Gardens, FL 33056,
provided background information on Catalyst Miami and requested
Council support on a partnership between the City and Catalyst Miami.
Korene Stuart, 3801 NW 191st Street, Miami Gardens, FL 33055,
provided information on Catalyst Miami's youth mentorship program and
requested the Council assist them with providing space for non-profit
groups who provide services to the City.
There being no further comments, Mayor Gilbert closed the public
hearing.
A motion was made by Councilman Williams, seconded by
Councilwoman Odom, to adopt the budget Ordinance on second
reading.
There being no further discussion on the budget Ordinance; a
motion was made by Councilman Williams, Jr., seconded by Vice
Mayor Harris, to defer the budget Ordinance until after approval of
the millage Resolution.
The motion to defer the item passed and carried by a unanimous
voice vote.
After approval of the final millage rate and the voted debt service
millage rate Resolution; a motion was made by Councilman
Williams, Jr., seconded by Vice Mayor Harris, to recall the budget
Ordinance.
The motion to recall this item passed and carried by a unanimous
voice vote.
There being no further discussion, Mayor Gilbert called the question.
A motion offered by Council Member Williams Jr., seconded by
Council Member Odom , to adopt this Ordinance on second
reading passed and carried by a 7 to 0 roll call vote of the City
Council.
