CITY MANAGER'S OFFICE
• Completed the Disability Resources Manual for the Americans with Disabilities Act.
• Attended the Jazz in the Gardens Event.
• Secured 2 appraisals & an environmental review and presented to option to City Council
for consideration of purchase.
• Continued working with properiy owner on acquiring a future City Hall site.
• Met with architect for the new police and public works building to develop scope of their
work. Presented to City Council for approval.
• Attended weekly police transition meetings.
• Met with other City Manager in Miami Beach to discuss the potential tax cuts.
Interviewed potential technology employee to assist in the implementation of police
software systems.
• Met with principals of Atlantic Truck concerning redevelopment of their property on 7tn
Avenue Extension.
• Hosted for finro days, a Federal Parole Agent for his leadership training class.
PUBLIC WORKS (Tom Ruiz)
Staff continues to perform asphalt street repairs and concrete sidewalk repairs and installation on-
going citywide.
2. Staff continues to clean and maintain bus bench areas throughout the City.
3. Staff continues to mow public right-of-ways to ensure that the roadways are aesthetically pleasing.
4. Staff continues to trim and prune trees citywide.
5. Coordinating with KMGB planting flowers on NW 27 Avenue and 441. Planted flowers/plants in

7. FDOT NW 27 Avenue Project: Milling and Resurfacing on the way. Staff coordinating with FDOT
on restoring damaged areas.
8. Public works processed 45 driveway, 4 paving andlor drainage, 10 utility/banners permits.
9. 441 Landscape project - Project was accepted in full on March 28. Waiting on The 10% retainage
was released to Vila & Son.
10. H& J QNIP Paving Project. Invoice # 19 Ave was processed on the amount of $45,500. A balance
of the total amount is $68,000.
11. Straight-line Engineering installed 1800 LF of sidewalk and the first invoiced of $50,135 was paid.
The sidewalks were constructed at the following locations:
• NW 159 Street from NW 29 Ave & NW 30 Ave.
• NW 164 Street from NW 29 Ave to NW 30 Ave
• NW 162 Street from NW 29 Ave to NW 30 Ave
12. The installation of the drainage infrastructure at Vista Verde permitted by our Public Works was
completed; however, the contractor needs to restore the area with asphalt or grass.
13. Attended the County Commissioner's Meeting to receive an Appreciation Certificate for the Super
Bowl Clean Up and Green Up Program on March 20, 2007.
14. Staff met with DR Horton (Coconut Cay) to discuss the infrastructure on March 26, 2007.
15. Held a Public Meeting at Buccaneer Park on the NW 32nd Ave and NW 207th Street roundabout
installation by the County on March 21, 2007 at 6:30pm. Everyone agreed on the installation by the
County.
16. Director attended the Bus ShelterBench County Ad Hoc Committee to set standards to placement
on March 22, 2007.
17. Director attended a meeting with Florida Division of Emergency Management at Community
Partnership for Homeless (CPH), 1550 North Miami Avenue on March 28, 2007. This meeting
provided an opportunity for the region 7 counties and municipalities to maintain communication
and to continued coordination while addressing federal, state and emergency local issues.
18. Attended the Community Traffic Safety Team meeting on Apri12, 2007. FDOT's coordinator, Lew
Sayre was retiring and he did not know his replacement.
19. Director and Engineer attended the City's Interdepartmental Monthly Meeting on April 6, 2007.

20. Attended several meetings with City Manager, Police Department, and consultants to discus the
Police/Public Works Complex.
21. Attended the City's DIC meeting to discus new development and meet with developers on April
12, 2007.

stability of this machine cannot be verified after repeated failures
IV. CMGSERVER Crash
a. Hardware
i. We recently experienced a failure of our Raid Array Controller Card and has
since been repaired
ii. This failure resulted in the loss or corruption of several city data files
iii. The majority of files have been recovered but there are still several un accounted
for
iv. The use of a third party data recovery service provider might possibly yield
better results but none will offer any guarantee and services range in cost from
$3000 - $10,000
V. IT Department Policy and Procedure
a. IT is in the process of developing a policies and procedures manual governing key IT
functions and tasks
b. This document will help to ensure universal application of IT standards and prevent
system downtime
c. Once completed and implemented this document will allow the IT division to assume a
preventative support posture as opposed to a reactive one.

Initiatives
1. Held Team Development meeting for Building Department Staff regarding JRD &
Associates organizational analysis of building department and implementation of new
policies and procedures.
2. Implementation of various recommendations underway: Recruitments for all level of staff
continue, new reporting structure being implemented, Customer Service Survey under
way with customer intercepts completed. Additional projects for Benchmarking and Fees
pending contract changes at May 9th Council meeting.

Actions
Met with staff regarding Jam World aka 183`d Street Cafe: Severity of violations
prompted my directive to close down said location for operating as a night club without
a license. Closed on April 18th, 2007.
• Met with Andover Park Village regarding zoning hearing.
Met with Joyce Villar of D.R. Horton regarding ongoing cooperation and various
permitting issues. Concerns due to Horton's unwillingness to comply with departmental
rules and prescribed schedules. Compromise was to expand drop off days for all new
developments including combined submittal of Master and related sub-permits to
enhance tracking and processing times.
• Met with Tony Polumbo of D.R. Horton regarding paving and drainage issues still
pending in phase finro of the development. Much progress made Horton will produce
follow up report for Public Works indicating all improvements made to drainage as
agreed upon.
• Monitored and reviewed annual and semi-annual performance evaluations and
processing; addressed deficiencies in process and timeliness.
Met with JRD & Associates to kick off Customer Service Survey. Customer intercepts
and surveys completed; preliminary report in progress and stake holder meetings
being scheduled. Also obtained new scope of services for Benchmarking and
departmental fee structure study and recommendations (pending Council approval on
May 9th, 2007 agenda).

• MASTER PLANS
o Transit Circulator Feasibility Analysis. - Warking with MD MPO to reinitiate this
project. Looking towards eventual implementation, most municipal circulator bus systems
are financed through the half-penny transportation surtax overwhelmingly approved by
voters in November 2002 (People's Transportation Plan). Notwithstanding that Miami
Gardens does not participate in this program, the CiTy's direction to the MPO is to
accomplish the study and recommend appropriate funding sources. While the project's
scope has already been established and consultant David Pluxnmer Associates is to
accomplish the study, the overall parameters and the City's preferences are being clarified
at this time prior to actually accomplishing the study. (Jay Marder)
o State Road 7 Livable Community Study - The study recommendations were adopted
by City Council on April 4, 2007. these recommendations will be transmitted to FDOT for
future plans and construction of SR - 7 as well as provide a basis to incorporate
recommendations into the City's Land Development Regulations. (Bhairvi Pandya).
o MiMo Architectural Survey Project - As noted last month, the consultant had
provided a draft report. The preliminary finding is that, there are over 122 significant
MiMo buildings in the City. Their concentration will qualify the City for a national historic
district multiple resources (area-wide) designation. The consultant has been given direction
to prepare a city-wide nomination that will be submitted to the Florida Department of State
to recognize and designate the City as an area of significant historic Miami Modern
architecture (Bhairvi Pandya).

LAND DEVELOPMENT REGULATIONS - Jay Marder, Bhairvi Pandya and Oneca Lowery
• Electronic Changeable Copy Sign Regulations - The staff report was present to Council at a
workshop on April 11, 2007. Council's discussion encompassed signage in general and it was
agreed that the entire sign code should be redone. Staff is in the process of outlining a scope of
services to develop new sign regulations. The scope reflects Council's discussion about
preferences from the workshop.
• Land Development Regulations - Permitted Use Tables - Unfortunately significant work
was lost in the City's server crash. Staff had completed compilation of all permitted uses within
zoning districts into a tabular format. We were working for several months on the actual
proposed new permitted use table, most of which was lost. Much of this work was not printed
in hard copy. We are beginning to redo the lost work.
• Dimensional Requirement Table - Completed compilations of setbacks, coverage and other
similar requirements in a tabular manner for all zoning districts were lost during the crash.
Fortunately, we have hard copies of this information.

~ Reviewed 69 Certificate of Use/ Occupational License applications for Code Enforcement;
• Reviewed over 50 plans for Building Department and conducted related inspections and signed
Certificate of Occupancies.
• Held Development Review Committee meeting for various projects:
1. Atlantic Truck redevelopment at NW 7~' Avenue Extension to discuss conditions of
approval including providing one monument sign, additional landscape and sidewalks with
curb and gutter.
2. Elderly Housing at Mt. Herman AME Church - Discussed need for an agreement to
construct 177~` Street prior to church occupancy; discussed proposed elderly housing and
the need for sufficient parking.
• Composed approximately 15 zoning verification letters.
• Composed and maintained the notices and advertisement for second reading of Andover Park
Village and Toledo rezonings for the May Zoning Agenda.
• Handled approximately 18 customer requests regarding (CRH) Community Residential Homes.
• Met with DR Horton regarding Majorca road closing application. Additional information will
be provided to document future maintenance by master homeowners association.
• Obtained update from DR Horton regarding approval conditions of Coconut Cay development
including construction of guardhouses at 204~` and 207th, construction of a turn lane on
State Road 7, and construction of roundabouts. These projects are proceeding. Construction
on the 204ih Street guardhouse and the turn lane are imminent.
• Met with Code Enfarcement to consider compliance issues at Pleasure Emporium.
GEOGRAPHIC INFORMATION SYSTEMS (GIS) - Bhairvi Pandya, Casli Jean
• GIS Reader - Worked with IT to provide viewing capabilities of GIS data to other map other
City departments. Taught Public Works and Building directors and various additional staff to
access and use ArcReader, a free GIS viewing program. IT installed the ArcReader software.

Police Deuartment Transition:
• The first phase for oral boards for sergeant positions will conclude on April 18. A
minimum of 12 candidates will be selected for continued processing with a projected
hiring date of June 4~ A second phase of sergeant candidate oral board interviews are
scheduled to commence in May to identify candidates for additional 11 positions. The
selected 11 candidates will begin employment in October.
• Oral Boards for open captain positions will convene on April 30tn
• Applications for the position of police officer are currently being reviewed. Oral
Boards are scheduled to begin on Monday, June 11 and finrenty-four interviews will be
conducted daily throughout the month.
• All unmarked police vehicles have been received and are currently being stored at
Calder Race Track.
• Marked vehicles are currently being received and delivered to EVS (Emergency
Vehicle Systems) in Coconut Creek. Installation of all electronic equipment and
vehicle marking are under way.
• MGPD has accepted delivery and installation of a Cross Match Live Scan. This
automated fingerprinting system is now a 2007 requirement by FDLE. The system is
fully operational.
• Appraisal and environmental inspections were coordinated and scheduled for
proposed police facility.
• MGPD staff is actively assisting in the coordination, acquisition, and design of new
police facility.
• Bids for purchase of all police equipment including firearms, uniforms, and operational
equipment have been coordinated with Property Procurement Manager.

^ The after-school program began their weekly chess competition hosted at North County
Elementary.
^ The after-school program began their weekly tennis competition hosted at Buccaneer Park.
^ Kid's Day Off: The kids went to Monkey Jungle on March 16th and on March 30~' they had a
fun day at Norwood Park & Pool which included swimming, bounce houses, clowns, and food
and beverage.
Spring Camp was successful and at capacity. Campers attended several different field trips,
hosted special guests, indoor and outdoor recreational activities, and craft projects.
Seniors Program (Brentwood, Buccaneer, Bunche, Cloverleaf, and Rolling Oaks Parks)
^ Seniors attended the Holy Land experience in Orlando, Florida.

Teen Program
In the months of March and April the Teen Program continued to meet each Monday, Wednesday, and
Friday at their respective locations.
^ Teacher Planning Days: On Friday March 16, 2007 we planned activities for the Teen
Program. The teens arrived at Scott Park for a morning of fun, then after lunch we departed to
Sunrise Cinemas to see the movie "Wild Hogs". On Friday March 30, 2007 we took another
trip to Sunrise Cinemas to see the movie `Blades of Glory".
^ Jaberwock Goes to Broadway: On Saturday March 17, 2007, the Teen Program and the staff
went to Booker T Washington High School to attend a talent show hosted by the Miami
Alumnae Chapter of Delta Sigma Theta Sorority, Inc.
^ Norwood Pool: On March 23, 2007 the teens enjoyed an afternoon at the pool.
^ Jazz in the Gardens: The teens enjoyed to the concert held at Dolphin Stadium on the 24th of
March.
^ Dade County Youth Fair and Exposition: On Thursday March 29, 2007, the teen program
attended the Dade County Youth Fair.
• Spring Camp: School was out for Spring Break for the week of April2nd through April 6~'.

contest with hotdogs and drinks were provided for all participants.
^ Flag Football will start the week of Apri19, 2007.
^ Basketball with the Marian Center is ongoing at Buccaneer. We have 8 staff members
working with 25 adult clients from the Marian Center.
^ 2007 Youth Basketball Tournament and Slam Dunk Contest The tournament was held
April 6th and Apri17th at Miami Carol City Senior High. There were a total of twelve teams
(120 players) ages 10-16. Each participant received a trophy, backpack, and t-shirt. Catered
lunch was provided for players and coaches. Winners were presented a team championship
trophy and movie gift cards. In addition to the tournament, the Slam Dunk finals where
competed for the grand prize of $400.
Tennis Program Registration will begin the week of the April 16th for free tennis lessons at
Rolling Oaks Parks on Saturdays. This program is made possible with the assistance from the
Greater Miami Tennis Foundation.

According to the Municipal Securities Rulemaking Board, the definition of per capita debt is:
PER CAPITA DEBT - The amount of an issuer's debt outstanding
divided by the population residing within the issuer's jurisdiction. This
is often used as an indication of the issuer's credit position because it can
be used to compare the proportion of debt borne per resident with that
borne by the residents of other issuers.
We currently have the following outstanding debt. Included is both short-term (5 years or less) and long-
term (in excess of 5 years):

Summary
At the last City Council meeting, I spoke to the City Council about participating in the
Worldcare Inc.'s Celebrity Golf Tournament being held on May 11t", 2007. As promised, I am
returning with a request for the City's participation at the Diamond Level sponsorship level in
the amount of $5,000.00. Funds raised through this event will be used by Worldcare to
continue its overall functions and mission.
I, along with members of City staff have been participating in Worldcare, Inc., on an informal
basis and have supported Worldcare's efforts of assisting in the aftermath of Hurricanes Rita,
Katrina and Wilma. The success was impactful to individuals who were assisted with food,
clothing and living accommodations after being relocated into our community with very little (or
no) resources.
Worldcare is a non profit 5010(3) organization with a mission of providing assistance in
response to disasters. Its membership includes a collaborative of public and private sector,
including the cities of Miami Gardens, Miramar and West Park; faith institutions Antioch
Missionary Baptist Church, Holy Family Episcopal, and New Way Fellowship; Florida
Department of Children & Families; and private sector organizations like Dolphins Stadium,
Alliance Broadcasting and the Miami Gardens Jaycees.
Recommendation: 1 recommend that the City participate as a Diamond sponsor in the
Worldcare Golf Tournament & Banquet.

1 WHEREAS, WorldCare is a nonprofit 501(C)(3) organization whose mission is to
2 assist victims of hurricanes and to provide support in the City of Miami Gardens to

4 WHEREAS, WorldCare is hosting a Celebrity Golf Tournament & Banquet on
5 May 11, 2007 at the County Club of Miami Lakes, Florida, and
6 WHEREAS, a portion of the proceeds of the Celebrity Golf Tournament &
7 Banquet will assist residents of Miami Gardens who have been and may be victims of

9 WHEREAS, the City Council has agreed to sponsor the event in the amount of

17 hereby agrees to provide a sponsorship in the amount of $5,000.00 to Worldcare, Inc.,
