REGULAR CITY COUNCIL MINUTES
September 12, 2018
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, September 12, 2018, beginning at 7:00 p.m., in the City Council Chambers,
18605 NW 27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Council
members: Lillie Q. Odom, Lisa C. Davis, Rodney Harris, Felicia Robinson and David
Williams Jr.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Mario Bataille.
A motioned offered by Mayor Gilbert, seconded by Councilwoman Robinson, to excuse
the absence of Vice Mayor Erhabor Ighodaro passed by a unanimous vote of the
members present.

D-1) Regular City Council Minutes —June 25, 2018
A motion was made by Councilman Williams Jr., seconded by Councilwoman Davis, to
approve the draft minutes passed and carried by a 6-0 unanimous vote.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Councilwoman Odom pulled Items K-1 and K7 from the consent agenda.
The following item was added to the official agenda as Items L-2.

A motioned offered by Councilwoman Robinson, seconded by Councilwoman Davis to

approved the Agenda as amended was approved by a unanimous voice vote of the
members present.

(G) PUBLIC COMMENTS
Dorothy Smith, 20484 NW 14 Place, Miami Gardens, FL appeared before City Council
to thank the Mayor and City Manager for their assistance looking into the flooding
happening in Coconut Cay.
Shenica Henderson Davis, 3801 NW 191 Street, Miami Gardens, FL appeared before
City Council to discuss concerns with the proposed budget.
Jennifer Nijhove, 1731 NW 206 Street, Miami Gardens, FL appeared before City Council
to request the City consider increase Police presence at the area schools.
Lynette Hickenbottom, 20832 NW 25 Avenue, Miami Gardens, FL appeared before City
Council to discuss progress with the parks.
Angelo Garcia, 16330 NW 45 Avenue, Miami Gardens, FL appeared before City Council
to share concerns regarding development and the increased crime rate.
Linda Hodges Holloway, 748 NW 204 Street, Miami Gardens, FL appeared before City
Council to express concerns about the maintenance of the Betty. T. Ferguson
Recreational Complex.
Janet Griffin, 20421 NW 24 Court, Miami Gardens, FL appeared before City Council to
share concerns regarding park improvement and safety surrounding the Lake Lucerne
community.
Janice Coakley, Miami Gardens, FL appeared before City Council to express concerns
about the possible increase in water bill by residents who serviced by the City of North
Miami Beach.
Sonia Flowers, Miami Gardens, FL appeared before City Council to congratulate all the
candidates who ran during the August 28th election.

Councilwoman Robinson recused herself; due to her board appointment with one
of the grant recipients.
Assistant City Manager Craig Clay and Jeannette Smith Community Development
Director appeared before City Council to explain the allocations made through the 2018 —
2019 Community Development Block Grant award cycle.
Mayor Gilbert opened public hearing on this Item.
Janice Coakley appeared before City Council inquiring about the process used to select
the nine organizations selected as awardees. Additionally, she asked for a description of
each organization.
Mayor Gilbert commented that the requested information is described in the agenda back-

There being no further comments, Mayor Gilbert closed public hearing on this Item.
Motion offered by Councilman Harris, seconded by Councilwoman Davis, to open the
Item for discussion.
Councilwoman Odom inquired about the form of communication used to advertise the
pre proposal meeting.
In response, Assistant City Manager Clay spoke about requirements by HUD relating to
advertising which included general circulation i.e. the Miami Herald. Additional, the City
did deliver the notice through the City's a -blast system.
Mayor Gilbert added that the organizations are not contacted; the meetings are noticed
for the organizations to attend.
Councilman Harris inquired about the contact person for the application process.
In response, Assistant City Manager Clay stated that the application is on line and the
recommendations are made by the selection.

Councilman Williams, Jr questioned the purpose of the scoring.
In response, Assistant City Manager Clay explain that the scoring to determine how funds
will be allocated.
Councilwoman Odom inquired about the procedure to ensure that the residents are being
served.
In response, Assistant City Manager Clay referenced the monthly reporting process.

In response, Mayor Gilbert explained that the diversion program has been used by
The University of Miami, initiated by State Attorney Katherine Fernandez -Rundle
to prevent college students from obtaining criminal records for minor infractions.

Councilwoman Odom inquired about the procedure for posting the RFQ and the
rules/policies for accepting only one bid.
In response, Mayor Gilbert explained that the advertisements are listed on bidsync.
City Manager Benson offered additional comments explaining companies sometimes
have limited resources that exclude them from biding on multiple projects.

Assistant City Manager Vernita Nelson appeared before City Council to explain that the
Item is being presented to appoint board members to the Community Redevelopment
Agency. Mrs. Nelson indicated that staff recommendation is for Council to appoint itself
as the board.
Mayor Gilbert opened public comments on this Item.
Marry Reeves, 1521 NW 168 Terrace, appeared before City County to inquire about the
urgency to appoint Council as board members. Additional comments were about
advertising of the meetings.

Motioned offered by Councilwoman Robinson, seconded by Councilwoman Davis to
open the Item for discussion.
Assistant City Manager Nelson reappeared before City Council to explain that two
community meetings were held, one at City Hall and one off-site at a community
location. Additional comments were offered explaining the appointment of the board
follows the rules out lined in the State Statue.
Mayor Gilbert offered comments explain to sense of urgency to establish the board.
There being no further discussion the motion to approve this Item passed and carried by a
unanimous voice vote of all members present.

Mayor.

Councilman Harris offered comments thanking the Mayor and City Council members for
the appointment and vote of confidence. Additionally, Vice Mayor Harris stated he is

Councilman Harris inquired from the City Attorney if the developer would have time to
reach out to the community before second reading.
In response, Assistant City Attorney Loreal Ascot stated if the desire of the Council is to
have the developer address the concerns, Council has the ability to articulate that.
The applicant appeared before City Council in response to the concerns raised by
Councilman Harris.
Mayor Gilbert inquired about the entry to the property and if traffic will be directed into
the neighborhood. Additional inquiries were made of the developer to enter into a
covenant as to the type of business
In response, the applicant explained the plan for exit and entry and stated they were
opened to a restricted convenient.

Mayor Gilbert inquired of the Council if anyone need to make a Jennings Disclosure.
Councilwoman Robinson inquired about the number of units proposed.
Councilman Harris inquired about the number of meeting the applicant held with the
community.
The applicant appeared before City Council to explain the parking concerns and that the
units will be market rate.
Mayor Gilbert commentated that he does not feel comfortable that the development will
not change the character of the neighborhood.
Mayor Gilbert moved to defer the Item to a time certain September 26, 2018,
seconded by Councilwoman Robinson.

Councilwoman Davis congratulated Deputy City Manager Craig Clay and Councilman
Rodney Harris
Councilwoman Odom announce September as Nation Sickle Cell Awareness Month and
Aging Awareness Month.
Councilman Harris asked for prayers in the path of the storm.
Councilwoman Robinson announced October as Paint the City Pink month. Meet Me
Monday every second Monday at Carol City Park.
Mayor Gilbert announced registration is open for the Mayor's Fitness Challenge and
September 20, 2018 is the next Open Mic Night. Additional comments offered were in
response to comments made during public comments. Mayor Gilbert also expressed the
importance in voting in the upcoming election.
