Re: Proposed Resolution authorizing the City Manager to execute an
agreement to purchase radio equipment from Miami-Dade County
(MDC) for the Miami Gardens Police Department.
Background:
The City Council authorized the City Manager to issue bonds, whose proceeds
would partially be used for capital expenditures in establishing the Miami
Gardens Police Department (MGPD).
When the MGPD transitions police service from MDC on December 1, 2007,
communications will be an integral part of the operation. The officers will need
effective communications in order to communicate with the dispatch center as
well other officers in the field. The current agreement with MDC is to utilize the
Miami-Dade Police Department (MDPD) Communications Center for emergency
calls for service and initiate a communications center within the MGPD to answer
and dispatch non-emergency calls for service.
Through this agenda item, staff is requesting the purchase of dual band (700/800
MHz) hand held radios for the officers as well as 800 MHz fixed vehicle radio
devices. The handheld radios are portable and allow for communication outside
of the vehicle when necessary. The vehicle mounted radios will serve as the

primary point of communication and emit a stronger signal which will be more
effective during times of limited use such as hurricane operations.
The hand held radios proposed under this item anticipate the completion of the
dual band radio frequency that South Florida law enforcement agencies will be
able to access. This dual band system will be implemented to improve
communications among the various agencies. With the purchase the City of
Miami Gardens Police Department will be at the forefront of radio communication
technology hardware. Due to the fact that improved inter-agency communication
is a goal of our Urban Area Security Initiative (USAI), a portion of the purchase
($105,000) will be funded with monies from the UASI. These funds are allowable
under the initiative in order to upgrade the portable radios to a dual band
frequency to ensure interoperability in hazardous and emergency operations.
Many agencies anticipate utilizing this dual band function as it becomes available
in order to increase interagency communication.
The devices will be purchased and programmed by MDC and delivered to MGPD
for use and installation. Various vendors were contacted to discuss the feasibility
of purchasing the devices from a source other than MDC. After analysis it was
determined that the purchase should be made from MDC to ensure compatibility
with MDPD's radio system and create a seamless transition for the police
department.
Recommendation:
That the City Council approve the attached resolution authorizing the City
Manager to execute an agreement with Miami-Dade County for the purchase of
communications devices in the amount of $1,167,308.69.
RESOLUTION No. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT TO PURCHASE RADIO
EQUIPMENT FROM MIAMI-DADE COUNTY FOR THE MIAMI
GARDENS POLICE DEPARTMENT IN THE AMOUNT OF ONE MILLION
ONE HUNDRED SIXTY SEVEN THOUSAND, THREE HUNDRED EIGHT
AND 69/100 DOLLARS ($1,167,308.69); AUTHORIZING A WAIVER OF
THE COMPETITIVE BIDDING REQUIREMENTS OF ORDINANCE NO.
2005-10-48, THE CITY'S PURCHASING ORDINANCE; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE
DATE.
1 WHEREAS, previously the City Council authorized the issuance of bonds, the
2 proceeds of which are to partially be used for capital expenditures associated in
3 establishing the Miami Gardens Police Department (MGPD), and
4 WHEREAS, it is important that when the City finally transitions all police services
5 from Miami-Dade County (MDC) on December 1, 2007, the City has adequate
6 communications equipment for the MGPD, and
7 WHEREAS, City staff is recommending that the City Council authorize the
8 purchase of dual band (700/800 MHz) handheld radios as well as 800 MHz fixed vehicle
9 radio devices for use in the MGPD, and
10 WHEREAS, since MDC is operating a Police Department, and has certain
11 purchasing arrangements which permit it to purchase the needed equipment at a
12 reduced rate, City staff is recommending that the City Council authorize the City
13 Manager to execute an Agreement with MDC for the purchase of the communication
14 devices from MDC in the amount of $1,167,308.69, and
15 WHEREAS, in accordance with the Agreement, MDC will purchase and program
16 the equipment and then deliver it to MGPD for use and installation, and
17 WHEREAS, in accordance with the City's Purchasing Ordinance, purchases of
18 this nature, are to be competitively bid; however, in light of the nature of the purchase
19 and in light of the fact that Miami-Dade County can purchase the equipment for a
20 cheaper rate than the City could if the City opted to issue a bid on the project, it is
21 recommended that the City purchase the equipment from MDC,
22 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
23 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
24 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
25 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
26 made a specific part of this Resolution.
27 Section 2. AUTHORIZATION: The City Council hereby authorizes the City
28 Manager to negotiate and execute an Agreement with Miami-Dade County for the
29 purchase of radio equipment for the MGPD as described on Exhibit "A" attached hereto,
30 in the amount of One Million One Hundred Sixty Seven Thousand, Three Hundred Eight
31 and 69/100 Dollars ($1,167,308.69).
32 Section 3. AUTHORIZATION: The City Council of the City of Miami Gardens
33 hereby authorizes a waiver of the competitive bidding requirements of Ordinance No.
34 2005-10-48, the City's Purchasing Ordinance for this purchase.
35 Section 4. EFFECTIVE DATE: This Resolution shall take effect immediately
36 upon its final passage.
