ONE YEAR TERM; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;

Staff Summary
The City of Miami Gardens Code enforcement Department has been successfully utilizing the
established a Code Enforcement Special Master program to hear appeals of any and all code
er~forcement citations. As the has City grown the need for additional types of enforcement
related hearings has evolved. City Staff is currently moving forward with several enforcement
related programs including but not limited to appeals of Storm Water Utility fees/liens, Red Light
Camera enforcement, and Police Vehicle impoundment fines/fees. Appeals of these types of
violations are more expeditiously heard through the established Special Master system.
The Assistant City Manager and the City Attorney have analyzed the Special Masters that are
currently serving on behalf of the City and have intenriewed prospective candidates who are
willing to serve in that capacity, and have made certain recommendations to the City Council for
appointment of Special Masters (herein attached).
Recommendation
It is recommended that the City Council adopt this resolution, thereby appointing the selected
candidates (attached) as City Special Masters for a period of one year.

GARDENS, FLORIDA, APPOINTING MARLON A. HILL, PHOEBEE R.
FRANCOIS, QUENTIN E. MORGAN, NATALIE E. OCE, RICHARD E.

ROTHMAN TELL, MIMI V. TURIN AND OLIVIA S. BENSON, TO SERVE
AS AS CODE ENFORCEMENT SPECIAL MASTERS FOR A ONE YEAR

PROVIDING AN EFFECTIVE DATE.
1 WHEREAS, the City of Miami Gardens has established a Code Enforcement
2 Special Master Program in the City, and
3 WHEREAS, appeals of any and all code enforcement citations are heard by
4 Special Masters, and
5 WHEREAS, in addition, appeals of stormwater utility fees will now be heard by
6 the Special Master, and
7 WHEREAS, there will be additional code matters to be held by Special Masters
8 in the future, and
9 WHEREAS, the City Manager and the City Attorney have analyzed the Special
10 Masters that are currently serving on behalf of the City and have interviewed
11 prospective candidates who are willing to serve in that capacity, and have made certain
12 recommendations to the City Council for appointment of Special Masters, and
13 WHEREAS, the City Council has determined that it would like to appoint a new
14 slate of Special Masters, some of which who have previously served and some of which
15 will be serving for the first time, to serve a one-year term,
16 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
17 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
18 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
19 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
20 made a specific part of this Resolution.
21 Section 2. APPOINTMENT: The City Council of the City of Miami Gardens
22 hereby appoints Marlon A. Hill, Phoebee R. Francois, Quentin E. Morgan, Natalie E.
23 Oce, Richard E. Conner, Judge Marshall Ader, Rodney Smith, Meah Rothman Tell,
24 Mimi V. Turin and Olivia S. Benson as Code Enforcement Special Masters for a one
25 yearterm.
26 Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately
27 upon its final passage.
