Crew City Manager Date: April 11, 2007 Re: Proposed Resolution authorizing the City Manager to issue purchase orders for temporary personnel services on an as needed basis The City continues to grow at a rapid pace and in order to provide our citizens with timely service the existing staff requires additional temporary personnel services from time to time. The City has contacted TransHire Employment Services as they have a local office (Miami Lakes) and can provide qualified staff within twenty-four hours notice. Funding for this expenditure is provided in the using department's operating budgets. The Town of Davie acting as a lead agent for the Southeast Florida Governmental Cooperative Group prepared specifications advertised the bid document and awarded the bid #R-2004-250 for a contract period of one year with two renewals. The City of Coral Springs took over the lead agency from the Town of Davie due to time constraints and renewed the contract through November 3, 2007. City of Coral Springs' City Commission awarded the renewal on November 21, 2006. (see attached renewal letters and agenda memo). When the City started to utilize the services of TransHire Employment Services, the need for temporary personnel services was not contemplated that it would be greater than the City Manager's authority to approve, however, the need is more than anticipated, and will exceed the sums the City Manager is authorized to spend. J-4) CONSENT AGENDA RESOLUTION TRANSffiRE EMPLOYMENT SERVICES Recommendation: That the City Council approve the attached resolution authorizing the City Manager to issue purchase orders to TransHire Employment Services as needed in amounts not to exceed the allocated budgets. 2 Resolution No. RESOLUTION No. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE ORDERS FOR TEMPORARY SERVICES ON AN AS NEEDED BASIS TO TRANSHIRE EMPLOYMENT SERVICES IN ACCORDANCE WITH THAT CERTAIN TOWN OF DAVIE BID DOCUMENT R-2004-250 THROUGH NOVEMBER 3, 2007; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, the Town of Davie, acting as a lead agent for the Southeast Florida 2 Governmental Cooperative Group, prepared specifications and advertised a bid 3 document and awarded bid R-2004-250 to TransHire Employment Services, for a period 4 of one year with two contractual renewals, and 5 WHEREAS, the City Council of the City of Miami Gardens has utilized the 6 services of TransHire Employment Services by relying upon the Town of Davie contract, 7 and 8 WHEREAS, when the City started to utilize the services of TransHire 9 Employment Services, it was not contemplated that the fees for those services would be 10 greater than the $50,000.00 purchasing authority awarded to the City Manager, and 11 WHEREAS, in light of the fact that the City has grown so fast, and that the City 12 has needed to utilize TransHire Employment Services more than anticipated, the City 13 has almost expended the sums the City Manager is authorized to spend, and 14 WHEREAS, in light of the fact that the City's purchases through TransHire 15 Employment Services will exceed the City Manager's $50,000.00 spending authority, 16 the City Manager is asking that the City Council permit the City to utilize the services of 17 TransHire Employment Services by relying upon that certain Town of Davie bid 18 document R-2004-250, 1 Resolution No. 19 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 20 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 21 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 22 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 23 made a specific part of this Resolution. 24 Section 2. AUTHORIZATION: The City Manager is hereby authorized to issue 25 Purchase Orders for temporary services on an as needed basis to TransHire 26 Employment Services in accordance with that certain Town of Davie bid document R- 27 2004-250 through November 3, 2007. 28 Section 3.
