Re: Spirit of Miami Gardens Award
In preparing an awards-recognition policy and plan for the police department, a new
award was proposed -The Spirit of Miami Gardens Award. This award was created to
recognize an employee who has made a significant contribution to the city and residents
of Miami Gardens outside of their normal job duties. While designing the award, it
occurred to me that such an award would also be a good way for the Mayor and City
Council to recognize outstanding contributions to the City and its residents. To that end,
I am bringing forward this proposed resolution establishing such an award.
As proposed, the Spirit of Miami Gardens Award would be the highest recognition that
can be given recognizing an individual's dedication to the City through:
• Extraordinary service to the City and its residents;
• Dedication to the spirit of the Community;
• Outstanding Volunteerism on behalf of the residents; or
• Bringing exceptional credit or recognition to the City and its residents
Recipient of this award must be a resident of the City during the period of service to be
recognized, except that members of the City's staff need not be a resident to be
considered.
The Mayor and City Council would award no more than 3 medals in any one year as
follows: resident (1); City staff (1); and City' Police Department employee (1).

By April 1 of each year, the Chief of Police and the City Manager would nominate one
employee each who embodies the meaning of this award. The Mayor and Council
would also choose one individual from the community to receive the honor also. The
award would be presented at a regular City Council meeting or such other public
occasion as appropriate during the month of the May each year in conjunction with the
City's founding.
RECOMMENDATION: To adopt the resolution establishing the award.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, ESTABLISHING THE CITY OF MIAMI GARDEN'S
"SPIRIT OF MIAMI GARDENS AWARD;" PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE
DATE.
1 WHEREAS, in certain circumstances, the City of Miami Gardens would like to
2 award members of the community and members of the City staff and members of the
3 City's Police Department who demonstrate extraordinary service to the City and its
4 residents, dedication to the spirit of the community, demonstrated outstanding

volunteerism on behalf of the residents or brings exceptional credit or recognition to the
City and its residents, and
WHEREAS, the Mayor and City Council would like to bestow the Miami Gardens
"Spirit of Miami Gardens Award" in these instances,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
14 Section 2. ESTABLISHMENT OF AWARD: The City Council of the City of
15 Miami Gardens hereby creates the " Spirit of Miami Gardens Award," which is the
16 highest recognition that can be given to recognize an individual's dedication to the spirit
17 of Miami Gardens through extraordinary service to the City and its residents, dedication
18 to the spirit of the community, demonstrated outstanding volunteerism on behalf of the
19 residents or brings exceptional credit or recognition to the City and its residents.
20 Section 3. QUALIFICATIONS:
21 a. Recipients of the "Spirit of Miami Gardens Award" must be residents of the
22 City during the period of the service to be recognized, except that members of
23 the City staff need not be residents to be recognized.
24 b. The Mayor and City Council should award nor more than one medal in any
25 one year to a member of the community, one medal to a member of the City staff
26 and one medal to a member of the Police Department.
27 c. At the first City Council meeting of April of each year, or as soon as
28 practical thereafter, the City Council shall decide upon a person to receive the
29 "Spirit of Miami Gardens Award."
30 d. By April 1St of each year, the Chief of Police shall nominate one employee
31 from the Police Department to receive the "Spirit of Miami Gardens Award."
32 e. By April 1St of each year, the City Manager shall nominate one member of
33 the City staff to receive the "Spirit of Miami Gardens Award."
34 f. The Mayor and City Council shall present the "Spirit of Miami Gardens
35 Awards" at a regular City Council meeting or on such other public occasion as
36 appropriate during the month of May each year in conjunction with the City's
37 incorporation date.
38 Section 4. EFFECTIVE DATE: This Resolution shall take effect immediately
39 upon its final passage.

41 GARDENS AT ITS REGULAR MEETING HELD ON APRIL 11, 2007.
