Crew, City Manager Thru: Daniel Rosemond, Community Development Director Date: April 11, 2007 Re: Public Services Allocation (Community Development Block Grant Funds) As a result of continued requests for funding from various non-profit organizations, City Council asked the City Manager to provide a policy recommendation to address the issue. It was the administration's recommendation that Community Development Block Grant Funds (CDBG) be used as a source to fund these types of requests. On January 31, 2007, the department of Community Development issued a Request for Proposals (RFP) from organizations involved in providing Public Services. The RFP made available an amount of up to $25,000 per request with a total availability of funds in the amount of $150,000. Proposals were due on February 28, 2007. A total of four (4) organizations submitted proposals. The organizations were: 1) The Life and Learning Center, 2) The Alliance for Musical Arts, 3)The City of Miami Gardens Parks & Recreation Department, and 4)Concerned African Women, Inc. Each of the proposals was evaluated by a committee comprised of City staff. All of the proposals scored above the minimum required points to be considered for funding. A resolution allocating CDBG funds to each of these organizations is required. The funding recommendations and program summaries are as follows: Name Recommended Funding Program Summary The Life & Learning Center $25,000 Seniors Financial Literacy Alliance for Musical Arts $24,968 Youth Program City of Miami Gardens (Parks Dept) $20,178 Youth Program Concerned African Women $25,000 Parental Involvement/Youth L-1) RESOLUTION PUBLIC HEARING COMMiJNITY DEVELOPMENT BLOCK GRANDT FUNDS Recommendation: It is recommended that the City Council approve the attached resolution allocating 1St Year Community Development Block Grant Funds in the amount specified in the resolution to each of the above referenced organizations. The resolution requires that asub- recipient agreement be executed by each of the organizations that will outline the term of the services to be provided to City of Miami Gardens residents, performance requirements, and funding distribution. 2 RESOLUTION No. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA APPROVING THE FIRST YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS ALLOCATION AS SHOWN ON EXHIBIT "A" ATTACHED HERETO; APPROVING THE FORM OF THE SOCIAL PROGRAM PROVIDER AGREEMENT AS SHOWN ON EXHIBIT "B" ATTACHED HERETO; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, the City of Miami Gardens is an "Entitlement City" in accordance 2 with Community Development Block Grant ("CDBG") funding and Housing and Urban 3 Development Regulations, and 4 WHEREAS, the City has received an allocation of approximately One Hundred 5 Thousand ($100,000.00) Dollars in CDBG funding under the First Year Grant ("Grant 6 Funds"), and 7 WHEREAS, the City tends to allocate the Grant Funds amongst various social 8 service program providers in the City of Miami Gardens, and g WHEREAS, in accordance with the CDBG guidelines, the City issued a Request 10 For Proposal for the provision of public services on January 31, 2007, and 11 WHEREAS, the City received responses to the Proposal and analyzed the same 12 and is recommending certain programs to the City Council, and 13 WHEREAS, in accordance with CDBG Regulations, a public hearing has been 14 held on April 11, 2007, 15 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 16 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 17 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 18 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 19 made a specific part of this Resolution. 20 Section 2. AUTHORIZATION: The City Council of the City of Miami Gardens 21 approves the programs described on Exhibit "A" attached hereto, and hereby authorizes to 22 expend the First Year CDBG Grant Funds as follows: 23 Sources of Allocation Recommended Agency Amount 24 First Year Community Development Alliance for Musical Arts Production, $24,968.00 25 Block Grant (CDBG) Funds Inc. -Youth Program 26 27 First Year Community Development City of Miami Gardens, Parks & $20,178.00 28 Block Grant (CDBG) Funds Recreation Department -Youth 29 Program 30 31 First Year Community Development Concerned African Women, Inc. - $25,000.00 32 Block Grant (CDBG) Funds Parental Involvement/Youth 33 Program 34 35 First Year Community Development Life & Learning Centers of South $25,000.00 36 Block Grant (CDBG) Funds Florida, Inc. -Seniors Financial 37 Literacy Program 38 3g Section 3. APPROVAL: The City Council of the City of Miami Gardens hereby 40 approves the form of the Social Programs Agreement, attached hereto as Exhibit "B." 41 Section 4.
