Crew City Manager Date: April 11, 2007 Re: Proposed Resolution authorizing the City Manager to negotiate and execute an agreement for the NW 175th Street Drainage Project The City of Miami Gardens received a grant of $230,000 from the Florida Department of Environmental Protection for drainage improvements. Drainage on NW 175th Street from NW 37th Avenue to NW 42"d Avenue is required and will include French drains and installation of catch basins in order to eliminate ponding and to afford better drainage. Additional funds for this project are available in the Storm Water Fund. Specifications were prepared by URS Corporation, Bid #06-07-013 and advertised on February 9, 2007. A broadcast notice was sent to 1,037 vendors. Thirty-one bid packages were requested. The bids were opened on March 2, 2007. Eleven bids were received and publicity read. (see attached tabulation sheet). The apparent low bidder was analyzed as to their ability to perform the work. In addition, staff examined their credentials and checked their references. The City's consultant concurs that the contractor is very reliable. Recommendation: That the City Council approve the attached resolution authorizing the City Manager to negotiate and execute an agreement with Acosta Tractors, Inc. located in Hialeah, Florida in the amount of $270,620.00. J-6) CONSENT AGENDA RESOLUTION ACOSTA TRACTORS, INC. RESOLUTION No. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AWARDING A BID TO ACOSTA TRACTORS, INC., IN AN AMOUNT NOT TO EXCEED $270,620.00 FOR THE COMPLETION OF THE DRAINAGE PROJECT ON NORTHWEST 175T" STREET FROM NORTHWEST 37T" AVENUE TO NORTHWEST 42ND AVENUE; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, on February 9, 2007, the City advertised Bid No. 06-07-013 for the 2 installation of drainage on Northwest 175th Street from Northwest 37th Avenue to 3 Northwest 42"d Avenue, and 4 WHEREAS, 11 bids were received and publicly read, and 5 WHEREAS, Acosta Tractors, Inc., was the apparent low bidder, and 6 WHEREAS, the City staff has examined Acosta Tractors, Inc.'s, credentials and 7 have checked their references and have determined that they are capable of completing 8 the drainage project, and 9 WHEREAS, funding for this project is available from a $270,620.00 grant 10 received from the Florida Department of Environmental Protection for drainage 11 improvements, 12 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 13 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 14 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 15 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 16 made a specific part of this Resolution. 17 Section 2. APPROVAL: The City Council of the City of Miami Gardens hereby 18 approves the award of a bid to Acosta Tractors, Inc., in an amount not to exceed 19 $200,000 for the completion of the drainage project on Northwest 175T" Street from 20 Northwest 37T" Avenue to Northwest 42ND Avenue. 21 Section 3. AUTHORIZATION: The City Manager is hereby authorized to 22 negotiate and execute an Agreement with Acosta Tractors, Inc., for completion of the 23 drainage project on Northwest 175T" Street from Northwest 37T" Avenue to Northwest 24 42ND Avenue, subject to the review and approval of the City Attorney, in amount not to 25 exceed $ 270,620.00. 26 Section 4.
