Re: Golden Glades Aesthetic Improvements Project
Background:
In December 2003, Florida's Turnpike Enterprise ("Turnpike") held a public outreach
meeting to garner suggestions on possible improvements to the existing Turnpike
expressway, specifically from NW 167th to NW 191St Streets. At that meeting, the
Turnpike introduced two alternatives for the expansion of the Golden Glades toll plaza.
Both designs reflected a 50' right-of-way easement acquisition on the west side of
expressway-at Rolling Oaks Park. (The east side of the expressway was determined
impracticable due to the existence of well sites placed sporadically throughout the
property's perimeter.)
As part of the toll plaza expansion, the Turnpike committed to the following: (1)
extending the noise abatement wall in order to hinder impact onto the neighboring
residential community; (2) acquire the 50' right-of-way at Rolling Oaks Park; (3)
renaming of the toll plaza; and (4) provision of supplemental landscaping for aesthetic
design. The total improvements equated to $6.65M in renovation towards construction
and engineering of the above-referenced development. The construction of the noise
abatement wall was completed late 2006.
In February 2007, the Turnpike contacted the City of Miami Gardens regarding a
beautification project underneath the Golden Glades toll plaza (at NW 183~d Street and
approximately NW 13 Avenue). The Turnpike set aside $350,000 of its landscaping

budget to provide additional aesthetics to the site. On March 1, 2007, the Mayor, City
Manager, Assistant City Manager Renee Farmer, Development Services Director Jay
Marder and Special Projects Director Antranette Pierre, heard presentations from 3 A/E
firms selected from its existing continuing service contracts with Florida Department of
Transportation, on their respective ideas to enhance beautification at that project site.
City staff chose C3TS as the most responsive presenter. Their basic improvements
included vertical reinforced earth walls with a standard pattern and underdeck bridge
lighting. Additional aesthetic improvements include landscaping, pedestrian crosswalk,
sidewalk plazas, and design elements incorporated from Miami Modern architecture.
Overall, C3TS presentation was conducive to a design that is distinctive for the City of
Miami Gardens. Attached is a copy of the conceptual rendering of C3TS' design for the
project.
The proposed resolution supports the beautification efforts of the Florida Turnpike
Enterprise project titled "Golden Glades Aesthetics" of which the Turnpike has pledged
$350,000.
RECOMMENDATION: It is recommended that the City Council approve the proposed
resolution supporting the Golden Glades Aesthetics Project towards the upgrade of the
area underneath the expressway at NW 183~d Street and 13th Avenue.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, EXPRESSING SUPPORT
FOR THE FLORIDA'S TURNPIKE ENTERPRISE
BEAUTIFICATION EFFORTS ALONG NORTHWEST 183RD
STREET AND 13T" AVENUE; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING AN
EFFECTIVE DATE.

5 WHEREAS, as a result of that meeting, the Turnpike committed to extending the

7 community; to acquiring a 50 foot right-of-way at Rolling Oaks Park; to renaming the
8 Golden Glades toll plaza; and to providing additional landscaping in the amount of $6.65
9 million dollars, and
10 WHEREAS, in February of 2007, the Turnpike contacted the City of Miami
11 Gardens in regards to a beautification project to occur underneath the Golden Glades
12 toll plaza at Northwest 183~d Street and approximately 13th Avenue, and
13 WHEREAS, to support this project, the Turnpike set aside $350,000, and
14 WHEREAS, the Turnpike has agreed to contract with Corzo Castella Corbello
15 Solomon, P.A., in order to complete the project,
16 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
17 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
18 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
19 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
20 made a specific part of this Resolution.
21 Section 2. EXPRESSION OF SUPPORT: The City Council of the City of
22 Miami Gardens hereby expresses support for the Florida's Turnpike Enterprises
23 beautification project to occur underneath the Golden Glades toll plaza at Northwest
24 183~d Street and approximately Northwest 13th Avenue.
25 Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately
26 upon its final passage.
27 PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF MIAMI
28 GARDENS AT ITS REGULAR MEETING HELD ON APRIL 11, 2007.
