City Council Meeting Minutes
January 8, 2020
1. CALL TO ORDER/ROLL CALL
The City Council Members for the City of Miami Gardens, Florida, met,
Wednesday, January 22, 2020, beginning at 7:00 p.m., in the City Council
Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert,
Vice Mayor/Council Member Rodney Harris, Council Member Erhabor
Ighodaro, Council Member Reggie Leon, Council Member Lillie Odom, Council
Member David Williams Jr., and Council Member Katrina Wilson.
Also in attendance were: Deputy City Manager Craig Clay, City Attorney Sonja
K. Dickens, and City Clerk Mario Bataille

ADD-ON ITEM #2: A RESOLUTION OF THE CITY COUNCIL OF THE CITY

PARTNER WITH THE ORANGE BLOSSOM CLASSIC TO HOST THE
ORANGE BLOSSOM HIGH SCHOOL FOOTBALL SHOWCASE, AND
AUTHORIZING THE CITY MANAGER TO TAKE ALL OF THE NECESSARY
STEPS TO FINALIZE THIS PARTNERSHIP; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE

A motion made by Councilman Williams Jr., seconded by Vice Mayor
Harris, to approve the Consent Agenda passed and carried by a
unanimous voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. Meatless Monday Presentation.
During Reports of the Mayor and City Council, Councilwoman Lillie Q.
Odom read into the record a proclamation proclaiming Monday as
"Meatless Monday".
7. PUBLIC COMMENTS
Angelo Garcia, 16330 NW 45th Ave, Miami Gardens, FL, appeared before City
Council, to express his disappointment with the City. He explained every time
he comes before Council with an issue, it appears nothing is done about it.
Additionally, he expressed being unhappy with the appearance of NW 47th
Avenue. He asked to speak with someone to point out the number of filthy
places within the City. He stated the City has a beautification program, but he
is unaware of where the beautification is taking place.
Mary Reeves, 1521 NW 168th Terrace, Miami Gardens, FL appeared before
City Council to wish everyone a Happy New Year and to commend council on
revitalizing and restarting the Education Compact Advisory Board. She inquired
about transcripts from the November 13th workshop and if residents input
would be considered in the plan of action. She also expressed some frustration
with the construction done on NW 183rd Street, from 441 to NW 7th Avenue.
In response, Mayor Gilbert stated transcripts come from the City Clerk's Office
and informed Ms. Reeves of the public comment portion of the Quasi-Judicial
Hearings.

ALLOCATING FUNDS FROM COUNCILMAN IGHODARO'S PUBLIC
AFFAIRS ACCOUNT IN THE AMOUNT OF ONE THOUSAND
DOLLARS ($1,000.00), FOR THE 27TH ANNUAL DR. MARTIN
LUTHER KING, JR. SCHOLARSHIP BREAKFAST, PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS: PROVIDING FOR AN

11.2. RESOLUTION NO. 2020-002-3401: A RESOLUTION OF THE CITY

EXECUTE AND ATTEST, RESPECTIVELY, THAT CERTAIN

FORM, FOR COMPUTER AIDED DISPATCHING (`CAD') AND THE
RECORDS MANAGEMENT SYSTEM (`RMS'), A COPY OF WHICH IS

PROJECT SAFE NEIGHBORHOODS GRANT AWARD FROM THE
DEPARTMENT OF LAW ENFORCEMENT OFFICE OF CRIMINAL
JUSTICE; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY
AND ALL DOCUMENTS RELATED TO THE ACCEPTANCE OF THIS

City Clerk Bataille administered the oath of truthfulness to all
parties interested in providing testimony to any quasi-judicial zoning
hearings.
Mayor Gilbert opened the floor for public comments.
Mary Reeves, 1521 NW 168th Terrace, Miami Gardens, FL
appeared before City Council to inquire about the level of
community involvement the residents will be offered in regards to
the entertainment district. Additionally, she inquired about the next
meeting date where the Item will be on the agenda.
Mayor Gilbert explained this is the third reading on this Item and
there has been three public hearings thus far. Mayor Gilbert
suggested the Planning and Zoning Department host a community
informational session to inform the resident of the follow up steps in
the development process. Additionally. Mayor Gilbert advised the
next meeting date will be posted on the City's website.
There being not further comments from the floor, Mayor Gilbert
closed the floor.
Answering a questions posed by Mayor Gilbert, Planning and
Zoning Director Nakeischea Smith provided a brief overview on the
amendments of the Item. Director Smith, explained there were no
changes to the Item from second reading, the Item was re-
advertisement as a formality. Additional comments were made
reference second reading, explaining the time frame had been
extended to July 1 and that the Church was permitted by right.
Mayor Gilbert explained having this type of use as a matter of right
on the corridor in question was a problem. Mayor Gilbert went on to
explain the type of use in question, gave people the right to put
gathering/entertainment facilities right next to residential homes.
Additional comments were offered explaining the need for some
type of protection for the residents as the corridor transitions.

Mayor Gilbert requested the Planning and Zoning Department draft
a special exception that will be reviewed by the City Manager's
Office to include an assessment fee.
Director Smith stated a special exception will be drafted and
present at the next reading.
Councilman Ighodaro stated he appreciated the concessions made
on the Item, but requested if a grandfathering clause be enacted.
Mayor Gilbert further explained the intent of the special exception to
protect the church and residents along the corridor in question.

January 22, 2020 City Council Meeting passed and carried by a
7 to 0 roll call vote of the City Council.

Councilman Ighodaro wished everyone a Happy New Year and welcomed
everyone back.
Councilwoman Odom announced and read a proclamation to kick-off the
Meatless Monday campaign.
Vice Mayor Harris wished everyone a Happy New Year and asked that
everyone keep our Servicemen and Women in our prayers.
Councilman Williams, Jr. wished a Happy New Year to everyone. He inquired
about the locations of the red light cameras and the determining factors related
to their placement. He also inquired if the data collected is ever reevaluated

and if any cameras were removed and/or moved as a result.
In response, Deputy City Manager Clay explained before camera placement, a
traffic study was completed and the determination was made based on high
traffic areas. He also stated some cameras have moved and considerations
are being made to place and relocate some additional cameras.
Mayor Gilbert announced the MLK celebration taking place at the Community
Center, January 20th at 12 noon. Also, the Mayor's Fitness Challenge will kick
off Saturday, January 11th at 8:00 am at the Community Center. Additional
announcements were made to include the City's free Spanish and Creole
lessons, which will begin next week, also at the Community Center. Mayor
Gilbert wished everyone a Happy MLK Day.
