CITY COUNCIL MEETING MINUTES
June 26, 2019
(A) CALL TO ORDER/ROLL CALL
The City Council Members for the City of Miami Gardens, Florida, met, Wednesday,
June 26, 2019, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 27`h
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor Rodney Harris
Councilwoman Lillie Q. Odom, Councilwoman Katrina Wilson, Councilman Erhabor
Ighodaro, Councilman Reggie Leon and Councilman David Williams,Jr.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Mario Bataille.
A motion offered by Councilman Williams, Jr, seconded by Councilwoman Odom, to
excuse the absence of Mayor Oliver Gilbert passed and carried by a unanimous voice
vote of all members present.
(B) INVOCATION
Invocation was delivered by Pastor Adams of Mount Zion AME Church.
(C) PLEDGE OF ALLEGIANCE

City Clerk Bataille withdrew the minutes until the July 10, 2019 meeting.
(E) ORDER OF BUSINESS
City Clerk Bataille added Item K4 to the agenda:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS,
FLORIDA, SUPPORTING THE MIRACLE IN THE GARDEN; WAIVING THE
COSTS ASSOCIATED WITH THE USE OF THE SHOWMOBILE AND WAIVING
STAFF COST FOR SATURDAY, JULY 13, 2019; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.

(G) PUBLIC COMMENTS:
Shannon Campbell, 3974 NW 166U' Street, Miami Gardens, FL spoke on behalf of
Melvin Bratton. Mr. Bratton wanted to commend Miami Gardens Police Officers and
staff at the Betty T. Ferguson Center for a job well done in keeping teenagers safe during
a recent shooting at Betty T. Ferguson Center. In his statement Mr. Bratton thanked the
employees that were working that night, for a job well done.
Pastor R. Adams: Mount Zion AME Church 15250 NW 22nd Avenue, expressed his
concern about the gun violence that is plaguing our community. He stated that they will
be praying for the city every Thursday evening at 7pm for God's intervention with the
gun violence that is going on. He quoted the scripture from 2 Chronicles 7:14. He stated
that they plan to go to every church in Miami Gardens to ask them to partner with them to
fight this issue. Invitations were extended to Council Members to join them in prayer.
Councilman Ighodaro stated that Pastor Adams is his pastor; he also commend the Police
Department on the last two arrests that were made in the Russell case and the Willis case.
Vice Mayor Harris echoed the sentiments of Councilman Ighodaro and extended hands
claps to the Police Department for the fine job that they are doing.

Brandy Wells: 18720 NW 27th Avenue, Miami Gardens, FL stated that she has a
nonprofit serving Miami Gardens serving at risk children between the ages of 12 — 18
free of charge Monday through Friday for the past three years. She stated that they have
served over 50 children however due to the incident last week, they are now displaced.
She is asking for a safe zone for the kids.
Jermaine Wells: 18720 NW 27th Avenue, stated that he was targeted, displaced,
humiliated and hit with trespassing by the City of Miami Gardens Police Department, the
same park he had been at for the past three years with 50 kids waiting. He stated that
there was not reason, no warning, and no incident. Public Comment is closed.

H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING CHAPTER 2 -ADMINISTRATION,
ARTICLE III. - BOARDS, COMMITTEES, COMMISSIONS, OF THE
CODE OF ORDINANCES BY CREATING A HISTORIC ADVISORY
COMMITTEE (HAC); PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING FOR AN
EFFECTIVE DATE. (SPONSORED BY COUNCILWOMAN LILLIE Q.
ODOM)
Councilwoman Lillie Odom offered comments in support of the Item. Explaining the
importance of history preservation. Councilwoman Odom asked Councilmembers for
their support by approval of this Item for the creation of an advisory board to preserve the
history of Miami Gardens.

A motion offered by Councilman Leon, seconded by Councilman Williams, Jr, to
approve the Item on first reading passed and carried by a 6-0 vote.

City Attorney Sonja Dickens briefed the City Council on the mediation with the City of

North Miami Beach, indicating nothing was resolved and the City is moving forward
with the litigation
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES
EACH)
Councilman Williams thanked Tom Ruiz and the Public Works Department for their
work with the Keeping Miami Gardens Beautiful project and for cleaning up the science
field at the last minute. Additional thanks to Tom Ruiz for participating in the bird
release at the Botanical Garden. Additional comments offered by Councilman Williams
Jr, in reference to the concerns expressed during Public Comments. Councilman
Williams also inquired as to where we are regarding the law suit against the City of North
Miami Beach regarding the water issues.
In response, City Attorney Dickens stated that City was in litigation with the City of
North Miami for the twenty-five percent (25%) surcharge, additional comments were
offer explaining what was required of the City by statute.
Councilwoman Wilson offered comments directly relating to the parks/bond projects in
the Seat 4 area.
Councilman Leon announced the Senior's Appreciation Day event to take place on this
upcoming Friday at Walden Pond from 1:00 pm to 4:00 pm.
Vice Mayor Harris expresses his gratitude to the council, staff as well as to the
community for the cards, phone calls, letters and prayers during his family's time of
bereavement. He also stated that there will be a job fair at Betty T. Ferguson on June 29d'
from loam—3pm. Additional comments were offer announcing the Dream Summit with
Eckart Connects on June 28th from 10:30 to 2pm at the North Dade Regional Library, the
Community Yard Sale that will be held on June 29th at the Center for Children
Enrichment from 8am to 12pm. Additionally, he mentioned the trolley tour conducted
with Realtors highlighting the City for future homeownership. Vice Mayor Harris
encouraged everyone to continue loving each other and working together toward making
the City of Miami Gardens beautiful.
