Re: Proposed Resolution authorizing the City Manager to issue
purchase orders for Glock 22 weapons on an as needed basis.
The City Council approved an incentive package to ensure attracting highly
qualified officers in a highly competitive market. One of the incentives included
the City furnishing all officers with a primary firearm that will be a Glock
automatic.
The City of Miami Gardens and the City of Miami are participating in this bid.
The City is acting as a lead agent prepared specifications and advertised the bid
document #06-07-014(A), on March 30, 2007. A broadcast notice was sent to
155 vendors. Eight bid packages were requested. The bid was opened on April
10, 2007. One bid was received and publicity read. (see attached bid tabulation).
The bid was evaluated for compliance with the specifications and the ability to
provide the firearms. The apparent low bidder, OMB Police Supply, Inc., located
in Lenexa, Kansas is being recommended by City staff to be awarded a bid to
supply Glock handguns for the City's Police Department. Funding for this
expenditure is available in the Police Department Budget.
Recommendation: That the City Council award a bid to OMG Police Supply,
Inc., in an amount not to exceed the allocated budget for the purchase of Glock
handguns for the Police Department, and authorize the City Manager to issue
purchase orders on an as needed basis to OMB Police Supply, Inc. for the
purchase of Glock handguns in an amount not to exceed the allocated budget.
The funds for this purchase will come from the Police Department's budget
approved September 2006.

RESOLUTION No. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AWARDING A BID TO OMB POLICE SUPPLY,
INC., IN AN AMOUNT NOT TO EXCEED THE BUDGETED AMOUNT;
AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE ORDER
TO OMB POLICE SUPPLY, INC., FOR THE PURCHASE OF FIREARMS;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING AN EFFECTIVE DATE.
~ WHEREAS, the City of Miami Gardens has started its own Police Department,
2 and is in the process of securing supplies for the Police Department, and
3 WHEREAS, the City of Miami Gardens and the City of Miami participated in a
4 joint bid with the City of Miami Gardens acting as Lead Agent and advertised bid
5 document #06-07-014(A) on March 30, 2007, and
6 WHEREAS, eight responses to the bid were received, and
7 WHEREAS, the City staff is recommending that the apparent low bidder, OMB
8 Police Supply, Inc., be selected to provide the firearms for the Police Department, and
9 WHEREAS, funding for this request is available in the Police Department budget
10 approved September 2006,
11 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
12 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
13 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
14 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
15 made a specific part of this Resolution.
16 Section 2. AWARD OF BID: The City Council of the City of Miami Gardens
17 hereby awards a bid to OMB Police Supply, Inc., in an amount not to exceed the
18 budgeted amount for the purchase of firearms for the Police Department.

Section 3. AUTHORIZATION: The City Manager is hereby authorized to issue
purchase order to OMB Police Supply, Inc., in an amount not to exceed the budgeted
amount for the purchase of firearms for the City's Police Department.
Section 4. EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON APRIL 25, 2007.
