JANUARY 23, 2019
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday,
January 23, 2019, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 271,
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor Rodney Harris Council
members: Lillie Q. Odom, Reggie Leon, Katrina Wilson, Erhabor Ighodaro and David Williams
Jr.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and
City Clerk Mario Bataille.
Mayor Oliver Gilbert, was absent.
A motion offered by Councilwoman Odom, seconded by Councilman Williams, Jr. to excuse
Mayor Gilbert's absence.

Vice Mayor Harris opened the floor for public comments.
Joan Harris, 5020 NW 197 Street, Miami Gardens, FL appeared before City Council to
propose the City adopt a platform for local artist recognition.
Larry Jones, 670 NW 199 Street, Miami Gardens, FL, appeared before City Council to
express disagreement about the local code enforcement sweep that took place in his
neighborhood.
Carol Lawrence, 831 NW 207 Street Miami Gardens, FL appeared before City Council to
present Former City Councilwoman Felicia Robinson with a plaque on behalf of the
Women's Heart Initiative.

INTERNATIONAL MUSIC AND FOOD FESTIVAL; PROVIDING

Councilman Leon inquired if Council previously approved the hosting of International Music
Festival (IMFest).
In response, City Manager Benson stated it was suggested by City Council that the funds
allocated for IMFest be considered for another event. City Manager Benson recalled during the
previous City Council meeting, it was voted upon to transfer the allocation for IMFest to support
the Senior Prom.
Councilman Leon inquired about the significance of bringing an item back in support of IMFest,
if City Council voted to allocate funding to another event.
In response, City Manager Benson clarified that the Item was present by Councilman Ighodaro.
In support of the Item, Councilman Ighodaro, stated it is common practice for City
Council members to ask for funding in support of their respective programming.
Seeking clarity, Councilman Leon stated that he was unaware if City Council voted to
support this program.
Councilman Ighodaro recalled the discussion during the previous City Council meeting
where City Councilmembers agreed that an Item should be presented asking for support
and funding for IMFest.
City Attorney Dickens offered comments clarifying City Council had not voted to host
IMFest.
In response, Councilman Leon stated that the Item asking for funding for the event was
out of order if Council had not voted to host the event.

In response, City Attorney Dickens stated if City Councilmembers voted on the Item as
presented,the voted will be inclusive of funding and authorization of the event.
Councilman Williams Jr. indicated he thought Councilmembers were able to utilize funds
allocated under the Special Events account in support of any event of their liking as long
as the event was deemed beneficial to the City.
Councilman Ighodaro stated that the language in the Item was self-evident asking for
Council to both support and authorize funding for the event.
Vice Mayor inquired from the City Attorney if the language in the Item was consistent
with the previous statement made by Councilman Ighodaro.
In response, City Attorney Dickens referred to the Item as presented, stating the
explanation would have to come from Councilman Ighodaro.
Councilman Ighodaro reiterated his previous statement and referred to previous Items
submitted for similar events that were approved by City Council.
Councilwoman Wilson stated if Council supports this Item as presented the City would
be liable for all expenses associated with hosting the event without fully being aware of
all budgetary cost associated with hosting this event.
In response, Councilman Ighodaro stated that Council has not asked for a budget when
voting on other City Councilmember's sponsored events.
Councilwoman Odom suggested a review of the meeting minutes where sponsored City
events were discussed. Councilwoman Odom recalled the consensus being the City
would not host IMFest.
In response, Councilman Ighodaro recalled the discussion during the meeting in question,
stating during the meeting it was suggested that he present an Item to Council seeking
support for the event.
A motion was offered by Vice Mayor Harris, seconded by Councilwoman Odom to table
this Item until the next City Council meeting.
There being no objections the Item is tabled until the February 13, 2019 City Council
meeting.
Councilwoman Wilson stated her recollection of the discussion surrounding the IMFest
and other City events was that the City would explore whether hosting certain events
would be beneficial to the City. Additional comments were made by Councilwoman
Wilson in reference to the funding provided for Senior Prom and the importance of
showing consistency and uniformity of practice.

based on conversations had with residents that are of Caribbean descent.
There being no further discussion the motion to table this Item passed by a unanimous

(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
City Clerk Bataille provided City Councilmembers with an update on the Charter
Revision Commission; meeting will be held the first Wednesday of each month. The next
meeting will be held February 16, 2019 at 6:00pm.
Councilman Ighodaro expressed his condolences to Councilwoman Wilson on the death
of her father. Councilman Ighodaro expressed his disdain for the inconsistent process of
approving agenda items.
Councilman Leon expressed his gratitude to Tom Ruiz and the Public Works Department
for the Keep Miami Gardens Clean-up project held this past weekend.
Councilwoman Wilson expressed her gratefulness for the outpouring of support she
received from the community, colleges and staff alike during her time of bereavement.
Councilwoman Wilson added additional comments that expressed her commitment to the
residents.

Councilman Williams Jr announced the finale of the Science Fair competition/events.
The community was invited to participate based on available space. Educational Compact
sunshine meeting will be held January 24, 2019 at 5:30pm in Council Chamber.
Condolences were expressed to Councilwoman Wilson and her family.
Vice Mayor Harris extended his sympathy to Councilwoman Wilson and her family. He
invited all in attendance to spend more time with family and loved ones.
