Staff Summarv Backqround The City's Public Works Department has completed the NW 27`h Avenue (NW 215th Street south to NW 151 St Street) Median Beautification Project. The contractor was responsible for maintaining the area during construction. In order to keep the area liter free and to maintain and ensure all of the plant materials remain neat and healthy, a licensed landscaping contractor's services is needed. Analysis: City staff prepared specifications and advertised on November 1, 2007. A broadcast notice was sent to 1,014 vendors. Thirty vendors requested bid packages. The bids were opened on November 21, 2007. Six bids were received and publicity read. The tabulation sheet is attached as Exhibit "A". A copy of the proposal document and submittals are available at the Assistant to the Mayor and Council's office for review. The apparent low bid was evaluated for compliance with the specifications and their ability to perform the work. The references were checked by staff and all references were found favorable. Staff subsequently recommended award of the contract to SFM Services, Inc., in the package distributed to the Council on December 7th, 2007. Staff received a letter (Exhibit B) dating December 7, 2007 from SFM Inc., the apparent lowest, responsive, responsible bidder, requesting that the City to retract their bid. In such instance, the City will deposit their bid deposit in the form of a$1,000.00 cashier check for withdrawal of the bid and not entering into a contract. The revised lowest, responsive, responsible bidder is Country Bills Lawn Maintenance and their references were favorable. Recommendation: We recommend that the City Council approve the attached resolution authorizing the withdrawal of the bid from SFM Services, Inc. and authorize the City Manager to issue a purchase order to Country Bills Lawn Maintenance, located in North Miami, Florida for the maintenance of NW 27tn Avenue medians and frontage roads, in the amount of $59,580. RESOLUTION No. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ACCEPTING THE WITHDRAWAL OF SFM'S BID FOR THE MAINTENANCE OF MEDIANS AND FRONTAGE ROADS OF NW 27T" AVENUE MEDIANS; AWARDING A BID TO COUNTRY BILL'S LAWN MAINTENANCE, INC.; AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE ORDER TO COUNTRY BILL'S LAWN MAINTENANCE, INC., IN AN AMOUNT NOT TO EXCEED $59,580.00; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, the City's Public Works Department has completed the NW 27tn 2 Avenue (NW 215th Street South to NW 151St Street) Median Beautification Project, and 3 WHEREAS, in order to keep the area litter-free and to maintain and ensure all of 4 the plant materials remain neat and healthy, a licensed landscaping contractor's 5 services is needed, and 6 WHEREAS, the City advertised on November 1, 2007 with notices being sent to 7 1,014 vendors, and 8 WHEREAS, six proposals were received in response to the bid, and 9 WHEREAS, the proposals were evaluated by a staff evaluation committee, and 10 WHEREAS, SFM Services, Inc. located in Miami, Florida, was the low bidder; 11 however, SFM has requested that it be permitted to withdraw its bid, and 12 WHEREAS, the next lowest bidder is Country Bill's Lawn Maintenance, Inc. 13 ("County Bill's), and 14 WHEREAS, City staff has checked Country Bill's references, and find them to be 15 acceptable, and 16 WHEREAS, City staff is requesting that the City Council award a bid to Country 17 Bill's to provide the maintenance of NW 27th Avenue medians and frontage roads, and 18 authorize the City Manager to issue a purchase order in amount not to exceed 19 $59,580.00 for this purpose, 20 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 21 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 22 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 23 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 24 made a specific part of this Resolution. 25 Section 3. APPROVAL OF WITHDRAWAL OF BID: The City Council of the 26 City of Miami Gardens hereby approves SFM Services, Inc's withdrawal of their bid to 27 provide maintenance of the medians and frontage roads along N.W. 27t" Avenue. 28 Section 4. AWARD OF BID: The City Council of the City of Miami Gardens 29 hereby awards a bid to County Bill's Lawn Maintenance, Inc., located in Miami, Florida 30 to provide for the maintenance of NW 27t" Avenue medians and frontage roads. 31 Section 5. INSTRUCTIONS TO THE CITY MANAGER: The City Manager is 32 hereby authorized to issue a Purchase Order to Country Bill's Lawn Maintenance, Inc., 33 Inc., in an amount not to exceed $59,580.00. 34 Section 6.
