A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO
DEVELOP, IMPLEMENT, AND AMEND AS NEEDED, A PAID
PARENTAL LEAVE POLICY; PROVIDING FOR THE ADOPTION
OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Mayor and City Council for the City of Miami Gardens (the "City")
share a commitment to improving workplace opportunities for working families in the
City's government, and a Paid Parental Leave Policy fortifies this commitment, and
WHEREAS, the City has outstanding employees working with passion and
diligence to ensure that we remain the premiere City in which to Live, Work, Learn and
Interact, and
WHEREAS, under federal and state law, eligible employees are entitled to take up
to twelve weeks of leave for the birth, adoption or foster placement of a child. During that
period, employees'jobs are protected, and they continue to receive employer paid health
benefits; however, there is no requirement that employees be paid during the leave, and
WHEREAS, paid leave and workplace flexibility increase productivity, help recruit
talented workers, lower worker turnover and replacement costs, reduce absenteeism, and
improve job satisfaction, and
WHEREAS, the lack of income during periods of parental leave puts an undue
burden on families and causes employees to return to work earlier than they might
otherwise choose to, and
WHEREAS, the City finds that this Resolution will provide the City Manager the
ability to implement and manage a competitive paid leave benefit that will improve
workplace flexibilities and establish greater support for enhancing work-life programs,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS.-
Section
OLLOWS:Section 1 : ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby made
a specific part of this Resolution.
Section 2: AUTHORIZATION: City Manager is hereby authorized to develop,
implement, and amend as needed, a Paid Parental Leave Policy that provides City of
Miami Gardens employees a parental leave benefit that compliments current and future
City benefit offerings.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON DECEMBER 11, 2019.
