Design, Develop and Implement IT services for the Police
Department
City Council awarded the purchase of SunGard HTE, OSSI software on March
14, 2007. The OSSI software includes computer aided dispatch (CAD); records
management system (RMS); and mobile data computing (MCT) software. A
consulting firm is required to work with City staff and SunGard to ensure design,
development and implementation of the complete network is achieved ready to
go-live by December 1, 2007. Such a nefinrork needs to be operational on a 24-
hour basis, maintain high security controls, while having the ability to fully
integrate with the existing financial software systems (payroll, requisitioning,
budgeting, etc) at City Hall. Funding for this expenditure is available in the Police
Department.
The State of Florida solicited competitive proposals for this service and awarded
to several information technology consulting firms including BearingPoint, Inc.
located in Tallahassee, Florida. In accordance with the State of Florida
requirements of bid #973-561-06-1, City staff prepared a scope of services
(Exhibit 1) and sent it to five consulting firms listed on the contract for proposals.
Inasmuch as the City has a very progressive schedule for the installation of the
software, only one firm was able to provide a proposal meeting the City's
schedule Exhibit 2). The technical responses were reviewed and deemed
staff. References and other background information are currently being
contacted. Funding for this service is available in the Police Department budget.
Recommendation: That the City Council approve the attached resolution
authorizing the City Manager to issue a purchase order to BearingPoint, Inc. in
accordance with the State of Florida's contract for information technology
consulting services in an amount not to exceed $275,834.40.. The funds for this
purchase will come from the Police Department's budget approved September
2006.

1 WHEREAS, the City Council recently awarded the bid to SunGard HTE for OSSI

SUBJECT: Request for Proposal (RFP) for Professional Consulting Services for

The City of Miami Gardens is issuing this RFP to qualified and experienced firms to
assist in providing Phase I Nefinrork Design and Implementation and Phase II SunGard

The City's requests you to submit an original Proposal from vendor(s) which shall be on

1.0 PURPOSE
The City of Miami Gardens is issuing this RFP to qualified and experienced firms to assist in providing
Phase I Network Design and Implementation and Phase II SunGard OSSI CAD/RMS/Mobile Data
Solution Implementation for the Police Department.
The City's requests submittal of an original Proposal and three copies from firm(s) which shall be on the
existing State of Florida Term Contract under IT Consulting Service 973-561-06-1. The RFP response
will need to address the respondents experience with network design and SunGard OSSI public safety
system software under the Project Areas 1, 2 and 3 of the State of Florida Contract 973-561-06-1.
2.0 BACKGROUND
The City of Miami Gardens was incorporated on May 13, 2003 as the third largest city in Miami-Dade
County. The City currently contracts with Miami-Dade County for Police services. In fiscal year 2006-07
the City allocated funds for the development of our own police department. The department will be fully
operational by December 1, 2007.
3.0 SCOPE OF SERVICES
Phase 1- Network Design & Implementation
Overview
Provider will work with representatives of the City's IT department to a) enhance and modify
our current network architecture to accommodate The City's changing needs; b) provide
specifications and documentation for newly engineered network c) identify, obtain, implement,
and debug all necessary network services and support hardware and software; d) provide
warranty of workmanship; and e) provide initial support and maintenance services for a three (3)
month period with an option to renew in three (3) month increments.
Design Requirements
• Modification of Windows Server 2003 Active Directory Domain Forest to include an
additional site and domain for Public Safety
o Site will support approximately 300 - 500 end-users
o Domain will have one-way trust relationship with existing domain
o Domain will include 15 - 20 organizational units
o Must allow for forest wide administration independent of trusts
• Inclusion under the new site of the following server based functions:
o Active Directory domain controller
o File and Print server
o Exchange Back-End Server
o System Data Backup
o Intelligent Uninterruptible Power Supply (UPS) system

• Inclusion of data interlinks with various public agencies (e.g. FDLE, FBI) as required for
various Public Safety applications
• Modification of City's existing WAN strategy to:
o Support bandwidth requirements of mission critical software applications (e.g.
EDEN, SMS), network services (e.g. Active Directory, FRS) and server based
technologies (e.g. SQL Server, Exchange)
o Include wireless data services as required for implementation of mission critical
Public Safety applications
^ Approximately 150 mobile users
• Inclusion of a Demilitarized Zone (DMZ) to include:
o Establishment of Front-End Exchange Server
o Inclusion of existing Web Host Server
o Inclusion of existing Spam Firewall Appliance
o Implementation of Firewall Solution to include
^ Wireless friendly VPN server solution
^ Proactive Intrusion Detection System (IDS)
^ Any security features necessary for compliance with Federal, State,
Regional, and local Public Safety guidelines
• Provide insurance of high network availability through:
o Elimination of single points of failure wherever cost permissive
o Providing a disaster recovery strategy to ensuring recoverability of all mission
critical data and systems
Phase 2- SunGard OSSI CAD/RMS/Mobile Data Solution Imnlementation
Overview
Provider will work with representatives of the City's IT department, Police department and
various vendors to ensure successful implementation of the OSSI HTE Public Safety Solution in
congruence with the attached implementation schedule by providing a) project management; b)
systems administration and c) application deployrnent services.
Project Management Requirements
• Ensure overall successful completion of the implementation project within a given time
table by performing the following function:
o Act as an intermediary, coordinating the efforts of all involved parties (i.e. Miami
Gardens Staff, SunGard Representatives and Third Party Vendors)
o Provide weekly project updates to management detailing progress and
foreshadowing any complication of or deviations from the agreed upon
implementation schedule
o Identify opportunities for optimizing the implementation schedule and make
recommendations for how to take advantage of same

• Coordinate all efforts with and provide training to a City of Miami Gardens System
Administrator to be designated
• Obtain certification from SunGard by completing the following:
o Windows XP and Server 2003 training either through Microsoft of SunGard
o SunGard's application administration and code file course for each Licensed
Program
o SunGard's application training courses for each Licensed Program
• Meet with a SunGard Project Manager to review and sign off on each of SunGard's
"Licensed Programs and/or Services Delivered" list
• Must address, independent of SunGard support staff, all problems relating to any
hardware, software, or operating system not directly associated with the SunGard
Licensed Programs
• Attend all of SunGard's Licensed Prograinming training as related to this implementation
Application Deployment Requirements
• Setup and configure all end user work stations including
o Approximately 1301aptops
o Approximately 75 desktops
• Install and configure all software and hardware associated with the Solution
implementation including
o Microsoft Office products
o SunGard OSSI Applications
o Wireless networking hardware and software
System Administer Requirements
1. Each System Administrator must be certified by SunGard by completing the following:
a. Operating System training by either SunGard or by a certified Microsoft training
organization. This course work must include Administrating Windows 2000
Workstation, Administrating Windows 2000 Server, Windows SQL
Administration (or the most current version supported by SunGard at the time of
installation) and other coursed determined at the installation planning session
based on the experience of the individuals.
b. SunGard's application administration and code file course for each Licensed
Program
c. SunGard's application training courses for each Licensed Program.
2. Each System Administrator must meet with a SunGard Project Manager to review and
sign on each of SunGard's "Licensed Programs(s) and/or Services Delivered" list.
3. Each System Administrator must be identified in an Attachment 1 property signed by
both Customer and SunGard OSSI.

4. Each System Administrator must be qualified to address, without the aid of SunGard, all
problems relating to any hardware, software or operating system not directly associated
with the Licensed Programs(s).
5. Calls received by anyone not identified in an Attachment 1 are not covered by this
Agreement and are therefore subject to hourly fees, and not subject to minimum
Response Time
6. Each System Administrator must attend all of SunGard's Licensed Programming
training.

4.0 REQUIREMENT OF CONSULTANT
Consultants interested in performing these services must exhibit considerable relevant experience with
this type of work, and should emphasize both experience, capability to meet a required schedule, and
capability of the particular Principal and personnel who will actually perform the work.
Relevant experience shall be at least five (5) completed similar projects from the Consultant and at least
five (5) completed projects from the principal who will be assigned the City's project.
Consultant shall provide current work schedule to include size, scope and completion dates pertaining to
relevant projects.
Consultants shall invoice the City monthly for each phase of the project. Each invoice shall identify the
phase, detail the contract price, payments made to date, percentage of completion of the project,
payment due this invoice, remaining balance due. Invoices shall itemize hours, hourly wage, or other unit
agreed upon as measurement of payment. They shall identify the name and title of personnel who
worked on the project. Reimbursable shall be listed individually, with supporting documentation attached.
5.0 PROPOSAL DUE DATE
Sealed proposals shall include one original (clearly marked) and three (3) copies with all appropriate
attachments to be received at Miami Gardens City Hall until 2:00 p.m., eastern standard time, Thursday,
March 22, 2007.

6.0 SUBMISSION OF PROPOSAL
The following outline describes the content that needs to be included in your proposal. Proposals must
follow format prescribed below and must include the requested information for each section and the
enclosed forms. Proposals should be a maximum of ten (10) pages. Failure to complete and furnish all
information requested in the form and format specified may result in disqualification.
Executive Summary:
Please provide information that will enable us to evaluate your company's financial stability, track
record, etc. We require that you include the following:
• Ownership of your company
• Number of years in business
• Number of technical/support employees in Florida and adjacent states
• Total number of technical/support employees company wide
• Enterprise networking implementation experience
• Experience supporting a municipality similar in size to the City of Miami Gardens to perform
networking and SunGard OSSI public safety system software implementation and services
• Experience in supporting project on the scope and magnitude of those listed in Scope of
Services
Understanding of Goals and Expectations:
Submissions should indicate the Firm's understand of the City of Miami Gardens' Police DepartmenYs
infrastructure, implementation needs as described in Scope of Services, System Administers
Requirements, and Schedule Requirements and firm's ability to provide support needed under Project
Areas 1,2 and 3 on State of Florida Contract 973-561-06-1
The City is not responsible for any expenses which proposers may incur preparing and submitting
proposals called for in the Request for Proposals.
Please include all the Costs by Job Titles with rates within these areas when submitting proposals.
Firm's Approach and Methodology:
RFP responses need to include a discussion of the anticipated approach, methodology, and work
plan for completing the Scope of Services. Include the following with your response:
• Define your approach and methodology to complete a provided scope of work to support the
City of Miami Gardens' Police DepartmenYs infrastructure, implementation needs for network
design and SunGard OSSI public safety system software as described in Scope of Services
Phase I and Phase II. Please include the following items:
a. Include a list of firm's employee who will respond to the scope of work and a brief history
of their related experience
b. Firm's commitment to the required time schedule
• Role and responsibility your firm expects the City of Miami Gardens to provide in order to
complete the Scope of Services

Firm's Qualifications and Experience:
Your response should include a discussion of the qualifications, certifications, industry awards, etc.,
as well as an overview of relevant experience that your firm has with SunGard software products.
Available Project team and staff resources Qualifications and Experience:
This area is a great importance to the City when selecting a qualified company. Please provide
information in the form of resumes and work related experience which will enable the City to evaluate
your project team and staff resources. Provide the appropriate title and billable rate for these
individuals which correlate to the State of Florida rates. There should be a included a single point of
contact who is extremely knowledgeable in networking with a history of working on the types work
discussed in Scope of Services Phase I and Phase II.
Client References:
Provide a list of at least three public sector customers of your firm who you have conducted similar
work (with municipalities similar in size to the City of Miami Gardens) for the last five years. The list
should include contact name, phone numbers, and e-mail addresses for relevant staff.
Costs:
Being able to provide the City of Miami Gardens with the scope of services discussed will be a key
factor in the evaluation of your proposal. The Cost schedule provided should be outlined in the
itemized format provided under Project Areas 1,2 and 3 on State of Florida Contract. All Costs must
be inclusive of travel and expenses and should be "not to exceed".
Contract Execution:
Responses to the RFP will be evaluated to determine the most advantageous relationship for the City
of Miami Gardens. Only submissions from Firms that exist under Project Areas 1, 2 and 3 on State of
Florida Contract 973-561-06-1 will be considered. The period of the RFP will mirror the term
presented by the State of Florida Contract. A Purchase Order will be issued which shall serve as the
Contract.
Written Response to the RFP;
Firms are to provide the following in response to the RFP, including one (1) original and three (3)
copies of your company's proposal, which should be a maximum of ten (10) pages.
A. Name of firm, address, telephone/fax/email address, name of contact, and federal tax
identification number.
B. Proof of extensive experience and expertise in similar projects.
C. Provide and maintain all insurances required by the Risk Management Department of the City,
which may include Liability, Professional Liability, and Auto insurances. All insurances must be
maintained as current during the contract, and must list the City as Additional Insured
D. Submit its fee structure, reflecting its comprehensive fee for the provision of all services.

DRUG FREE WORKPLACE
Preference shall be given to businesses with drug-free workplace programs. Whenever two or
more Bids which are equal with respect to price, quality, and service from businesses that are not
located within the City of Miami Gardens are received by the City for the procurement of
commodities or contractual services, a Bid received from a business that certifies that it has
implemented a drug-free workplace program shall be given preference in the award process. In
order to have a drug-free workplace program, a business shall:
1. Publish a statement notifying employees that the unlawful manufacture, distribution,
dispensing, possession, or use of a controlled substance is prohibited in the workplace and
specifying the actions that will be taken against employees for violations of such prohibition.
2. inform employees about the dangers of drug abuse in the workplace, the business's policy of
maintaining a drug-free workplace, any available drug counseling, rehabilitation, and employee
assistance programs, and the penalties that may be imposed upon employees for drug abuse
violations.
3. Give each employee engaged in providing the commodities or contractual services that are
under Bid a copy of the statement specified in subsection (1).
4. In the statement specified in subsection (1), notify the employees that, as a condition of
working on the commodities or contractual services that are under Bid, the employee will abide by
the terms of the statement and will notify the employer of any conviction of, or plea of guilty or
nolo contendere to, any violation of chapter 893 or of any controlled substance law of the United
States or any state, for a violation occurring in the workplace no later than five (5) days after such
conviction.
5. Impose a sanction on, or require the satisfactory participation in a drug abuse assistance or
rehabilitation program if such is available in the employee's community, by any employee who is
so convicted.
6. Make a good faith effort to continue to maintain a drug-free workplace through implementation
of this section.

1.0 Executive Summary
BearingPoint is pleased to present this response to the City of Miami Gardens' Request for Proposal Number
Q#07-009 for Professional Consulting Services for Network Design and OSSI Implementation. We take pride in
providing our clients with management and technology consulting services such as the network design and
configuration activities of this project. We take additional satisfaction in knowing that services such as these can
help a new municipality meet critical citizen demands like effective and well-informed policing. The combination
of our staff and disciplined approach constitute the best capabilities available to design, configure and manage the
network, and its extensions, to meet the needs of City users. Additionally, this combination will bring better
quality management to SunGard's OSSI CAD/RMS/Mobile Data Solution Implementation for the Police
Department. In all, these two attributes will allow the City to meet its plans to deploy a fully operational Police
Department by December 1, 2007.
BearingPoint is proposing key members from its Public Services Solutions Grou~a staff dedicated to
implementing technology specifically for the needs and operational requirements of government agencies like the
City of Miami Gardens. These team members include professionals in the design, configuration, interconnection
and application management of networks for government agencies.
Likewise, we have crafted an approach and methodology that maYimizes transparency and effectiveness to
promote the on-schedule and on-budget completion of project tasks. The strength of this methodology is the
formal monitoring and project reporting it demands throughout the implementation. We consider these reporting
steps as major, recurring deliverables throughout the project. Project monitoring and reporting policies and
procedures are reviewed and agreed to during the startup phase along with the format, frequency, and distribution
lists for the various reporting and monitoring deliverables. Face-to-face status and project monitoring meetings
are also defined and scheduled. In our proposal we list the types of reporting and their recommended frequency as
we move through the four phases of the methodology.
This methodology will guide our approach to inventory the City's existing assets and goals, design enhancements
and modifications to the network, monitor the installation of the new servers and other hardware, configure the
infrastructure, configure the datalinks as well as the wireless links, manage the application deployment activities,
provide the necessary project closure documentation and deliver support and maintenance services. (As is
described in later sections of this proposal, BearingPoint's approach does not include the System Administration
tasks for Phase 2 of this project as we feel the City could better meet its cost and schedule goals by extending its
existing contract to SunGard for these services.)

BearingPoint understands this is an important project for the City of Miami Gardens and for the public safety of
its citizens. BearingPoint's strength lies in the ability of our staff to use our demonstrated methodologies and
customized approach for this project to deliver a network that meets the user needs of the departments and is
managed for deployment of the SunGard applications by the time the City is required to provide policing services
to its constituents.
2.0 Our Understanding
The City of Miami Gardens, Florida, was incorporated on May 13, 2003 and is presently serviced by the Miami-
Dade Police Department (MDPD) in accordance with the City's Charter with respect to specialized law
enforcement, patrol staffing and radio dispatch. In July, 2006, the Mayor and City Council voted to establish its
own police department effective December 1, 2007. The City Manager has established a transition team that is
currently working on all aspects of the process.
On March 13, 2007, the City of Miami Gardens issued a Request for Proposal for a Provider of Professional
Consulting Services for City of Miami Garden's Network Design and Implementation (Phase 1) and tbe Miami
Garden Police Department's SunGard OSSI implementation (Phase 2). A consultant was sought to work with the
City's Information and Technology Division, under the General Services Department, to design and implement
the enhancements and modifications to meet the City's needs and to be available, if needed, for additional support
and maintenance. That same consultant was then to work toward overall project completion of the OSSI
Computer Aided Dispatch (CAD), Record Management System (RMS) and Mobile Data suite of solutions. An
extension to the response period for that RFP was subsequently granted. Additionally, BeaxingPoint understands
the City has contracted directly with SunGard for products and services related to the SunGard OSSI CAD, RMS
and Mobile Data products.
This response includes a set of services to complete Phase 1 of this project and a subset of tasks for Phase 2. Our
solution to Phase 1 is to offer our staff to design and configure the City's network. Although BearingPoint has
experience with SunGard's services, our experience is limited to Disaster Recovery services. For Phase 2, to
improve efficiency of the project and mitigate risks, we will provide project management of the SunGard Solution
implementation and recommend leveraging the City's existing contract with SunGard for the System
Administration requirements of that phase. This approach will effectively prevent adding the unnecessary time
and expense to the project by eliminating the costs associated with training personnel to become technically
proficient with Sungard's OSSI products. The City can improve the schedule and cost of this project by allowing
BearingPoint to manage the resources knowledgeable in SunGard's products while sourcing those resources
directly from SunGard. BearingPoint offers these services as they are described in greater detail in Section 3 of
this proposal and per our certification for Information and Technology Consulting Services under project areas 1,
2, and 3 within the State of Florida Contract #973-561-06-1, effective through June 20, 2009.
We understand the need to optimize the project delivery schedule while providing the network architecture and
configuration services. The new network and new SunGard applications must be ready to meet the City's go-live
date for policing services of December 1, 2007. Our staff, approach and management will allow the City to meet
this goal with a well designed and configured netwark.

3.0 Methodology and Approach
BearingPoint's methodology and approach include services to manage the project phases and services to provide
the Design Requirements of Phase 1(Network Design) and Project Management Requirements of Phase 2
(Solutions Implementation), excluding Phase 2 System Administration and Application Deployment
Requirements. BearingPoint's methodology and approach is described below and illustrated in Appendix A,
"Scope of Work".
3.1 Project Planning and Management Methodology
In the Planning and Management Stage, BearingPoint's team and the City's Project Manager will create and
confirm a Project Management Plan that includes a Project Charter, Governance Model, Risk Identification and
Mitigation Plan, Project and Financial Reporting Plan. These activities will be finalized and confirmed before
major activities of the subsequent phases proceed. The Project Kickoff Meeting will act as the start to this project
and will be attended by the BearingPoint and City project teams. Conferencing facilities will be needed from the
City to accommodate the participants. The Project Charter will formally recognize the project and will specify
the Project Manager. Robert Sutphen will serve in this role for BearingPoint. The City will designate an
individual to serve as primary point of contact representing all City interests. Likewise, BearingPoint expects
SunGard will designate one individual to serve as contact for all interests related to SunGard and the activities of
their staff and subcontractors. As the culmination of the Project Planning tasks, the Project Management Plan will
be created to define the project governance structure, roles and responsibilities, risk identification and escalation
processes, and project management approach that will be used throughout the project lifecycle.
Biweekly project review briefings will be conducted with the City and SunGard to discuss overall status, project
schedule and any known or anticipated variances, project risks, issues and action items. Financial reviews will
also talce place monthly between the Project Manager and the designated point of contact. This forum will provide
the opportunity to discuss budgetary variances and timelines regarding project invoices.
Key success factors of this stage will be full disclosure and participation of the parties to make sure there is a
common understanding of roles and agreement on the Project Management Plan.
3.2 Inventory and Design Stage
BearingPoint will inventory the cunent networking assets of the City including currently-owned servers, work
stations, major applications, networking devices, backup devices, power devices, external links and other
associated appliances and devices. BearingPoint will also examine the City's current organization chart to better
understand the operational roles of various departments and personnel. Finally, the City will clarify any
remaining project goals such as intentions to expand locations, facilities, applications, user departments,
interconnections, eta These goals will represent the City's desired-state for the network to be designed and
configured by BearingPoint. From this information and the project plan derived above, BearingPoint will create a
network design that encompasses the existing inventory and project goals and results in a design showing the
architecture and network relations of the equipment. The City shall approve this design before BearingPoint
continues to subsequent stages of this project. Key success factors of this stage will be full inventory of the
network devices and project goals as well as open communications between BearingPoint, the City and SunGard
representatives regarding any design constraints/trade-offs that may arise.
3.3 Hardware Installation Stage
BearingPoint will be present at the installation and basic integration (physical placement, power, physical
connection, etc) of the application servers and other equipment required to achieve the approved network design.
The City, SunGard or other third parties shall order, procure, install and perform the basic integration for all
equipment and shall order and procure all identified enterprise and other application packages. BearingPoint will
advise on any required specific installation and/or basic installation instructions required to complete this stage.
Key success factors will be the timely procurement and installation of the identified network equipment by the
City, SunGard or third party subcontractors.

3.4 Infrastructure Configuration Stage
Once the network hardware has been installed and integrated to a basic level, BearingPoint will configure the
operating systems, associated networking programs and enterprise applications to meet the agreed-to netwark
design. The exception is BearingPoint will not configure the SunGard applications. Specifically, BearingPoint
will configure the following network servers and other devices per the agreed-to design:
• One domain controller
• One SQL database server (with one SQL package with City-provided data)
• One Exchange server (with one Exchange server package)
• One web server (with one web server application package)
• One Firewall & VPN package (with one Firewall and one VPN packages)
• One SPAM filter appliance (with one SPAM filter package)
• One print and file server
• One backup server (with one backup utility package)
• One backup device (to operate with the backup server)
• One server to host the SunGard MCT application package
• One server to host the SunGard RSM application package
• One server to host the SunGard CAD application package.
Key success factors will be BaaringPoint's access to all installed equipment and agreement that modifications to
the design that affect configuration will be agreed to by all parties subsequent to negotiation of project scope.
3.5 Interlink Configuration 8~ Test Stage
BearingPoint will configure wide-area data interlinks included in the design including those to remote agencies
and databases (such as FDLE and FBI). BearingPoint will test these through commonly-available network-level
interconnection test methods such as "ping" or other similar basic tests. Additionally, BearingPoint will configure
the interconnection between the City's network and network of the wireless service provider. BearingPoint will
develop and provide a configuration template for the MCT laptops to accommodate basic network connectivity
between the wireless laptop and SunGard application servers. This link will be tested per the above-mentioned
basic methods. BearingPoint will not install or configure the applications on servers or laptops. BearingPoint
will develop a configuration template for the laptops but will not deploy that template on any laptops beyond
those required for development and testing. The configurations developed for the data interlinks and wireless
connections will be documented and provided for wide-scale deployment by the staff of the City, SunGard or
third party subcontractors. BearingPoint assumes the City will procure the necessary links including those to
remote resources and the wireless service provider network. Key success factors are the City's provision of the
identified links and mutual agreement to the scope of BearingPoint's network-connectivity testing methods.
3.6 Network Design Documentation and Reporting Stage
Following other network design, installation, configuration and network testing activities, BearingPoint will
provide the relevant "as-built" and "as-configured" documentation including notes, instructions, scripts, diagrams,
configuration files, routing tables and other such data developed for successful deployment of the City network.
The City will review and approve this documentation and acceptance of it will serve as agreement to
BearingPoint's completion of Phase 1 activities.
3.7 Network Design Support and Maintenance Stage(s)
Far a period of three months following the City's acceptance of BearingPoint's netwark design documentation,
BearingPoint's System Administratar will be available for remote phone support regarding the network design or
the equipment configuration. Should BearingPoint personnel be required on-site at a City facility, BearingPoint

will be available for negotiation of associated pricing. BearingPoint will also be available to discuss the
expansion of this support and maintenance for additional periods beyond the initial three months.
3.8 SunGard Solution Implementation Program Management
As described above, BearingPoint proposes the City avoid the added cost and time associated with provision of
SunGard System Administration and Application Deployment requirements. These services can be provided in a
more cost-effective and timely manner by leveraging the City's existing contract with SunGard as doing so would
relieve BearingPoint of the time and costs associated with SunGard's training programs.
To complete the Project Management requirements of Phase 2, BearingPoint will use the project plan developed
in the initial stages of Phase 1. BearingPoint expects project management of the SunGard implementation will
occur concunently to the activities of Phase 1, but Phase 2 program management tasks will also continue beyond
the City's approval of the netwark design documentation. In Phase 1, BearingPoint will develop an
Implementation Plan for deployment of mobile application (including mobile computer hardware, MCT wireless
hardware, SunGard application, Office & necessary configuration files) to 130 mobile and 75 desktop clients.
Throughout Phase 2, BearingPoint will manage the schedule for City, SunGard and relevant third-pariy resources
to meet the plan to "go-live" by December 1, 2007. BearingPoint will accomplish this by preparing, scheduling,
conducting and documenting weekly project meetings that include discussions on ways to improve the project
schedule. BearingPoint will also review and sign-off on the SunGard "Licensed Programs and/or Services
Delivered" list. BearingPoint will schedule training to be delivered by SunGard to the City's System
Administrator but BearingPoint will not furnish materials, facilities or subject matter experts for this training.
BearingPoint will also manage the resolution to hardware, software or network issues not related to SunGard and
will drive the identification of the root cause and problem resolution by the identified owner of the issue.
Responsibility for the functionality, feature-set, interfaces and performance of SunGard's products rests solely on
SunGard and its subcontracted third parties.
This Phase will be considered complete upon completion of BearingPoint's project plan notwithstanding
unresolved issues deemed by BearingPoint and the City to be owned by the City, SunGard and other third parties.
Key success factors will be the City's procurement of services related to implementation and deployment of
SunGard applications, attendance and participation by all parties at BearingPoint meetings and agreement to work
expeditiously to resolve issues before the City's "go-live" date of December 1, 2007.
4.0 Project Team and Experience
As described in the Executive Suulinary, the BearingPoint team includes staff from our Public Services Solutions
Group. This team structure is depicted in Figure 1, below.
This team is dedicated to the advancement of BearingPoint's methodology and to well-designed and well-
configured networks for mission critical applications. This team provides the right balance of project
management expertise in knowledge of networking design and technologies.

5.0 Qualifications and Experience
As required in Section 6.0 of the City's Request for Proposal, BearingPoint offers the following three client
references to illustrate our ability to perform projects of similar or larger scope. BearingPoint has completed
numerous projects involving network design, configuration and application program management for government
agencies of various sizes, missions and locations, we selected the following three project summaries to highlight
our capabilities. The resumes of our project team included in Appendix B also describe the activities our
individual team members have completed on similar projects. Additional details regarding the following projects
and additional project qualifications can be provided if required by the City.

replacement to achieve a higher level of customer service to constituents. Desired improvements included

more efficient and taking advantage of enabling technologies, improve staff productivity by incorporating new
systems and tools to focus staff on value-added activities, and reduce data redundancy. The Division also
required a reduction of high manual labor costs associated with legacy systems and multiple versions of its data.
BearingPoint successfully implemented the retirement system known today as BPAS. This project was so
successful the State engaged BearingPoint to become the total IT provider for their business. BearingPoint has
provided infrastructure support, application support and development, and help desk and problem resolution
services. Our ongoing infrastructure support includes:
• Day to day project management of technology support, infrastructure support, software support, and
integration activities.
~ Inventory and staffing services such as inventory tracking, customization of inventory-management
databases to support more detailed queries by the client, monitoring the movement of equipment
throughout the organization, and prompt maintenance and warranty support of all equipment.
• System Management services, such as implementing automated software distribution and virus
management tools, backup and monitoring of system hardware, configuration and platform
standardization, data and plant security advisory, and improved procurement guidelines.
• Budgeting and Procurement Activities, including contract negotiations and associated cost savings.
We established a help desk to assist users with account management, accessibility issues, and referrals to
appropriate vendors. Our team directly supports the client in resolving issues related to installation, configuration,
and programming. Our help desk and problem resolution support is available to assist users at any time, with
operator assistance M-F from 7:OOam to 5:00 pm, and on-call support 24 hours, seven days a week. To allow the
client to assess system changes, our team provides detailed monthly user activity reports to client management.
By outsourcing support of the retirement system to BearingPoint, the Division realized many functional
improvements. Our ongoing maintenance and support has stabilized and streamlined the client's IT services team,
raised the level of technical support available to users and staff and reduced the costs of continuous system
maintenance and enhancements, and reduced costs of IT acquisitions through improved procurement processes
and contract negotiation assistance.
Commonwealth of Pennsylvania
Dates: May 1997-June 2004 Project: Justice Network System Development
The Commonwealth of Pennsylvania is a leader in harnessing the power of technology to better serve its
constituents. The Justice Network (JNET), developed to improve public safety through the sharing of justice
information, is a prime example. JNET grew out of the client's belief the electronic sharing of criminal justice
information across related agencies would enhance public safety. It is a browser-based, multi-agency, integrated
system that provides federal, state, county and local officials access to offender records and other justice
information from participating agencies. BearingPoint implemented a robust network that hosted the web,
application and security (Directory) servers connected to the Commonwealth Metropolitan Area Network.
Network firewalls, virus protection and Public Key Infrastructure was also implemented as part of this project.
Network and security professionals worked with Commonwealth system administrators to deploy and configure
Cisco networking equipment to over 25 remote locations enabling secure access to a centrally hosted application
and network environment. BearingPoint was responsible for analysis, design and implementation of network,
server and security infrastructure that is currently used by over 25,000 state and county criminal justice users.

Major Metropolitan City Housing Authority
Dates: November 2003-Present Project: Network Management and Security
One of the largest public housing authorities in the U.S. contracted BearingPoint to improve its network security
as it replaced legacy systems with a more integrated, Internet-ready architecture. During this engagement, we
provided policy development and technical assistance to increase the client's network security and network
management capabilities. We helped the client establish an Information Security Advisory Committee (ISAC)
and develop security polices; implemented technical security considerations far the client, developed a business
continuity program and plan, added extra security through the use of RSA's SecurID tokens to authenticate users
accessing the system remotely via a Virtual Private Network; and added HP Openview functionality to monitor
thresholds and provide performance metrics to help the client manage its network. As a result, the client has
substantially enhanced the security of its network environment, and is well positioned for compliance with more
stringent city netwark security regulations.

7.0 Cost Proposal
7.1 Project Costs
BearingPoint looks forward to the opporiunity to provide services to the City of Miami Gardens. BearingPoint is
also available for discussions with the City to confirm our expressed understanding of the Scope of Work and
collaboratively adjust the quantity of time required to complete tasks and make corresponding adjustments to the
not-to-exceed total price for services. Finally, we would like to express that our staff may be contracted for
additional time and at additional price to complete currently-unidentified tasks that pertain to future projects to be
undertaken by the City.
The details of our proposed fee are provided in the following table. BearingPoint is presenting a fixed-price based
on our attached proposal. The cost for this effort is not to exceed $275,834.40 unless BearingPoint is issued a
change-order that modifies the scope and consequently the price offered. Our proposed fee is inclusive of travel
and report production costs. Our proposed services and associated fee will remain valid for 120 days from the
submittal of our proposal.

7.2 Assumptions
Our proposal is based on the following key assumptions and project acceptance process.
^ The City of Miami Gardens shall designate an individual to serve as the primary Point of Contact (POC)
representing all departments of the City. The POC will be authorized to make decisions on behalf of the City
and provide direction to the BearingPoint Project Manager as needed. This level of authority is needed so the
project can be completed by December 1, 2007.
^ The project start date occurs on April 19, 2007 and ends on or before December 1, 2007.
^ Governance Model will be developed and adhered to by the project team. As a part of this model we assume
an escalation process will be established for resolution of any issues that may arise.
^ The City POC will grant the required access and credentials to allow BearingPoint representatives to work on-
site at City locations, when needed.
^ The City POC will identify the appropriate individuals to participate in meetings and data-gathering sessions
and, to the extent possible, grant the necessary time-allocations to allow participation in these critical roles.
^ The City POC will facilitate BearingPoint's acquisition of information regarding network assets including all
currently-owned servers, wark stations, major applications, netwarking devices, backup devices, power
devices, external links and other associated appliance and devices. The City POC will also provide to
BearingPoint the organization structure of City departments as well as all known Project Goals for planned or
anticipated network requirements including future expansions.
^ The City POC will provide all available contact information for the POC for SunGard and all applicable third
party subcontractors and will use all means available to encourage participation by SunGard and third parties
in status and other meetings called by BearingPoint.
^ Our team expects significant interactions with the City, SunGard and any relevant third party subcontractors.
Given the importance of these meetings and their impact on the anticipated schedule, we have made several
key assumptions:
o BearingPoint will schedule meetings in advance to provide members ample opportunity to attend.
o The City will be responsible far providing meeting facilities.
o Multiple meetings on a singular set of topics will not be required to accommodate various project team
member schedules.
^ Completing the project in a timely manner will require a rigorous deliverable and review process. We assume
the following process will be employed:
o Interim reports, drafts, status reports, memos, collections of data, and other such working documents
may be requested of or provided by BearingPoint, however, only those items specifically described in
Methodology and Approach, above, are subject to this process of review and approval.
o BearingPoint Project Manager will submit specified deliverables to City POC for dissemination and
review.
o Comments on a deliverable will be submitted to the City POC who will develop one set of coordinated
comments for presentation to the BearingPoint Project Manager.
o The consolidated comments for each deliverable will be submitted to the BearingPoint Project
Manager within five business days of receipt of the draft deliverable.
o BearingPoint will have five business days to address the comments on the deliverable and submit the
final document unless otherwise identified in the schedule. The City POC will ;eview the revised draft
so comments are properly addressed. This review will be limited to comments made on the initial
draft. Additional or new comments made on the revised draft may be subject to change control.
o If the City POC has not provided comments on the revised draft within five business days, the
deliverable is considered accepted and complete.
o An acceptance certificate will be submitted with each deliverable for the City Point of Contact to sign.

^ The City, SunGard or other third parties will order, procure, install and perform the basic integration for all
equipment and will order and procure all identified enterprise and other application packages. The provision
and installation of such equipment will be performed expeditiously and in accordance with the schedule
included in the Scope of Work in Appendix A ofthis proposal.
^ Similarly, the City will procure the necessary links including those to remote resources and to the wireless
service provider's network. The provision of such links shall be performed expeditiously and in accordance
with the schedule included in the Scope of Work in Appendix A of this proposal.
^ The City will furnish all facilities, electrical power, environmental controls, physical security, racks/cabinets
and interconnection panels for all network equipment included in our design and will grant BearingPoint's
team access to the facilities and equipment.
^ The City will make available to BearingPoint network access, accounts, passwords and sign-in rights
(including VPN) to facilitate BearingPoint's configuration and support of the network.
^ The City will provide for security clearance to buildings and equipment, as necessary, during and after normal
business hours and holidays when required.
^ The City will provide a project office consisting of a safe working environment, space, facilities and security
badges with access to the project team where required.
