Crew City Manager Date: April 11, 2007 Re: Proposed Resolution authorizing the City Manager to negotiate and execute an agreement for swimming pool management services Background: The City of Miami Gardens Parks and Recreation Department has four swimming pools, three seasonal and one year round. The Department offers swimming lessons and open swimming to the residents at each pool. Following a growing national trend, it has been increasingly difficult over the years to secure qualified, experienced lifeguards and swimming instructors. This problem is further exasperated by the fact that three of the City's pools are only operated on a seasonal basis.. Analysis: Over the last two years staff has experienced much difficulty recruiting for these positions in order to have all four pools opened and functional in time for the for the summer season. In preparation for the season Recreation staff analyzed regional pool operations and determined that based on our current levels of service outsourcing would be most efficient method of operating the pools. Contracting for this service will allow City staff to concentrate on much needed improvements at the pools such as customer service efforts and routine maintenance. Funding for this service is available in the Parks and Recreation Department budget. The cost of the contract is $314, 200 versus the City's cost for operations at $375,000; hence a potential savings of $60,800 for the City. J-8) CONSENT AGENDA RESOLUTION AQUATIC MANAGEMENT SERVICES, INC. A request for proposal was prepared to retain a professional pool management company. The proposal document #06-07-010 was prepared and advertised on January 10, 2007. A broadcast notice was sent to 1,121 companies. Six proposal packages were requested. The proposals were opened on January 25, 2007. Four proposals were received, however, one proposal was non- responsive as they did not submit the required bid deposit. A Selection/Evaluation Committee consisting of Vernita Nelson, Parks and Recreation Director; Mayra Morales, Parks and Recreation Manager; Kara Petty, Recreation Superintendent; Mike Sturrup, Pool Operator; and Troy Schaneman, Water Quality Consultant with Commercial Energy Specialists, Inc. evaluated the proposals. Written clarifications were requested of each company at this meeting. Upon receipt of the clarifications, the committee ranked the companies (See attached results). The committee is recommending contracting with Aquatic Management Services, located in Alpharetta, Georgia to provide the pool management services. As part of their proposal AMS is prepared to provide: • Permanent Aquatics Director to oversee the operations, • Employment opportunities to qualified locals, • National safety standards set by the American Red Cross, • Trend tracking and monthly operational audits, • Increase programming and marketing, and • Increase in revenue. Recommendation: That the City Council approve the attached resolution authorizing the City Manager to negotiate and execute an agreement with Aquatic Management Services in an amount of $314,200.00. RESOLUTION No. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AWARDING A CONTRACT TO AQUATIC MANAGEMENT SERVICES, INC., FOR THE PROVISION OF SWIMMING POOL MANAGEMENT SERVICES IN THE AMOUNT OF $314,200.00; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, on January 10, 2007, the City staff advertised Bid No. 06-07-010 2 seeking requests for proposals from professional pool management companies to 3 manage the City's swimming pools, and 4 WHEREAS, four proposals were received in response to Bid No. 06-07-010, and 5 WHEREAS, City staff met to evaluate the proposals, and Aquatic Management 6 Services, Inc., has demonstrated the ability to provide the services necessary to 7 manage the City's pools, and 8 WHEREAS, the City staff is recommending that the City Council award a bid to 9 Aquatic Management Services, Inc., and authorize the City Manager to execute and 10 negotiate an Agreement with Aquatic Management Services, Inc., to provide pool 11 management services, 12 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 13 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 14 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 15 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 16 made a specific part of this Resolution. 17 Section 2. AWARD OF CONTRACT: The City Council of the City of Miami 18 Gardens hereby awards a contract to Aquatic Management Services, Inc., in the 19 amount of $314,200.00 for pool management services. 20 Section 3. AUTHORIZATION: The City Manager is hereby authorized to 21 execute and negotiate an Agreement with Aquatic Management Services, Inc., subject 22 to the review and approval of the City Attorney. 23 Section 4.
